1、【中文摘要】随着电网规模的日益扩大，以及数字化电网乃至智能化电网建设的纵深发展，对于实现电网智能化调度及安全运行管理等，视频图像已成为必要的技术支撑和手段。在高度资源共享的前提下,于电网管理的各个层次（县级、地市级、区域电网或省级电网、国家级电网）建立视频监控中心，已成为非常现实的迫切需求。经过近几年的建设,各地市级供电公司在所辖变电站大都安装了视频监控系统且大部分供电公司也设置了视频监控中心，基本实现了对所辖变电站的远程视频监控功能。但是由于各个变电站使用的视频监控设备多来自不同的厂商，而各个厂商的视频技术相对独立，甚至同一厂商不同型号的设备都采用不同的编码格式和控制协议，因此出现了一个监控

2、中心有多套视频监控系统并存的情况，很难以实现有效的统一管理。如何这些不同厂商的视频监控系统整合起来，将不同厂商不同型号的设备的视频图像汇集到一个系统，已成为电网管理各个层次监控中心一体化管理面临的重要问题。本系统旨在寻求一种整合不同厂商视频监控系统的方法，在保持现有视频监控系统的基础之上，提出一种视频图像格式统一转换的模型，实现对所有视频图像的汇集统一和视频监控联动控制。本系统由编解码服务和WEB应用服务两大主要部分构成。编解码服务是通过对各个视频监控厂家的SDK进行解析,将从监控终端设备获取的视频图像进行解码和编码统一转换成JPEG格式传输；WEB应用服务提供视频图像发布和相关数据的存储，以

3、及传输中可能需要的组播转单播服务，最终实现各种视频技术汇集统一的系统平台。通过对所有变电站实时视频和图像信息的综合统一管理，为电网现代化安全运行管理的提供重要技术手段，同时也为电网应急指挥系统提供重要技术支撑。【英文摘要】Withtheexpandingscaleofpowergridandthedeeplyandfullydevelopmentindigitalpowergridconstructionandevenintelligentpowergridconstruction,videoimagehasbecomeanessentialtechnologicalsupportandapp
