船舶航行、停泊值班制度

1、船舶航行、停泊值班制度RulesforDutyinNavigation&inPort一、航行值班制度RulesforDutyinNavigation总则GeneralRules船舶航行中，所有值班人员，必须严格遵守各项规章制度；以高度的责任感，认真、谨慎、果断地操作，确保安全航行。Duringnavigationallthecrewondutyshouldcomplywithalltherulestoensurethesafenavigationbyearnestprudentialanddecisiveoperation.值班人员不得闲谈、看阅书报和擅离岗位。Thecrewondutyisp

2、rohibitedtochatting,readingandmissingduty.下达的舵令和车钟口令及各项操作时要准确、清晰，受令者应清楚回令，立即执行，并汇报执行完成情况。Theordersforrudderandenginetelegraphmustbeannouncedaccuratelyandclearly.Theexecutorsmustrepeattheordersclearlyandexecutetheoperationpromptlyandreporttheoperationresult.如船长、轮机长分别在驾驶台或机舱，但未声明亲自接替指挥时，值班驾驶员、轮机员不应放弃其

5、.Ifthedutycrewfindsthatitisdifficulttocomplywithoritisnotconsistentwiththeactualcondition,theyshouldreportthefacttocaptainandwaitforcaptainsdecision.不得灌入、排出、移注淡水及压舱水。Thedutycrewshouldnotballastordeballastortransferfreshwaterand/orballastwater值班驾驶员、轮机员在遇到认为自己不能解决的困难时，应即报告船长或轮机长；船长或轮机长接到报告后立即奔赴现场。Thed

12、dsuspendthehanding/takingoverwhenmaneuveringforberthingorunberthing.机电设备发生故障，集中力量进行处理时；Engineorelectricequipmentfoundintroubleandbeingrepaired.船舶发生事故及进行各项应变时；Anaccidentoccurredandinemergencyarrangements经船长和轮机长指示暂缓交接者。Thecaptainandthechiefengineerordertosuspendthehanding/takingover航行值班驾驶员的职责Responsib

13、ilitiesofthedutyofficerinnavigation严格遵守有关避碰规则及当地港口的特殊规定。StrictlycomplywithInternationalregulationsforpreventingcollisionatseaandspecialstipulationoflocalports.不得中断了望,尤其在夜间、航区复杂视线不良时；如果驾驶员需要进入海图室查阅海图，要督促水手加强了望，同时要尽量缩短时间。Shouldnotinterruptaproperlook-outbysightandhearingespeciallyatnight,incomplexwate

17、yofcompasstopreventfailure.通过渔船密集区域，应认真观察渔船动态，判断是否锚泊或联合作业；并按章施放声号，谨慎避让。Whencrossingthedensefishingboatwaterarea,dutyofficershouldobserveandjudgefishingboatmooringorjointoperation.Meantimesoundsignalshouldbegivenandkeepclearprudently.注意气象变化，如遇雾或雨等造成能见度不良时，应严格执行雾航有关规定，迅速测定船位并报告船长。Regardingweather,when

20、tion接班前首先单独在海图室了解上一班的航行情况，了解本班航区的特点、有关航行通知、各种气象要素及船长的命令等。Beforetakingover,thetaking-overdutyofficershouldfindoutthenavigationconditionsofformershiftinchartroomandstudythecharacterofnavigationarea,relevantnavigationnotice,weatherfactorsandcaptainsorder.应在驾驶台适宜了望的位置进行交接，如需要在海图室共同核对项目时，应根据当时环境并督促水手加强了望

22、罗经)、罗经改正量和风流压差；内河航行时的地名、水流及航标等情况；Shipsposition,course(includingstandardcompass),compasserrorandangleofdrift.Whennavigatingininternalriver,theplacename,currentandnavigationmarketc.已过往船舶和前方在望船舶的动态；已发现或在望的陆标、灯标、浮标、漂浮物其他可疑情况。Thestateofpassedvesselandlookingoutforwardvessel.Discoveredandlookingoutsuspici

23、ousconditionsoflandmark,light,buoyandfloatingobjects.气象预报及实测数据，当气象恶劣时对水密装置和可移动物体的绑扎所采取的安全措；Weatherforecastandactualdata,Precautiontakenforwatertightinstallationandlashingformovableobjectsinheavyweather船舶航速，舵效及操舵装置的技术状况，和各种助航仪器的使用情况。Speed,efficiencyofrudderandconditionofsteeringrudderinstallation,Con

30、on操舵电、磁罗经的航向；ThecourseofGyro-compassandMagneticcompassforsteering舵效及操舵装置的技术状况；Ruddereffectandconditionofsteeringgear航行灯的开关及已显示的旗号、型号、灯号等的正常状况；On-offofnavigationlightandtheworkingconditionofflagsignal,typesignal,lightsignaletc.showed.了望周围海面情况；Lookoutthesurroundingseacondition根据值班驾驶员的布置，检查甲板的情况；Checkt

32、，执行轮机管理任务和轮机长的指示，督促值班机工遵守轮机有关规则及各项规程，做到安全航行。Dutyengineersareinchargeofmanagingtheircrewandexecutethemanagementofengineandchiefengineersinstructionandsupervisedutyoilertocomplylesw,irteghulraetiloenvsaanntdruoperationschemeoftheengineroomtoensuresafesailing.应服从值班驾驶员的指挥，注意车钟，及时准确执行驾驶台命令，如有困难，应立即回报驾驶台并

38、Iffindanydangerousfailurewhichcannotbeeliminated,dutyengineershouldreporttothechiefengineerassoonaspossibleandaskforthechiefengineertoattendtheengineroomandinstructdutyengineertosolvetheproblem.Meantime,reporttodutyofficer.如发现机、电、设备有重大故障，危及人身安全可发生严重工伤时，值班轮机员有权立即停车，并迅速报告值班驾驶员和轮机长。Ifseriousfailurefoun
