2、canshave now takenthepresidentialoath.the words have been spoken during rising tides of prosperityand the still waters of peace. yet, every so often the oath istakenamidstgatheringcloudsand ragingstorms.atthesemoments, americahas carriedon notsimply because ofthe skillor vision of those in high offi
3、ce, but because we the peoplehave remained faithfultothe idealsof our forbearers,and trueto our founding documents.so it has been. so it must be with this generation ofamericans.thatwe arein the midst ofcrisisis now well understood.our nationisat war, againsta far-reachingnetwork of violenceand hatr
4、ed. our economy is badly weakened, a consequence ofgreed and irresponsibility on the part of some, but also ourcollectivefailuretomake hardchoicesand prepare thenationfor a new age. homes have been lost; jobs shed; businessesshuttered. our healthcare is too costly; our schools fail toomany; and each
5、 day bringsfurtherevidence thatthe ways we useenergy strengthen our adversaries and threaten our planet.these are the indicators of crisis, subject to data andstatistics. less measurable but no less profound is a sappingof confidence across our land - a nagging fear that americasdeclineis inevitable
6、,and thatthe next generationmust lowerits sights.today i say to you that the challenges we face are real.they are seriousand they are many. they willnot be met easilyor in a short span of time. but know this, america - they willbe met.onthisday, we gather because we have chosen hope over fear,unity
7、of purpose over conflict and discord.in reaffirming the greatness of our nation, we understandthatgreatness is never a given.itmust be earned. our journeyhas never been one of short-cuts or settling for less. it hasnot been the path for the faint-hearted -forthose who preferleisureover work, or seek
8、 only the pleasuresof richesand fame.rather, it has been the risk-takers, the doers, the makers of things - some celebrated but more often men and women obscurein their labour, who have carried us up the long, rugged pathtowards prosperity and freedom.for us, they packed up their few worldly possess
9、ions andtraveled across oceans in search of a new life.for us, they toiled in sweatshops and settled the west;endured the lash of the whip and plowedthe hard earth.for us, they fought and died, in places like concord andgettysburg; normandy and khe sahn.timeand again these men and womenstruggledand
10、sacrificedand worked till their hands were raw so that we might live abetter life. they saw america as bigger than the sum of ourindividualambitions;greaterthan allthe differencesof birthor wealth or faction.this is the journey we continue today. we remain the mostprosperous, powerful nation on eart
11、h. our workers are no lessproductive than when this crisis began. our minds are no lessinventive,our goods and servicesno less needed than they werelast week or last month or last year. our capacity remainsundiminished.butourtimeofstandingpat,ofprotectingnarrow interests and putting off unpleasant d
12、ecisions - thattime has surelypassed. startingtoday,we must pickourselvesup, dust ourselves off, and begin again the work of remakingamerica.what the cynics fail to understand is that the ground hasshiftedbeneath them - thatthe stalepoliticalarguments thathave consumed us for so long no longer apply
13、. the question weask todayisnotwhetherour government is toobigortoo small,but whether it works - whether it helps families find jobs ata decentwage, care theycan afford,a retirement thatisdignified.where the answer isyes,we intendtomove forward.where the answer is no, programs will end. and those of
14、 us whomanage the publics dollars will be held to account - to spendwisely, reform bad habits and do our business in the light ofday - because only thencan we restorethe vitaltrust betweena people and their government.who seeks a future of peace and dignity, and that we areready to lead once more.we
15、arethekeepersofthislegacy.guidedbytheseprinciplesonce more, we can meet those new threatsthatdemandevengreatereffort-evengreatercooperationandunderstanding between nations. we will begin to responsiblyleave iraq to its people, and forge a hard-earned peace inafghanistan. with old friends and former
16、foes, we will worktirelessly to lessen the nuclear threat, and roll back thespecterof awarming planet. we will not apologisefor ourwayof life, nor will we waver in its defence, and for those whoseek toadvance theiraims by inducingterrorand slaughteringinnocents, we say to you now that our spirit is
