本方案定义：ForthepurposeofthisPlan:

动物尸体系指船上作为货物载运且在航行中死亡或被实施安乐死的任何动物的躯体。

Animalcarcassesmeansthebodiesofanyanimalsthatarecarriedonboardascargoandthatdieorareeuthanizedduringthevoyage.货物剩余系指本公约其他附那么未涵盖、且在装载或卸载后仍留在甲板上或货舱内的任何货物的剩余物，包括装载和卸载的多余货物或溢出物，无论其处于潮湿或枯燥条件下或是夹带在洗涤水中，但不包括进行清扫后在甲板上残留的货物灰尘或船舶外外表上的灰尘。

CargoresiduesmeanstheremnantsofanycargowhicharenotcoveredbyotherAnnexestothepresentConventionandwhichremainonthedeckorinholdsfollowingloadingorunloading,includingloadingandunloadingexcessorspillage,whetherinwetordryconditionorentrainedinwashwaterbutdoesnotincludecargodustremainingonthedeckaftersweepingordustontheexternalsurfacesoftheship.食用油系指用来或拟用来预制或烹饪食物的可食用的任何类型油或动物脂肪，但不包括用这些油预制的食物本身。

Cookingoilmeansanytypeofedibleoiloranimalfatusedorintendedtobeusedforthepreparationorcookingoffood,butdoesnotincludethefooditselfthatispreparedusingtheseoils.生活废弃物系指其他附那么未涵盖的在船上起居处所产生的所有类型废弃物。生活废弃物不包括灰水。

DomesticwastesmeansalltypesofwastesnotcoveredbyotherAnnexesthataregeneratedintheaccommodationspacesonboardtheship.Domesticwastesdoesnotincludegreywater.

在航途中系指船舶在海上包括偏离最短直线航道的航行。就实际航行目的而言，会造成海上大范围实际又符合情理的排放。

Enroutemeansthattheshipisunderwayatseaonacourseorcourses,includingdeviationfromtheshortestdirectroute,whichasfaraspracticablefornavigationalpurposes,willcauseanydischargetobespreadoverasgreatanareaoftheseaasisreasonableandpracticable.渔具系指可放置于水上或水中或海底拟用来捕捞或为后续的捕捞而控制或采收海洋或淡水有机物的任何物理装置或其组件或各种工具的组合。

Fishinggearmeansanyphysicaldeviceorpartthereoforcombinationofitemsthatmaybeplacedonorinthewateroronthesea-bedwiththeintendedpurposeofcapturing,orcontrollingforsubsequentcaptureorharvesting,marineorfreshwaterorganisms.固定或浮动平台系指位于海上从事海底矿物资源的勘探、开发或相关联的近海加工的固定或浮动结构。Fixedorfloatingplatformsmeansfixedorfloatingstructureslocatedatseawhichareengagedintheexploration,exploitationorassociatedoffshoreprocessingofsea-bedmineralresources.食品废弃物系指任何变质或未变质的食物，包括水果、蔬菜、乳制品、家禽、肉制品和船上产生的食物碎屑。

Foodwastesmeansanyspoiledorunspoiledfoodsubstancesandincludesfruits,vegetables,dairyproducts,poultry,meatproductsandfoodscrapsgeneratedaboardship.

垃圾系指产生于船舶正常营运期间并需要持续或定期处理的各种食品废弃物、生活废弃物和作业废弃物、所有塑料制品、货物剩余、食用油、渔具和动物尸体，但本公约其他附那么中所规定或列出的物质除外。垃圾不包括在航行期间进行捕鱼活动或水产养殖活动获得的鲜鱼及其各局部，该水产养殖活动涉及将鱼包括贝类运至养殖设施内放置，以及从该类设施内将收获的鱼包括贝类运至岸上供加工。

Garbagemeansallkindsoffoodwastes,domesticwastesandoperationalwastes,allplastics,cargoresidues,cookingoil,fishinggear,andanimalcarcassesgeneratedduringthenormaloperationoftheshipandliabletobedisposedofcontinuouslyorperiodicallyexceptthosesubstanceswhicharedefinedorlistedinotherAnnexestothepresentConvention.Garbagedoesnotincludefreshfishandpartsthereofgeneratedasaresultoffishingactivitiesundertakenduringthevoyage,orasaresultofaquacultureactivitieswhichinvolvethetransportoffishincludingshellfishforplacementintheaquaculturefacilityandthetransportofharvestedfishincludingshellfishfromsuchfacilitiestoshoreforprocessing.

