What is COC and Why COC? 什么是COC，为何需要COC？FSC/COC认证即产销监管链认证，是FSC认证的重要一种，是对木材贸易与加工企业从原材料采购、仓储、生产到销售等环节进行链状监管与确认，以确保木材来自于一个已经认证过的森林，也即来自一个优质管理及可持续开发的森林。木制品工业证书意味着独立的第三方为了保证森林产品是来自于一个已经认证的森林，并从认证的森林企业到最后点的最终产品销售确认完成产销监管链。当完成上述步骤后，用森林

8、6：环境影响森林经营应保护生物多样性及其相关的价值，如水资源、土壤以及独特的和脆弱的生态系统与景观的价值，并以此来保持森林的生态功能及其完整性。原则7：经营规划应当制定和执行与森林经营规模和强度相适应的森林经营规划，并随时进行修改。应清楚地阐述经营的长期目标以及实现这些目标的手段。原则8：监测与评估应按照森林经营的规模和强度进行监测，以评估森林状况、林产品产量、产销监管链、经营活动及其社会与环境影响。 原则9：维护高保护价值森林在高保护价值的森林中进行经营活动，应维护或加强这些森林的特征，并且始终要以预防的方法，来考虑关于高保护价值森林的各种决策。原则10：人工林应按照原则及标准19和原则10

9、及其标准来规划和经营人工林，人工林可以提供一系列的社会和经济效益，并有助于满足全世界对林产品的需求，同时它对天然林形成一种补充，减轻对天然林的压力，并促进天然林的恢复和保护。Issue : Feb 20077FSC PrinciplesFSC 森林管理评估委员会森林How to certify COC?如何认证COC？COC认证的主要方面是以确保由产品逆向追踪到森林这一机制上。森林认证过程和标准类似于其它工业部门的质量管理系统。有关COC公司的认证过程依据不同的特别任务采取不同的形式，但是一般包括以下几个步骤：步骤1，决定申请：根据FSC要求，木材加工和贸易公司决定获得它的业务认证并选择信任证

10、来实现认证。依据该公司的信息，认证方可以判断成功的期望值。步骤2, 签订合同：按照确定的第一判断，要求认证方和被认证方签订合同。签订期限为5年的合同。这是证书的有效时间。步骤3，评估：在公司所有者的安排下进行评估。评估的主要内容是：（1） 产品鉴定（2） 产品分离（认证的和非认证的原料）（3） 文本组成（包括笔记）（4） 培训和个人信息（5） FSC标识的正确使用确定公司的评估要点并且要遵守的措施需要讨论和报道。Issue : Feb 20077How to certify COC?如何认证COC？CO步骤4，认证报告：在评估的基础上，认证人员形成一份报告，主要包括推荐的证书或为克服不足需要努
