optimization park environment附件中国大唐集团公司风电项目前期工作管理办法第一章 总 则第一条 为提高风电项目前期工作质量，加强风电工程前期工作管理，促进集团公司风电健康有序发展，根据中华人民共和国行政许可法、中华人民共和国可再生能源法（修正案）、企业投资项目核准暂行办法等国家有关法律法规及集团公司有关规定，制定本办法。第二条 集团公司风电前期工作应坚持价值思维和效益导向，强化前期工作的总体策划和过程控制，重视前期设计优化和费用控制，为打造精品工程奠定良好的基础。第三条 本办法所称风电项目是指集团公司在国内开发的新建和扩建风电项目，境外风电项目可参照执行。前期工作管理主要包括风电项目的规划、测风、预可行性研究、可行性研究和项目申请报告阶段的过程控制。第四条 本办法适用于集团公司各上市公司、分公司、省发电公司和专业公司所从事的风电项目的前期开发管理工作。参股公司可参考本办法执行。第二章 前期工作基本原则第五条 集团公司所开发的国内风电项目应符合国家的能源战略和产业发展政策，境外风电项目应符合国家“走出去”战略和安全稳妥的原则。所有开发的风电项目均应符合集团公司的发展战略和发展规划。第六条 集团公司支持和鼓励风电项目的开发，风电项目开发要纳入省级地方政府的电力规划和集团公司的电源发展规划，对于未列入规划的项目原则上不予以立项。风电项目凡是不符合战略的项目一律不得纳入发展规划；凡是没有列入发展规划的项目，一律不得开展前期工作；凡是未批复开展前期工作项目一律不得走入核准程序；凡是未列入核准计划的项目一律不得列入投资计划。第七条 集团公司的风电开发要以效益为中心，提倡规模化开发和分散式开发相结合的开发方式。对于风资源丰富，适宜大规模开发的地区，要注重发挥项目的规模效益，项目开发的总容量原则上要大于10万千瓦；对于分散式开发，要注重项目开发的质量，确保项目具有经济效益。第八条 集团公司主张风电设备国产化，各风电项目所选机型应适合本风电场的实际情况，原则上一个风场（5万千瓦以内）只选用一种风机。所选用的设备应具备有功无功调节和低电压穿越的功能，开发的风电场应及时配套和完善风电场的风功率预测系统。第九条 集团公司在风电项目开发的前期工作中，应高度重视对电网接入和市场消纳问题的研究，项目建设计划应与送出建设计划同步，对于送出不落实的项目，原则上不予立项。第十条 集团公司风电项目的开发应贯彻 “强化规划、优化布局、细化前期、孵化效益”的思路。严格控制前期工作费用，注重项目的优化设计和费用控制工作，确保项目的经济效益。第十一条 集团公司风电项目前期工作坚持规范化、程序化、科学化、信息化发展方向，不断提高项目开发管理的水平，确保项目的顺利推进。未经允许不得简化或省略前期工作流程。第三章 前期工作的程序及内容第十二条 风电项目的前期工作主要包括风电场规划选址、风电场风能资源评估、风电场预可行性研究、风电场可行性研究、风电场项目申请报告共五个阶段的工作内容。第十三条 风电场规划选址的主要工作：（一）利用全国第四次风能资源普查成果，结合当地风电发展规划、土地利用规划和气象观测数据等资料，开展风电场的选址及开发规划工作。（二）参照风电场场址选择技术规定，对各候选风电场场址的风能资源、并网条件、交通运输、地质条件、环境影响等因素进行比较研究，规划风电场场址，初步拟定开发次序。（三）所选风电场必须纳入地方风电发展规划，必须与当地经济发展规划、能源发展规划、土地利用规划等规划相符合。县级区域内资源储备超过10万千瓦的，必须编制风电场开发规划，统筹研究风电场的建设时序，集电线路、送出方案、道路交通、集控中心等开发建设方案。第十四条 风能资源评估的主要工作：（一）根据气象数据和其他资料初步判断该场址具备风电开发建设条件后，可以向当地县级以上政府能源主管部门提出申请，按照气象观测管理要求开展测风工作。（二）在获得测风许可后，可聘请设计单位或者专业机构设立测风塔。