12、标，深入开展民族团结进步创建活动，努力实现水利事业跨越式发展，为构建和谐昌吉、全面建设小康社会做出应有的贡献。 二、工作目标通过开展民族团结进步创建活动，进一步贯彻落实党和国家民族法律法规和方针政策，营造平等、团结、互助、和谐的民族大团结良好氛围，促进各民族共同团结奋斗，共同繁荣发展。通过认真开展民族团结进步模范创建工作，不断探索做好民族团结进步工作的方法和 措施，使各族干部职工的思想认识和行动自觉统一到党和国家的要求上来，为教育事业跨越式发展创造和谐稳定的发展环境，力争在年内实现民族团结进步模范单位的创建目标，并鼓励全体教职员工及学生争创民族团结先进个人荣誉称号。 三、活动安排1、大力开展民

13、族团结宣传教育活动。一是全面贯彻中心校工作要求，大力开展民族理论、民族政策、民族法律法规和民族基本常识的宣传教育，坚持多层次、多形式地开展民族团结宣传教育活动。二是要充分发挥各种宣传媒体作用，采取多种形式，积极宣传党和国家民族方针政策，宣传本系统开展民族团结进步创建活动的好经验、好典型，宣传为民族团结进步事业做出突出贡献的各族干部群众。三是结合“热爱伟大祖国、建设美好家园”和“创先争优”等主题教育、民族团结教育月、纪念建党90周年等重大活动，以群众喜闻乐见的形式，集中进行民族政策和民族团结进步的宣传教育，着力推进民族团结教育进教室、进家庭。 2、组织开展民族团结进步宣传月活动。在每年民族团结进

14、步宣传月活动期间，认真制定活动方案，精心组织实施，以群众喜闻乐见的形式，集中进行民族政策和民族团结进步的宣传教育，强化全社会各民族大团结氛围，巩固和发展平等、团结、互助、和谐的社会主义民族关系。 3、组织开展创先争优活动。制定民族团结进步模范评选条件，泛开展争创民族团结进步模范单位和模范个人活动，培养一批为民族团结进步事业做出突出贡献的模范，充分发挥他们的示范带动作用，推进民族团结进步事业，促进水利事业跨越式发展。 4、开展结对帮扶活动。深入开展对口帮扶少数民族贫困户活动，抓好结对帮扶各项措施落实工作，组织全校师生开展与贫困群众“结对子”活动，动员广大党员干部与各民族贫困家庭结对子、认亲戚，面

15、对面开展党的民族政策、法律法规和民族团结进步宣传，为困难群众办实事、做好事、解难事。推动民族团结，维护社会和谐稳定。 四、实施步骤民族团结创建活动结合“创先争优”和“热爱伟大祖国、建设美好家园”活动，围绕庆祝建党90周年，以维护社会稳定、解决实际问题等为重点，分三个阶段进行。 第一阶段：宣传动员（6月11日7月15日）。 1学习相关文件。召开会议专题研究民族团结创建活动，听取创建活动的筹备情况。成立民族团结进步创建活动领导小组，党委中心组认真学习有关民族团结政策、法规，带头学习宣传党的民族政策。 2制定活动方案。按照民族团结进步创建活动的有关要求，结合本校实际制定民族团结进步创建活动实施方案。

16、 3进行动员部署。召开创建活动动员大会，进行动员部署。明确目标、分解任务、落实责任。 第二阶段：全面实施（7月16日9 月中旬）。 富有成效的教育活动1继续深入开展创先争优活动。细化活动方案，分解工作任务，坚持围绕中心工作创先争优，突出以现代文化为引领，把创先争优融入群众文化，形成爱国、感恩、开放、包容、创新、奋斗的精神，促进各民族和睦相处、和衷共济、和谐发展。 2围绕庆祝中国共产党成立90周年，开展丰富多彩活动。深入 开展党领导人民的奋斗史、创业史、改革开放史宣传教育，兴起回顾光辉历程、展示丰功伟绩、坚定跟党走中国特色社会主义道路的宣传教育热潮。开展文艺表演、板报展、座谈会、知识竞赛、送温暖

17、等活动，营造浓厚喜庆氛围。 3把民族团结创建活动与开展“热爱伟大祖国、建设美好家园”、“创建学习型党组织”等活动紧密结合起来，人人参与，个个争先，使创建活动真正发挥作用。把创建工作融入到日常工作、生活中，争做民族团结的模范，争做学习模范，争做工作模范。通过开展各种丰富多样，富有成效的教育活动，相互促进，共同提高。 4选树民族团结创建活动典型。积极开展选树民族团结先进集体和先进个人活动，树立民族团结集体和个人的先进典型，用身边典型的事迹教育激励干部职工，在全校营造争当民族团结先进集体和先进个人的浓厚氛围。 5认真开展公民道德建设月活动。认真开展公民道德建设月和公民道德建设日活动，加强公民道德教育
