Passage AThe Welsh Ianguage has always been the ultimate marker of Welsh identity, but a generation ago it looked as if Welsh would go the way of Manx, once widely spoken on the Isle of Man but now extinet. 19、egislative powers from Westmi nster, impleme nted by Tony Blair, was desig ned to give the other members of the club - Scotla nd, Norther n Irela nd, and Wales - a bigger say and to coun ter cen trifugal forces that seemed to threate n the very idea of the union.The Welsh showed little en thusiasm f

20、or devoluti on. Whereas the Scots voted overwhel min gly for a parliame nt, the vote for a Welsh assembly scraped through by less tha n one perce nt on a turnout of less tha n 25 perce nt. With the explos

34、ion of wealth, that began in the 19th century it became possible to thi nk about a possibility no one had dared to dream before. The fear at the cen ter of daily liv ing since cavema n days - lack of food, warmth, shelter - would at last lose its power to terrify. That remarkable promise became real

35、ity in many ways. Gover nments created welfare systems for anyone in n eed and separate programs for the elderly (Social Security in the U. S.). Labour unions promised not only better pay for workers but also pensions for retirees. Gia nt corporati ons came into being and offered the possibility - i

36、n some cases the promise - of lifetime employme nt plus guara nteed pensions? The cumulative effect was a fun dame ntal change in how millions of people approached life itself, a reversal of attitude that most rank as one of the largest in human history. For millennia the average person's stance

37、 toward providing for himself had been. Ultimately I'm on my own. Now it became, ultimately ril be take n care of.The early hints that this promise might be broke n on a large scale came in the 1980 s. U. S. bus in ess had become un competitive globally and bega n restructuri ng massively, with

38、huge Layoffs. The trend accelerated in the 1990 s as the bastions of corporate welfare faced reality. IBM en ded its no-layoff policy. AT&T fired thousa nds, many of whom found such a thi ng simply in comprehe nsible, and a few of whom killed themselves. The other supposed guara ntors of our eco

39、no mic security were also in decli ne. Labour- union membership and power fell to their lowest levels in decades. Preside nt Cli nton sig ned a historic bill scali ng back welfare. America ns realized that Social Security won't provide social security for any of us.A less visible but equally sig

40、 nifica nt trend affected pensions. To make costs easier to con trol, compa nies moved away from defi ned ben efit pension pla ns, which obligate them to pay out specified amounts years in the future, to defined contribution plans, which specify only how much goes into the play today. The most com m

41、on type of defined-contribution plan is the 401(k). the significance of the 401(k) is that it puts most of the resp on sibility for a pers on's econo mic fate back on the employee. Within limits the employee must decide how much goes into the plan each year and how it gets invested - the two fac

42、tors that will determine how much it's worth when the employee retires.Which brings us back to Enron? Those billi ons of dollars in vaporized retireme nt sav ings went in employees' 401(k) acco un ts. That is, the employees chose how much money to put into those acco unts and the n chose how

43、 to in vest it. Enron matched a certa in proporti on of each employee's 401(k) con tributio n with compa ny stock, so every one was going to end up with some Enron in his or her portfolio; but that could be regarded as a freebie, since no thi ng compels a compa ny to match employee contributions

44、 at all. At least two special features complicate the Enron case. First, some shareholders charge top man ageme nt with illegally coveri ng up the compa ny's problems, prompti ng inv estors to hang on whe n they should have sold. Second, Enron's 401(k) acco unts were locked while the compa n

45、y cha nged pla n admi nistrators in October, when the stock was falling, so employees could not have closed their acco unts if they wan ted to.But by far the largest cause of this huma n tragedy is that thousa nds of employees were heavily overweighed in Enron stock. Many had placed 100% of their 40

46、1(k) assets in the stock rather than in the 18 other investment options they were offered. Of course that was n't prude nt, but it's what some of them did.The Enron employees' retireme nt disaster is part of the larger trend away from guara nteed econo mic security. That's why preve
