When the two spheres intersect, a circle is formed, so it must be somewhere on that circle. If the receiver picks up another satellite, says at 11,000 miles away, another sphere is formed, and there are only two points where the three spheres intersect. Usually the receiver can discard one of the last two points because it is nowhere near the earth. So, one point which is the location of the GPS receiver is left. In practice, a fourth measurement is needed to correct for clock error.3. A variety of other enhancements were under consideration, including increased power, the addition of a new military code at the L1 and L2 frequencies, additional ground stations, more frequent uploads, and an increase in the number of satellites. These policy initiatives are driven by the dual needs of maintaining national security while supporting the growing dependence on GPS by commercial industry. This dual need was also reflected by the fact that at the same time it was decided that the GPS policy would be managed at a national level by the Interagency GPS Executive Board (IGEB). The IGEB has members from the commerce, interior, state, agriculture and justice department next to the Joint Chiefs of Staff, NASA, Defence and Transportation. A White House press release on March 30, 1998, announced officially that a civil signal would be added to the GPS L2 frequency.
