3、考，如有不当或者侵权，请联系本人改正或者删除。科技创新工程管理系统的设计与实现摘 要本文针对科技创新工程管理过程中存在的一些主要问题: 管理效率低、 工作难量化、进度难控制、考核难 , 以某科研单位的科技创新工程专项为研究对象, 针对专项项目的管理特点, 全面分析了科技创新工程的科研任务申报、任务评审、过程监测、人才培养、绩效考核等主要环节的业务需求 , 详细论述了科技创新工程的全过程管理。系统采用B/S 结构 , 基于 Struts、 Spring、 Hibernate 框架 , 用 Java1.6语言在Eclipse4.0 开发平台中设计实现了: 科研任务、科研团队、科技创新、 人才建设、

4、绩效考核、经费管理、后台管理等7 个模块。其中 , 科研任务实现了指南发布、任务在线申报、任务评审、任务书管理、任务监测的全过程管理; 科研团队模块实现建立人才团队数据库、 各层级人员数据共享查看功能; 人才建设模块实现了青年人才的计划发布、 人才申报、人才评审、跟踪调查的全流程, 绩效考核实现”院对所”、”所对科研团队”的绩效任务申报及绩效指标制定及分解管理;科技创新实现了科技创新成果的登记管理以及信息共享查看的功能; 经费管理模块实现了经费执行进度维护管理以及经费执行情况的统计报表功能 ; 后台管理子系统实现了组织机构、用户、权限、角色、工作流引擎、 日志管理等功能。关键词 : 科技创新任