测风塔的布设应具有足够的代表性，能够充分揭示场址内风能资源分布情况。平原地区或地形较为简单的风电场场址，每一个风电场可布设1基测风塔，丘陵、山地或地形较为复杂的风电场场址，每一个风电场布设的测风塔应不少于2基。测风塔的高度宜与风机轮毂高度一致，不应小于70米。5万千瓦以上的大型风电场应根据开发规模和地形条件科学确定测风塔的数量及其位置。（三）在测风时间满一年后，或采用插补延长的方法获得一完整年周期的测风数据之后，应聘请相关具有资质的单位按照国家标准风电场风能资源评估方法及风电场风能资源测量和评估技术规定进行风电场风能资源评估，科学评价该风电场的风资源开发条件。（四）风电场风能资源评估完成后，由分子公司负责组织进行内审，并判断场址的开发价值。对于具备开发建设条件的风电项目，分子公司应编制开展前期工作的请示并上报集团公司。在获得集团公司同意开展前期工作的批复后，可向当地省级主管部门或国家能源主管部门申请开展前期工作。第十五条 预可行性研究阶段主要工作：（一）委托有资质的单位编制项目的预可行性研究报告。报告编制单位的确定应符合国家关于招投标的有关规定，并应按照中国大唐集团公司项目前期招标工作管理办法（试行）的要求，每年年末及时将预可研招标计划上报集团公司规划发展部。未列入招标计划的项目，一律不得开展招标工作。（二）风电场预可行性研究报告的内容和深度应满足风电场预可行性研究报告编制办法的规定和要求。预可研报告中应明确拟开发场址的总体规模和开发时序，全面阐述本期风电场工程建设的必要性、可行性和经济性。其中重点是说明风能资源条件、工程地质条件、交通建设条件、并网接入条件等基本开发条件，并对风电场与规划的符合性、占用土地的合法性、环境影响的合理性等方面进行排查，确保项目建设依法合规，没有制约性因素，具备开发建设条件和经济效益。（三）预可研报告编制完成后，首先应由分子公司进行内审，对于海上风电场或示范项目等重点风电项目，将由集团公司规划发展部组织内审。分子公司按照内审意见修编完善，并在征得集团公司规划发展部同意后，可委托国家认可的咨询机构进行预可研审查，取得审查纪要和意见。（四）根据国家关于风电开发建设的管理办法，每年拟核准的风电项目必须列入国家能源局制定的当年风电开发核准计划中。分子公司应当在每年的三季度对完成预可研的风电项目进行梳理和排序，结合本公司的发展规划、投资能力和资金状况，筛选出建设条件具备、送出工程落实、经济效益好的项目上报集团公司，经集团公司确认后，方可将次年的核准计划上报各地能源主管部门。未经集团公司确认自行上报的项目，将不得列入次年集团公司的投资计划。第十六条 可行性研究阶段主要工作（一）委托有相应资质的单位编制项目的可行性研究报告。报告编制单位的确定应符合国家关于招投标的有关规定，并应按照中国大唐集团公司项目前期招标工作管理办法（试行）的要求，每年年末及时将可研招标计划上报集团公司规划发展部。未列入招标计划的项目，一律不得开展招标工作。（二）风电场可行性研究报告的内容和深度应满足风电场工程可行性研究报告编制办法的规定和要求。可研报告应对场区的风资源进行详细分析，多年平均风速和风功率密度要能够代表场址区域实际的风能资源条件；应对风电场的工程建设条件进行充分论证，要高度重视复杂地形和地质条件下的地勘工作，要认真落实山区和丘陵风电场的大件交通运输条件；应对风电场的机组型号、最优轮毂高度、布机方案等进行认真比选，确保项目的发电量最大化；应认真分析项目所在区域的接网和消纳条件，做好项目的接入系统设计工作，要确保项目建设和送出工程同步进行，确保项目“建得成、送得出、用得掉”；应高度重视项目的经济评价工作，项目建设不仅要具有社会效益，还需要具备一定的经济效益，财务评价的各项指标应达到或者超过集团公司的有关要求。（三）可研报告编制完成后，应及时进行内审和设计优化工作。