17、stronger andcannot be broken;you cannot outlastus,and we willdefeatyou.to the muslim world, we seek a new way forward, based onmutualinterest and mutual respect.tothose leadersaround theglobe who seek to sow conflict, or blame their societys illson the west - know that your people will judge you on
18、what youcan build, not what you destroy. to those who cling to powerthrough corruption and deceit and the silencing of dissent,know that you are on the wrong sideofhistory;but that we willextend a hand if you are willing to unclench your fist.tothe people of poor nations,we pledge to work alongsidey
19、ou to make your farms flourish and let clean waters flow; tonourish starved bodies and feed hungry minds. and to thosenationslikeoursthatenjoy relativeplenty,we say we can nolonger afford indifference to suffering outside our borders;nor can we consumethe worlds resourceswithoutregard to effect.for
20、the world has changed, and we must change with it.aswe considertheroad that unfoldsbefore us,we rememberwith humble gratitude those brave americans who, at this veryhour, patrol far-off deserts and distant mountains. they havesomething to tell us today, just as the fallen heroes who lieinarlingtonwh
21、isperthroughtheages. we honour them notonlybecause they are guardians of our liberty, but because theyembody the spiritofservice;a willingnesstofindmeaning insomething greater than themselves. and yet, at this moment -a moment that will define a generation - it is precisely thisspirit that must inha
22、bit us all.forasmuch asgovernment can do and mustdo,itisultimately the faith and determination of the american peopleupon which this nation relies. it is the kindness to take ina stranger when the levees break, the selflessness of workerswho would rather cut their hours than see a friend lose theirj
23、obwhichseesusthroughourdarkesthours.itisthefirefighters courage to storm astairwayfilledwithsmoke, butalso a parentswillingnessto nurture a child, that finally decides our fate.our challenges may be new. the instruments with which wemeet them may be new. but those values upon which our successdepend
24、s-hardwork and honesty,courageandfairplay,toleranceand curiosity,loyaltyand patriotism- thesethingsare old.thesethings are true. they havebeen the quietforceof progress throughout our history. what is demanded then isa return to these truths. what is required of us now is a newera of responsibility
25、- a recognition, on the part of everyamerican,thatwe have dutiesto ourselves,our nation,and theworld,dutiesthatwe do notgrudginglyacceptbutratherseizegladly,firmintheknowledgethatthereisnothingsosatisfying to the spirit, so defining of our character, thangiving our all to a difficult task.this is th
26、e price and the promise of citizenship.this is the source of our confidence - the knowledge thatgod calls on us to shape an uncertain destiny.this is the meaning of our liberty and our creed - why menand women and children of every race and every faith can joinin celebrationacrossthis magnificentmal

28、peak and the faces we show the world, we force the spring. a spring reborn in the worlds oldest democracy, that brings forth the vision and courage to reinvent america.when our founders boldly declared americas independence to the world and our purposes to the almighty, they knew thatamerica, to end
29、ure, would have to change. not change for changes sake, but change to preserveamericas ideals; life, liberty, the pursuit of happiness. though we march to the music of our time, our mission is timeless. each generation of americans must define what it means to bean american.today, a generation raise
30、d in the shadows of the cold warassumes new responsibilities in a world warmed by the sunshine of freedom but threatened still by ancient hatreds and new plagues.raisedin unrivaledprosperity,we inheritan economy thatis still the worlds strongest, but is weakened by businessfailures,stagnantwages,inc
31、reasinginequality,and deepdivisions among our people.whengeorge washington firsttook the oath i have justswornto uphold, news traveled slowly across the land by horsebackand across the ocean by boat.now, the sightsand sounds of thisceremony are broadcastinstantaneously tobillionsaround found and powerful forces are shaking and remaking ourworld, and the urgent question of our time is whether we canmake change our friend and not our enemy.we knowwe have to facehard truths and takestrong
