5、DJUSTINGBD-SPC-GEN(JK)-ST-0006REV. 01.0SCOPE1.1GENERALThis specification recognizes a CNOOC requirement that the offshore structures and associated works shall be fabricated in the most economic manner with due consideration of International Standards and Ruling Code of Practice.This Specification d

6、efines the minimum technical requirements for the loadout and seafastening of jacket structures, equipment, and accessories on transport vessel(s).1.2DEFINITION OF TERMSShall mean the party contracted to perform the work in accordance with the drawings, specifications and work scopeShall mean CNOOC

14、sing Mobile Offshore Drilling Units.3.0GENERAL MARINE WARRANTYAll designs and executions shall be in accordance with requirements of Marine Warranty Surveyor. Any changes as a result of Marine Warranty Surveyor shall be for contractors account.4.0LOADOUT4.1PROCEDUREContractor shall prepare a written

15、 and/or graphical description of the loadout procedure. In particular, the items listed below shall be included in the procedure.a.A barge ballasting procedure.b.Allowances for tides and currents.c.Contingency plans in the event of breakdown or failure of mechanical equipment.4.2CALCULATIONSSPECIFIC

16、ATION FOR JACKET LOADOUT AND SEAFASTENINGPage 4 of 9BASIC DESIGN OFBZ34-1 OIL FIELD DEVELOPMENT ADJUSTINGBD-SPC-GEN(JK)-ST-0006REV. 0Contractor shall provide calculations to COMPANY which show the adequacy of all elements of loadout system, at least the following items shall be included:a.Structure

17、member stresses shall not exceed API and AISC basic allowable during any stage of loadout operation. This shall include performing detailed three-dimensional computer stress analyses of the structure. The loadout analyses shall include studies to determine the allowable differential deflections at t

18、he structure support point which shall become the basis for deflection tolerances during loadout.b.Structural strength of barge should be checked.c.Ballasting calculations.4.3WEIGHTSThe weight and centre of gravity of all the structures shall be accurately reported by the Fabrication Contractor prio

19、r to loadout operations. The final weight control report shall be submitted to the COMPANY at least one (1) month prior to loadout.The Contractor shall be satisfied as to the skid/lift weights of all items.4.4LOADOUT OPERATIONS4.4.1GENERALContractor shall ensure that all equipment and accessories in

20、volved in the skidding/lifting of the structures have the proper rating and are free of damage.Critical mechanical equipment, such as ballast pumps, shall have a 100 percent backup system, hooked up & ready for immediate use in the event of failure or breakdown of the critical equipment.For a skiddi

21、ng loadout, pulling equipment such as strain jacks shall have a sufficient pulling power to overcome a static friction coefficient of 0.15The Contractor shall loadout all items which the fabricates and/or supplies along with any Company supplied materials and equipment. The loadout shall be performe

22、d using good construction and engineering practices, and the Contractor shall be solely responsible to ensure that it is done in such a manner that no damage or overstressing occurs to the said items.There are two manners to loadout structure onto the transportation barge, direct lift and horizontal

23、 movement onto barge.If direct lifting is to be used then all calculations shall be in accordance with the structural design specification. Operation procedures refer to the section of INSTALLATION of BD-SPC-GEN(JK)-ST-000PROCEDURESThe detailed procedure shall include drawings of all the temp

24、orary works, including support points and jacking points. In particular, the items listed below shall be included in the procedure.a.Calculations on the structural integrity of the fabricated item. 25、LD DEVELOPMENT ADJUSTINGBD-SPC-GEN(JK)-ST-0006REV. 0designed to meet the differential deflection criteria which may be applied during loadout.b.Design of all temporary works including runway beams etc. for the intended path of travel.c.Design of a retrieval or back-up system for continuation of load

26、out on failure of primary method.d.Calculations on the soil conditions at the site with particular reference to settlement and the strength of the quay wall.e.Check on the structural integrity of the barge.f.Ballasting calculations.TheContractor shall give due consideration to the potential loss of

27、support at anydiscrete point supports during loadout. All supporting steel shall comply with the requirements of the AISC code, with no increases in normal allowable stresses permitted.4.4.3BARGE PREPARATIONA suitable mooring arrangement shall be adopted for mooring of the barge to the quayside thro

28、ughout the loadout operation.The condition of the barge deck will be specifically suited to the loadout of the fabricated items. All obstacles shall be removed, skidding surfaces will be correctly spaced, continuous and greased.Seafastening grillages beneath the fabricated items are to be complete.W

29、inches, pulleys, blocks, ramps and other devices required to transfer the fabricated item onto the barge are to be preinstalled.4.4.4BALLAST CONTROLThe barge ballasting system should have sufficient capacity to compensate for both change of load and change of tide during the entire loadout operation

30、.The nominal ballasting capacity should be determined by the worst combination of tide velocity and loadout velocity expected during the loadout.The ballasting system should preferable have capacity to compensate for the tide through one complete tide cycle.The ballasting system should have back-up

31、capacity and spare pumps to ensure that the loadout may be completed or the fabricated item may be retrieved within the time restrict determined either by the tide or the weather window.Adequate power supply for the ballasting pumps during the loadout operation shall be ensured plus a back-up power

32、supply. 33、T-0006REV. 04.4.5INVENTORY LISTAn inventory list of all items to be loaded out shall be prepared by Contractor.5.0SEAFASTENING5.1GENERALContractor shall submit to COMPANY for review and approval all seafastening calculations and drawings.Seafastening shall prevent the cargo from sliding or rolling o

34、ff the barge when subjected to motions at sea.Seafastening shall be designed to accept hog, sag and twisting of barge in seaway.Seafastening shall be installed after the barge has been reballasted from the loadout condition to the tow condition.For cargoes that will be removed offshore, the seafaste

35、nings shall be capable of being released in stages. The stages shall be such that the cargo is secure for a 10 single amplitude roll until the release of the final stage.The seafastening shall be not over stress the cargo onto which they bear. The structure shall be checked locally by Contractor to

36、ensure that it is capable of withstanding the seafastening loads.Seafastening lines cutting shall be clearly identified with paint marks of distinctive color, in order that the cutting crew on a cargo barge understand what has to be done before an item can be lifted or skidded off.Connection onto th

37、e jacket shall have doubler plates at the seafastening joint.The seafastening removal sequence shall be planned so that the seaworthiness of the seafastening is preserved for as long as possible prior to lift. Seafastening shall be cut25 mm from the jacket leg. On all other platform components, scar

38、s from the seafasteners shall be repaired to a smooth, flush finish. Care shall be exercised to assure that structural elements are not gouged. All attachment areas are inspected visually after seafastening removal and non-destructively tested.5.2WELDINGWelding shall be in accordance with BD-SPC-GEN

40、MENT ADJUSTINGBD-SPC-GEN(JK)-ST-0006REV. 0Contractor shall deliver all barges/vessels ready to receive cargo from the Fabrication Contractor in accordance with the Contract Schedule.Delivery of the barge/vessel shall be either in harbor or deep water.If Fabrication Contractor or Contractor causes th

41、e tug and barge/vessel to stand by, all costs incurred thereby shall be borne respectively.If alternative berthing facilities are provided by Contractor, then all costs for such berthing, mooring, and subsequent movement of the barge/vessel shall be to Contractors account.6.2MOVING AND MOORING FACILITIESContractor shall provide all labor and facilities for the movement and safekeeping of the barge/vessel while it/they are in his care.These facilities shall include but not be limited to:a.Harbor tugs,b.Adequate moo
