4、洋开发建设过程中，积累了丰富的海水养殖、海岸带综合管理、海洋渔业管理和海洋经济可持续发展等方面的技术和专业经验。福建海洋研究所自2005年开始承担中华人民共和国商务部对外援助培训项目，已圆满完成海洋领域“海岸带综合管理与城市发展（部级官员）”、“海洋管理与蓝色经济发展（部级官员）”、“海岸带综合管理（官员）”、“海洋渔业管理（官员）”、“海洋渔业与海岸带综合管理（官员）”、“海洋产业经济”（官员）、“海洋新技术”（官员）和“海洋生物实用养殖技术”等8个专题共66期多/双边培训/研修/研讨班，项目工作语言包括英语、葡萄牙语、法语、西班牙语和阿拉伯语等语种。福建海洋研究所自2011年开始承办中国对

5、外援助培训部级官员项目。20112016年连续6年每年举办一期。项目均取得圆满成功，受到主办单位中国商务部以及各国参训高级官员的高度赞扬。12年来已有全球5大洲99个滨海发展中国家和葡萄牙和1个区域性国际组织（阿拉伯联盟）的1729位官员（部级和司处级官员及技术人员，1802人次，其中包括24部级和103位司级高级官员）来华参加海洋领域管理与技术培训交流活动，项目受到各参训国官员的热烈欢迎和充分肯定。项目内容介绍中国政府举办本期部级研讨班，旨在介绍中国倡议的“21世纪海上丝绸之路”建设战略构想，探索寻求具体合作途径。加强中国与各国在海洋可持续发展、海岸带综合管理、滨海城市建设规划与环境保护、蓝

6、色经济发展等方面交流与合作，包括高端研讨会、国际海洋论坛及北京、天津等城市参观考察。根据研讨班海洋主题要求，在北京将由中国国家海洋局重点介绍中国21世纪海上丝绸之路建设与国际合作政策解读、中国海洋可持续发展、海洋环境保护和防灾减灾方面的有益经验。在天津将访问国家海洋局天津海水淡化与综合利用研究所，参观国家海洋标准计量中心。在厦门市将参加厦门国际海洋周：厦门国际海洋论坛（主论坛）、第七届发展中国家海洋可持续发展部长论坛、蓝色经济伙伴论坛、海洋科技成果转化洽谈会等活动，并与中国福建省及厦门市政府官员就海洋城市建设与环境保护经验、滨海经济特区发展等进行全方位深入的交流，参加与中国涉海企业的项目对接会

15、Oceanography (FJIO), located in Xiamen - a special economic zone lying in the southeastern coast of China, is a full-funding public institution affiliated to Fujian Provincial Department of Science & Technology, as well as a non-profit comprehensive maritime research and development institution. Its

16、 scientific research building (also the administration building) covers a building area of 3,671 m2 with fine-equipped laboratories and scientific research facilities. In addition, FJIO owns “Yan Ping No.2” oceanographic research vessel with a displacement of 800 tons. In the process of offering the

17、 main service to the governmental marine management and social marine development, FJIO has accumulated rich research technology and professional experience in the fields of Mariculture, Integrated Coastal Management, Marine Fisheries Management as well as Marine Economic Sustainable Development.Sin

18、ce 2005 when FJIO started to undertake the China-Aid training programs sponsored by the Ministry of Commerce, PRC, FJIO has successfully organized 66 bilateral or multilateral training courses / seminars / workshops of China-Aid training programs which focus on the following 8 program topics ICM and

19、 City Development(for ministerial level officials), Marine Management and Blue Economy Development (for ministerial level officials), Integrated Coastal Management (for officials), Marine Fisheries Management (for officials), Marine Fisheries and Integrated Coastal Management(for officials), Marine

20、Industrial Economy(for officials) and Marine New Technology(for officials), and Practical Mariculture Technology. The working languages include English, Portuguese, French, Spanish and Arabic, and so on. As early as 2011, FJIO initiated the ministerial level workshop of China-Aid training programs,

21、and it has been 6 consecutive years for FJIO to organize ministerial workshops from 2011 to 2016 and one workshop has been held each year. All these ministerial level workshops have been successful and highly commended by Ministry of Commerce, PRC and participating senior officials.There are 1729 of

22、ficials (ministerial or director level officials and technical personnel, 1802 person-times, including 24 ministerial level and 103 director general level officials) from 99 coastal developing countries, Portugal and 1 regional organization (League of Arab States) of 5 continents worldwide in the la

Those programs organized by FJIO have all been popular with the participants and received high reputation.Seminar ContentThe ministerial workshop held by Chinese government is aimed at introdu

24、cing the initiative of “building the 21st Century Maritime Silk Road” proposed by China, and exploring substantial cooperation approach. Through this workshop, we would like to promote exchanges and cooperation in the fields of marine sustainable development, integrated coastal management (ICM), coa

25、stal citys construction, planning and environmental protection, blue economic development among China and other countries, with the contents including high-end symposiums, International Ocean Forum, and field trips in Beijing and Tianjin city.In accordance to the marine topic, analysis on Chinas 21s

26、t Century Maritime Silk Road building and related international cooperation policies, as well as valuable experiences on Chinas marine sustainable development, marine environmental protection and disaster prevention and alleviation will presented by Chinas State Oceanic Administration (SOA) in Beijing city.
