2、1.1 为了提高公司劳务分包资源建设和整体水平，推进劳务资源集约化利用，保证项目施工组织和施工生产有序进行，特制订本办法。1.2 劳务招标坚持公开、公平、公正和诚实信用的原则，杜绝私招滥雇和利用职务之便私定劳务队伍的行为。1.3 公司成立劳务招标管理中心（简称招标中心），建立招标平台，设置开标中心，序列分公司和直属项目部所有劳务招标必须通过公司招标平台和在指定的开标中心进行，各项招议标都应通过劳务招标中心监管和备案审核后实施。1.4 劳务招标实行邀请招标和议标两种方式，由公司劳务分公司、项目所属的分公司和项目部共同推荐劳务队伍，招标小组进行审核后向审核合格的劳务队发出招标邀请书。其中分公司（及

3、项目部）和公司劳务分公司推荐的有效劳务队伍均不得少于两家。1.5 所有参与公司劳务招标的分包队伍必须是加入公司劳务资源库（由公司劳务分公司构建）中合格的劳务分包队伍。2 劳务招标机构及职责公司劳务招标管理中心主任由公司主管生产的副总经理担任，日常工作由公司工程部负责，成员由公司工程部、劳务分公司、监审部相关人员组成。公司劳务招标中心主要职责是：制定和修订公司劳务分包招标管理的有关制度；指导和监督公司（分公司）劳务招标小组规范运作；负责各级劳务招（议）标工作的审定；定期对各单位劳务招标工作情况进行检查；定期发布劳务招投标信息以及对违反规定的行为进行处罚等。公司劳务招标管理中心下设两级招标实施小组

28、长由分公司经理或生产副经理担任，成员由公司劳务招标管理中心指定人员、分公司相关科室人员、项目经理及项目相关人员组成。分公司劳务招标小组的主要职责是负责组织分公司级的劳务招标议标工作。3 劳务招标组织原则3.1 公司所属的序列分公司和直属项目部所承接的新建、扩建和改建等施工项目劳务分包，均应依照本办法实行劳务招、议标。3.2 劳务招标分为公司级招标、分公司级招标、分公司议标三种形式，具体划分按照3.3 、 3,4 、 3.5 条执行。3.3 符合以下条件的劳务分包项目实施由公司招标小组通过公司招标平台组织公司级劳务招标：（ 1）劳务分包工作量（按照拟定劳务费用计算方式测定的劳务费总价）安装工程在

29、80 万元（含）以上、土建工程在500 万元（含）以上的劳务分包工程。（2）锅炉安装、汽轮机安装、滑模施工等专业性强的劳务分包工程。3.4 符合以下条件的劳务分包项目由分公司招标小组通过公司招标平台组织分公司级劳务招标：（ 1）劳务分包工作量（按照拟定劳务费用计算方式测定的劳务费总价） 安装工程在80 万元以下及10 万元 （含） 以上、 土建工程在500万元以下及50 万元（含）以上的劳务分包工程。3.5 符合以下条件的劳务分包项目由分公司招标小组实施分公司议标：（ 1）劳务分包工作量（按照拟定劳务费用计算方式测定的劳务费总价）安装工程在10 万元以下、土建工程在50 万元以下的零星劳务分包

48、成无法实施劳务招投标的。3.6 项目所在地建设管理部门在劳务招投标上有特殊规定的，经公司领导批准后按照地方规定执行。3.7 招标采用邀请招标的方式进行，由工程所属项目部、分公司和公司劳务分公司共同推荐劳务队伍（推荐的劳务队伍必须为公司劳务资源库中合格的劳务队伍），填写劳务队伍推荐表（附件 3） ，经负责该次招标工作的招标小组预审后填写劳务队伍投标资格审查表（附件4），作为邀请对象参与招标。3.8 参加投标的队伍原则上不少于4家。3.9 所有经招标或议标选定的劳务队伍均需报公司招标中心认可后方可使用。3.10 项目主要管理人员的直系亲属作为负责人的劳务队伍不得参与本项目投标。与投标队伍有利害关系

49、的人员在招标过程中须回避。4 劳务招标实施流程及要求4.1 项目前期策划阶段，项目部根据项目的实际情况，填写项目部劳务需求计划表（附件 1） ，经分公司审核并签署意见，至少在劳务分包具备进场条件30 天前报送公司劳务招标管理中心，审定劳务选择方式后反馈分公司及项目部，同时由公司劳务招标管理中心组织公司、分公司劳务招标小组根据审定意见开始实施招标准备工作。4.2 劳务分包具备进场条件20天（特殊情况不少于10天）前，项目部将详细的劳务资源申请表（附件 2） 和 劳务招标文件（附件 6）报公司或分公司劳务招标小组（具体根据公司劳务招标管理中心审定的招标方式报送），由对应的劳务招标小组组织实施招（议
