What greater rejectin f thse w
3、h wuld tear dwn ur wrld than marshaling ur best effrts t save it?Nearly 200 natins have assembled here this week ndash; a declaratin that fr all the challenges we face, the grwing threat f culd define the cnturs f this century mre dramatically than any ther. What shuld give us hpe that this is a tur
4、ning pint, that this is the mment we finally determined we wuld save ur planet, is the fact that ur natins share a sense f urgency abut this challenge and a grwing realizatin that it is within ur pwer t d smething abut it.ur understanding f the ways human beings disrupt the climate advances by the d
5、ay. Furteen f the fifteen warmest years n recrd have ccurred since the year 2019年 ndash; and 2019年 is n pace t be the warmest year f all. N natin ndash; large r small, wealthy r pr ndash; is immune t what this means.This summer, I saw the effects f climate change firsthand in ur nrthernmst state, Al
6、aska, where the sea is already swallwing villages and erding shrelines; where permafrst thaws and the tundra burns; where glaciers are melting at a pace unprecedented in mdern times. And it was a preview f ne pssible future ndash; a glimpse f ur childrens fate if the climate keeps changing faster th
7、an ur effrts t address it. Submerged cuntries. Abandned cities. Fields that n lnger grw. Plitical disruptins that trigger new cnflict, and even mre flds f desperate peples seeking the sanctuary f natins nt their wn.That future is nt ne f strng ecnmies, nr is it ne where fragile states can find their
8、 fting. That future is ne that we have the pwer t change. Right here. Right nw. But nly if we rise t this mment. As ne f Americas gvernrs has said, “We are the first generatin t feel the impact f climate change, and the last generatin that can d smething ae here persnally, as the leader f the wrlds
9、largest ecnmy and the secnd-largest emitter, t say that the United States f America nt nly recgnizes ur rle in creating this prblem, we embrace ur respnsibility t d smething abut it.ver the last seven years, weve made ambitius investments in clean energy, and ambitius reductins in ur carbn emissins.
10、 Weve multiplied wind pwer threefld, and slar pwer mre than twentyfld, helping create parts f America where these clean pwer surces are finally cheaper than dirtier, cnventinal pwer. Weve invested in energy efficiency in every way imaginable. Weve said n t infrastructure that wuld pull high-carbn fs
11、sil fuels frm the grund, and weve said yes t the first-ever set f natinal standards limiting the amunt f carbn pllutin ur pwer plants can release int the sky.The advances weve made have helped drive ur ecnmic utput t all-time highs, and driveur carbn pllutin t its lwest levels in nearly tw decades.B
12、ut the gd news is this is nt an American trend alne. Last year, the glbal ecnmy grewwhile glbal carbn emissins frm burning fssil fuels stayed flat. And what this means cantbe verstated. We have brken the ld arguments fr inactin. We have prved that strngecnmic grwth and a safer envirnment n lnger hav
13、e t cnflict with ne anther; theycan wrk in cncert with ne anther.And that shuld give us hpe. ne f the enemies that well be fighting at this cnference iscynicism, the ntin we cant d anything abut climate change. ur prgress shuld give ushpe during these tw weeks ndash; hpe that is rted in cllective ac
14、tin.Earlier this mnth in Dubai, after years f delay, the wrld agreed t wrk tgether t cut thesuper-pllutants knwn as HFCs. Thats prgress. Already, prir t Paris, mre than 180cuntries representing nearly 95 percent f glbal emissins have put frward their wnclimate targets. That is prgress. Fr ur part, A
15、merica is n track t reach the emissinstargets that I set si years ag in Cpenhagen ndash; we will reduce ur carbn emissins in therange f 17 percent belw 2019年 levels by 2021年. And thats why, last year, I set a new target:America will reduce ur emissins 26 t 28 percent belw 2019年 levels within 10 year
16、s frur task here in Paris is t turn these achievements int an enduring framewrk frhuman prgress ndash; nt a stpgap slutin, but a lng-term strategy that gives the wrldcnfidence in a lw-carbn future.Here, in Paris, lets secure an agreement that builds in ambitin, where prgress paves theway fr regularl
17、y updated targets ndash; targets that are nt set fr each f us but by each f us,taking int accunt the differences that each natin is facing.Here in Paris, lets agree t a strng system f transparency that gives each f us thecnfidence that all f us are meeting ur cmmitments. And lets make sure that the
18、cuntrieswh dnt yet have the full capacity t reprt n their targets receive the supprt that theyneed.Here in Paris, lets reaffirm ur cmmitment that resurces will be there fr cuntries willingt d their part t skip the dirty phase f develpment. And I recgnize this will nt be easy.It will take a cmmitment
19、 t innvatin and the capital t cntinue driving dwn the cst fclean energy. And thats why, this afternn, Ill jin many f yu t annunce an histricjint effrt t accelerate public and private clean energy innvatin n a glbal scale.Here in Paris, lets als make sure that these resurces flw t the cuntries that n

We knw the truththat many natins have cntributed little t climate change but will be the first t feel its mstdestructive effects. Fr sme, particularly island natins ndash; whse leaders Ill meet withtmrrw ndash; climate chang
21、e is a threat t their very eistence. And thats why tday, in cncertwith ther natins, America cnfirms ur strng and nging cmmitment t thuntries Fund. And tmrrw, well pledge new cntributins t risk insuranceinitiatives that help vulnerable ppulatins rebuild strnger after climate-related disasters.And fin
22、ally, here in Paris, lets shw businesses and investrs that the glbal ecnmy is n afirm path twards a lw-carbn future. If we put the right rules and incentives in place, wellunleash the creative pwer f ur best scientists and engineers and entrepreneurs t deplyclean energy technlgies and the new jbs an
23、d new pprtunities that they create all arundthe wrld. There are hundreds f billins f dllars ready t deply t cuntries arund thewrld if they get the signal that we mean business this time.
