1、精选word文档 下载可编辑上半年农业农村经济形势分析今年以来，全县上下认真贯彻落实“中央一号”文件精神和国家一系列强农惠农政策，积极稳妥地推进新农村建设和现代农业建设，全县农业生产开局良好，农业农村经济运行总体平稳。上半年全县实现农林牧渔业增加值7亿元，比上年同期增长6%。一、上半年农业农村经济运行基本情况(一)小春产量较上年持平略增。通过近年来国家强农、富农、惠农政策的落实，广大农民种粮的积极性高涨，29年小春粮食播种面积增加，弥补了小春生产由于受去冬今春旱情的影响，总产量与上年持平略增。上半年，全县完成小春粮食播种面积291882亩，比上年增加12969亩，增长65%，完成年初计划的13

2、5%;平均单产为11公斤，比上年减少2公斤，减22%;实现总产29397吨，比上年增产79吨，增长47%，完成年初计划的999%。其中小麦175912亩，增18%，单产15公斤，减43%，产量18536吨，减.16%;大麦18774亩，增193%，产量239吨，增57%;薯类11667亩，增111%，产量2762吨，增124%;豆类81825亩，增86%，产量5842吨，增93%。(二)茶叶产业面积增加，产量增长。我县29年的茶叶生产虽受春旱及价格下滑的影响，但政府对高优茶园建设力度仍然未减，茶园高产面积不断增加，茶叶产量有所增长。截止6月底，全县共拥有茶园面积283551亩，与去年同期相比增

3、加12775亩，增长72%，其中采摘面积233857亩，同比增5341亩，增34%，高优茶园93368亩，同比增932亩，增19%;实现春茶产量9114吨，增97%，占年计划的51%。(三)畜牧生产存栏稳定，出栏增加。近年来国家加大了对畜牧业生产的扶持力度，相继实施了生猪保险、能繁母猪补贴和生猪标准化规模养殖场建设项目等支农惠农政策，有效调动了养殖户的养殖积极性，弥补了由于生猪价格下滑带来的负面影响，畜牧业生产呈现存栏稳定，出栏增长的良好势头。上半年，实现生猪存栏4831头，同比增57174头，增长15%，其中能繁母猪61328头，同比增1566头，增2.8%，出栏肉猪182574头，同比增8

4、9641头，增长95%，完成年初计划的46%;大牲畜存栏14241头，同比增7879头，增长9%，完成年初计划的99%，出栏肉牛1184头，同比增4617头，增长69%，完成年初计划的35%;山绵羊存栏166759只，同比增4548只，增长8%，完成年初计划的97%，出栏肉羊3114只，同比增6373只，增长28%，完成年初计划的43%;出栏肉禽572639只，同比增219686只，增长62%，完成年初计划的4.9%。实现肉类总产量14335吨，同比增668吨，增长83%，完成年初计划的44%，其中猪肉产量1173吨，同比增5718吨，增95%，完成年初计划的46%。(四)秋收粮食作物栽种基本

5、结束，大春作物长势良好。29年，预计全县秋收粮食作物播种面积完成38万亩，与上年同期相比增加5997亩，增长5%，完成年初计划的194%,其中水稻136万亩,同比增3584亩，增长3%;玉米243万亩，同比增736亩，增长1%;烤烟播种面积完成4万亩，与上年同期相比减少1368亩，减9%，完成年初计划的1%;新植甘蔗面积12428亩，完成年初计划的84%;大春农作物栽种顺利，目前苗架长势较好，全年粮食有望实现增产。(五)茶叶、生猪价格下滑，粮食价格趋于平稳。上半年，鲜叶销售平均价每公斤67元，同比下滑.47元，降幅为296%，毛茶销售平均价每公斤65元，同比下滑8元，降幅为15%;毛猪价格每公

6、斤42元，同比下滑55元，降幅为373%，仔猪价格每公斤177元，同比下滑192元，降幅为5.32%;猪肉价格每公斤155元，同比下滑53元，降幅为322%;粮食中大米价格每公斤4元，同比上涨.4元，涨幅为11%，玉米价格每公斤8 元，与去年同期基本持平，小麦价格每公斤2 元，同比上涨.2元，涨幅为111%。全年走势预测茶叶和粮食价格将保持稳定，生猪价格预计到今年下半年逐渐回暖，由于生猪价格下滑已接近低谷，并且下半年正值农民收获庄稼、讨亲嫁娶和欢庆传统中秋佳节之际，将使我县生猪生产和消费呈现较快增长的态势。(六)农民人均现金收入实现增长。全县上半年农民人均现金收入144元，同比增收173元，增

7、长17%。收入增加的主要原因一是农民实际得到的种粮直补、购买大型农业机械补贴、良种补贴等三项政策性补贴收入促进了农民现金收入的增长;二是提高了农村最低生活保障水平，降低了准入门槛，这部分新增收入直接拉动了转移性收入的增长;三是甘蔗收购价格提高和外出劳务收入增加，促进农民增收。全年趋势预测若下半年农业生产没有发生较大自然灾害，及时加强大春粮食、烤烟、甘蔗、蚕桑、泡核桃中耕管理，生猪价格复苏，农民人均纯收入有望实现1%的增长目标。(七)农村外出劳动力转移力度加大。近年来，农村劳动力外出务工收入已经成为我县农民增收的一个重要途径。因此，我县高度重视农村外出劳动力的转移就业工作，将此项工作作为政府的一