对海上风电场、示范项目以及重点项目，由集团公司组织或委托分子公司组织进行内审，其余项目由分子公司负责组织进行内审，审查结果应报集团公司规划发展部备案。应重点对风电场的机组选项、轮毂高度、布机方案、送出线路、交通运输方案等方面进行设计优化，确保项目建设方案最优、效益最大。项目可研报告外审需征得集团公司同意，未经内审和设计优化的项目一律不得进行外部审查。（四）可行性研究阶段要高度重视支持性文件的取得和相关问题的落实。要做好工程占地和土地预审手续的审批；要落实好项目的送出和接入方案，尽快取得项目接入系统的批复；要及时完成环保、林业、安全生产、节能环保等专题报告的编制及审查，并尽快取得相应的批复文件；要根据相关规定和要求，做好项目的社会稳定风险分析工作。（五）项目在可行性研究阶段，就应提前谋划并做好项目CDM开发申请的相关工作。及时启动项目设计文件（PDD）编制、寻找国外合作方、碳减排量交易谈判、中国政府审批、国际第三方经营实体核证和联合国登记注册等工作。（六）优化项目投融资方案，拓宽融资渠道，合理选择投资方式。所有项目，特别是境外风电项目，要想方设法争取成本低、风险小的融资来源，要充分考虑项目汇率风险，提高项目防范风险的能力。第十七条 项目申请报告阶段主要工作（一）项目申请报告编制是项目核准的最后一个环节。根据企业投资项目核准暂行办法及相关文件要求，应在可行性研究主要结论的基础上编制项目申请报告。（二）分子公司要结合项目的盈利水平，公司的投资能力、资金安排等情况安排项目的核准进度。省级能源主管部门核准的项目，在征得集团公司同意后，由分子公司组织上报项目申请报告，获得核准后及时上报集团公司备案；国家发改委审批、核准的项目，由分子公司行文上报集团公司，集团公司和省级能源主管部门同步行文申请核准。（三）项目申请报告应由正文、工程设计文件、支持文件、附表、附图组成。项目申请报告的主要内容应至少包括：1.项目名称及项目建设单位情况：主要包括风电场的项目名称，项目建设单位及简要情况介绍；2.拟建项目情况：主要包括项目地理位置及地形地貌，项目的建设规模，项目的风能资源条件、地质条件、交通运输条件等； 3.项目建设的必要性，项目建设与规划的符合性； 4.项目的消纳情况，送出工程和接入系统方案；5.项目建设用地情况；6.项目水保环保的主要结论；7.项目投资概算及资金筹措情况等；8.节能方案分析；9.经济效益和社会效果分析。（四）项目申请报告应附有效的支持性文件，主要有：1.项目列入全国或所在省（区、市）风电场工程建设规划及年度开发计划的依据文件；2.项目开发前期工作批复文件，或项目特许权协议，或特许权中标通知书；3.项目可行性研究报告及其技术审查意见；4.土地管理部门出具的关于项目用地预审意见；5.环境保护管理部门出具的环境影响评价批复意见；6.安全生产监督管理部门出具的风电场工程安全预评价报告备案函；7.电网企业出具的关于风电场接入电网运行的意见，或省级以上政府能源主管部门关于项目接入电网的协调意见；8.金融机构同意给予项目融资贷款的文件；9.根据法律法规应提交的其他文件。四章 前期工作考核第十八条 集团公司风电项目前期工作由集团公司规划发展部归口管理。第十九条 负责前期工作的单位应按前期工作计划推进项目进程，扎实工作，防止项目前期工作中出现反复。第二十条 按照年度风电项目前期工作计划，集团公司与分子公司签署项目前期工作责任书，并纳入集团公司“两全”考核，以确保年度核准任务和项目前期工作目标的完成。第二十一条 风电项目各阶段前期工作必须严格执行国家有关的最新标准和要求。第六章 附则第二十二条 本办法由集团公司规划发展部负责解释。第二十三条 本办法自发布之日起施行。所有进场钢材，挂有标牌，牌上印有厂标、钢号、炉罐（批）号、直径等标记并附有质量证明书；无质量证明书，不得入库；经检验合格后物资设备部方可收货，如发现不合格钢材，不得验收入库。合格钢材应分批验收入库。forming the Government,
