1、饲料原料验收、扣款标准(第五次修订版)常州市立华畜禽有限公司 生产技术部 采购部2011年3月15日重要说明1、特殊情况(自然灾害、市场紧张、铁路修整等客观原因)饲料部和采购部应协商解决生产和采购间的矛盾。2、 表示该指标为重点检测指标,每个批次都需要检测。 表示该指标为参考检测指标。同一供应商前三批货都应检测,如检测结果表明该项目品质稳定,同一供应商三批后该项目可以实行抽检,但每月单个原料品种该项目不少于二次。3、原料各指标的检测均以在包括水分下进行(湿基)。 4、品控人员根据原料品质和化验结果,对原料做出品质评定和出具品质差异价格。评定结果例如:合格、让步接收、退货等;品质差异价格例如:扣

2、款多少等。5、所有签订合同的采购,合同中有规定的指标均按合同中的标准验收和扣款;合同中无特殊规定的指标,不管是重点指标还是参考指标,扣款都需要与采购人员协商进行。6、根据原料的实际情况,对原料的整体质量进行综合评价,如果等级高,整体质量好,只有一两个非重要指标少量超标时,不扣款;如果同时有几项指标超标,则加重处罚。原料采购不紧张时,一两项非重要指标不合格可以让步接收,超过两项指标不合格,则不能让步接收,要充分利用市场有利时机多接收优质原料。7、根据品控人员的判定结果,扣款20元/吨时,要由饲料厂厂长签字确认;扣款30元/吨和退货时,要由分公司经理签字确认。8、根据综合评价结果,采购人员在品控人

3、员评定的基础之上有510元/吨的扣款浮动权限(但每个单据浮动总金额不能超过1千元,船货除外。);饲料厂厂长有上下1015元/吨的扣款浮动权限(每个单据浮动总金额不能超过2千元);分公司经理有2050元/吨的扣款浮动权限。所有扣款的浮动都需要书面陈述相应理由。9、所有扣款人员执行扣款时,必须比对检测数据和原料实样进行。10、所有扣款的样品都要留平行样,保留2个月,一份用于事后自检,一份用于事后追溯,样品必须严格密封。11、所有的扣款操作,都需要及时反映在oa共享文档上。12、所有扣款的起点都是指加入检测误差后的数值,但执行扣款时按实测数值进行。例如,某供应商10月份新玉米水分检测值为16.8%,

4、那么水分此项的扣款为(16.815.5)×1.5=1.95%的单价。假如容重实测值为678,那此项扣款为(685678)×1=7元。假如容重为680克,那在5克检测误差范围内,不用扣款。13、所有扣款统一采用扣款的方法,不得再用扣重的方法。14、退货转让步接收情况,扣款标准不低于该项目的最高扣款倍数。目 录1、 玉米······················
