18、ing firecontrolfacilitie s,fire preventi on, report soffire原材料、辅助材料供应管理办法第一章 总 则第一条 为进一步加强公司原材料、辅助材料的供应管理，适应现代企业生产经营的需要和市场经济的要求，依据物资采购管理办法，结合公司实际，特制定本规定。第二条供应管理的范围：湖北东方化工有限公司所属部门和单位。第三条本规定所指原材料、辅助材料是指上述供应管理范围内日常生产经营除固定资产管理之外的生产资料，包括：原材料（含甲苯、硝酸、硫酸、液碱等） ，辅助材料（含备品、备件、仪器仪表、消防安全器材、劳保用品、办公用品等） 。第四条供应管理的原则

19、：优化流程、科学分权、务实高效、集中管理、降低成本。第五条成立供应管理工作领导小组：组长：总经理副组长：总会计师经营副总经理生产安全副总经理成员：企业管理部部长、财务管理部部长、精益生产部部长、物流中心部长、审计监察部部长、市场开发部部长领导小组下设办公室，其主要职责是负责原材料、辅助材料供应管理的日常工作。办公室设在市场开发部。第二章材料申请计划的编制和审批第六条 用料单位应根据生产、检修、 科研项目和办公的实际需要编制月份材料申请计划表，每月 8 日前 （ 节假日顺延） 报下月材料申请计划：1、用料单位在申报材料计划时，应加强计划的科学预见性，提高计划的准确性及合理性，一次性申报下月足够的

39、标注；第七条 用料单位对编制的材料申请计划负责，并报主管职能部门审批。主管职能部门的分工为：生产、检修材料、备品备件申请计划由生产部审批；科研项目材料申请计划由科技质量部审批；仪器仪表申请计划由理化仪表中心审批；消防安全器材、劳保用品申请计划由安全环保部审批；办公用品申请计划由公司办公室审批。第八条材料申请计划经审批后，报物流中心计划员统一汇总。第三章 采购计划的编制第十条物流中心计划员根据公司生产计划安排，结合库存情况，在充分满足生产、 检修需要的前提下，按照库存资金占用不超标准、不产生新的积压结合和原材料储备数量、所订立合同情况及市场价格状况进行综合平衡后，每月11日前制定下月物资采购计划

40、表；第十一条如公司生产进度发生变化或市场行情出现较大波动时，报公司主管领导审批后，可变更或追加物资采购计划；第十二条物流中心计划员根据集中经济采购的原则，综合平衡材料申请计划，编制的物质采购计划对材料型号、规格、数量(需标明现库存量)、技术标准等要求必须准确无误，特殊物资还需加以说明，防止造成材料积压或不必要的浪费。 物资采购计划表由物流中心领导审批后，于12 日前报市场开发部。第四章 执行和审批第十三条市场开发部收到物资采购计划后，在 2 个工作日内，按照年度招标结果，确定出招标采购物资的品种和价格，并编制招标物资采购表，报市场开发部领导和公司主管经营领导批准后，立即进行采购；第十四条未在招