8、项重点工作来抓，不断强化培训和转移力度，提高外出务工人员的劳动技能、自身素质和法律意识。上半年，全县累计在外务工人员达22万人，转移新增劳动力2423人;完成新增劳动力培训495人，其中男281人，女295人。实现劳务转移收入6562万元，同比增加673万元，增长14%。二、农业农村经济面临的主要问题目前，我县农业农村经济指标增速有减缓的趋势，要保持农业农村经济稳定发展、农民持续增收难度明显加大，主要面临以下问题。(一)生猪饲养成本高，养殖效益锐减。在生猪价格下滑的同时，今年育肥猪配合饲料和玉米价格稳中有降，但其降幅小于生猪价格降幅。据调查，玉米售价为8元/公斤，与去年同期基本持平;育肥猪浓缩

9、料价格为6元/公斤，去年同期7元/公斤，同比下降.4元，降幅为71%。从目前饲料及生猪价格行情分析，总体上养殖成本高，养殖利润空间小，甚至出现亏损现象。以大户和散养户为例目前，养殖大户出栏一头肥猪大约需要支出成本费为115元，亏损约2元;散养户出栏一头肥猪大约需要支出成本费为125元，亏损近3元，与28年相比养殖户每出栏一头生猪平均可获利2元的差距较大。(二)生猪养殖户情绪低落，生产形势较为严峻。针对今年以来生猪价格的持续低迷，在调查中，我们着重对养殖户的养殖情绪进行了调查分析，总体上看，养殖户养殖积极性严重受挫，养殖热情不高，尤其是小规模生猪养殖户情绪波动大，由于自身规模小，没能完全实行自繁

10、自养，加上资金薄弱，饲养成本相对较高，高价买进，低价卖出，经受不起价格下降的冲击，在生猪价格持续下滑的不利形势中，目前全县饲养规模受到一定的影响，有的地方甚至出现了弃养现象。(三)农业生产成本提高，农民收益有所降低。近年来，国家采取多种措施稳定农资价格，致力于保护农民的生产积极性，但受原材料上涨和运输成本增加等多种因素影响，农资价格持续攀升，农业生产成本增大，大大抵减了农产品价格上升和国家补贴政策给农民带来的实惠。(四)农民工就业形势严峻。自去年下半年以来，国际金融危机影响持续蔓延，全国不少地区企业无法开工，纷纷减员裁人，减薪降酬，给外出务工的农民工就业带来了巨大冲击，这对我县农民工的劳务收入

11、带来一定影响，进而影响到农民人均纯收入的持续增长。(五)劳力紧缺，农村劳力成本攀升。目前，农村“老人农业”问题比较突出，主要表现为“三难”，即抗灾救灾难、抢季节性收种难、科技应用难。由于农村劳力紧缺，请劳力的工价持续攀升。农村劳力工价去年为 25元/天，今年已涨至3元/天。这些问题的存在，既影响了农民群众的正常生产，又增加了生产成本。从当前和今后一个时期看，农民持续增收，呈现出一定的艰难性和脆弱性。(六)对农业的有效投入不足。一方面由于农业效益比较低，农产品价格不稳定，农民种粮积极性不高，不愿意增加对农业的投入;另一方面，尽管近几年财政对农业的投入力度不断加大，但总体水平还是不高，农村和农业基

12、础设施建设仍然滞后。(七)劳动力素质偏低。当前，农村青壮劳动力普遍外出务工，大部分是留守老人和儿童，对农业生产的新技术、新方法等接受较慢，靠天吃饭的意识较重，不能适应推广现代农业科技、加快发展现代农业的要求。(八)农业产业化进程缓慢。农产品商品率、加工率仍处于较低水平，龙头企业带动农民增收的能力较弱，产业基地档次较低、规模不大，农民合作组织规范运行的水平不高，农产品加工的水平和效益偏低，对农业产业化的投入偏低，导致农业产业化进程缓慢。三、实现全年增产增收的几点建议要实现全年预期增收目标，形势不容乐观，任务十分艰巨，特别是影响增收的灾害性气候等不确定的因素很多，对此，建议应着力抓好以下几方面工作

14、)加强农资市场监管力度,维护农民利益。农业生产资料价格是影响农户收益和农业生产稳定的一个重要因素，因此，农资监管部门要继续采取得力措施，坚决打击哄抬农资市场价格的行为，做好农资价格调控工作，适时降低农业生产资料的市场价格;进一步净化农资市场，严格杜绝假冒伪劣产品进入市场，打击坑农害农的不法分子，切实维护农民利益，确保农业增效，农民增收。(四)积极鼓励返乡农民工自主创业，促进农民增收。对于掌握了一定技术和生产经验的农民工，建议通过减免税收，提供小额担保贷款及贴息等政策优惠鼓励他们在本乡本土创业，以创造更多的就业岗位，向乡亲传授致富本领，以创业促就业，带动农民增收。(五)积极落实各项强农惠农政策，

15、保证农民得实惠。坚决落实好中央、省市各项农业补贴政策，扩大补贴覆盖面，提高补贴水平，既稳定农业生产，又可以直接拉动农民收入的增加。让农民切实感受到党中央“三农”政策带来的实惠，增强农民生产自救的积极性，促进农业增效、农民增收。(六)加大招商引资力度。引进农产品的深加工龙头企业，特别是畜禽肉产品等加工企业，提高畜牧产品的附加值，增强抵御市场风险的能力。(七)切实解决养殖户实际困难和问题。生猪生产是畜牧业的重要组成部分，是农民增收的重要来源，生猪产业的发展将直接影响农民增收和农村经济的发展。因此，要将稳定发展生猪生产作为当前“三农”工作的重中之重来抓，作为“保增长、保稳定、促和谐”的重要举措，要切