燃烧炉灰渣系指用于燃烧垃圾的船上燃烧炉产生的灰和熔渣。Incineratorashesmeansashandclinkersresultingfromshipboardincineratorsusedfortheincinerationofgarbage.

Operationalwastesmeansallsolidwastes(includingslurries)notcoveredbyotherAnnexesthatarecollectedonboardduringnormalmaintenanceoroperationsofaship,orusedforcargostowageandhandling.Operationalwastesalsoincludecleaningagentsandadditivescontainedincargoholdandexternalwashwater.Operationalwastesdoesnotincludegreywater,bilgewater,orothersimilardischargesessentialtotheoperationofaship,takingintoaccounttheguidelinesdevelopedbytheOrganization.

塑料制品系指含一种或多种高分子聚合物作为关键成分的固体材料，其通过聚合形成〔成型〕或通过加热和/或加压形成成品。塑料的材料属性可为硬且脆，也可为软且有弹性。就本附那么而言，“一切塑料制品〞系指包含或由任何形式塑料制品所组成的所有垃圾，包括合成缆绳、合成渔网、塑料垃圾袋和塑料制品的燃烧炉灰渣。

Plasticmeansasolidmaterialwhichcontainsasanessentialingredientoneormorehighmolecularmasspolymersandwhichisformed(shaped)duringeithermanufactureofthepolymerorthefabricationintoafinishedproductbyheatand/orpressure.Plasticshavematerialpropertiesrangingfromhardandbrittletosoftandelastic.Forthepurposesofthisannex,"allplastics"meansallgarbagethatconsistsoforincludesplasticinanyform,includingsyntheticropes,syntheticfishingnets,plasticgarbagebagsandincineratorashesfromplasticproducts.

特殊区域系指这样的一个海域，在该海域中，由于其海洋学和生态学的情况以及其运输的特殊性质等公认的技术原因，要求采取特殊的强制方法以防止垃圾污染海洋。

就本附那么而言，特殊区域为地中海区域、波罗的海区域、黑海区域、红海区域、海湾区域、北海区域、南极区域和大加勒比海区域，其界限如下

ForthepurposesofthisAnnexthespecialareasaretheMediterraneanSeaarea,theBalticSeaarea,theBlackSeaarea,theRedSeaarea,theGulfsarea,theNorthSeaarea,theAntarcticareaandtheWiderCaribbeanRegion,whicharedefinedasfollows:

地中海区域系指地中海本身，包括其中的各个海湾和海区在内，与黑海以北纬41°为界，西至直布罗陀海峡，以西经5°36'为界。

TheMediterraneanSeaareameanstheMediterraneanSeaproperincludingthegulfsandseasthereinwiththeboundarybetweentheMediterraneanandtheBlackSeaconstitutedbythe41NparallelandboundedtothewestbytheStraitsofGibraltaratthemeridian5°36΄W.波罗的海区域系指波罗的海本身以及波的尼亚湾、芬兰湾和波罗的海入口，以斯卡格拉克海峡中斯卡晏角处的北纬57°44.8'为界。

TheBalticSeaareameanstheBalticSeaproperwiththeGulfofBothniaandtheGulfofFinlandandtheentrancetotheBalticSeaboundedbytheparalleloftheSkawintheSkagerrakat57°΄N.

黑海区域系指黑海本身，与地中海以北纬41°为界。

TheBlackSeaareameanstheBlackSeaproperwiththeboundarybetweentheMediterraneanandtheBlackSeaconstitutedbytheparallel41°N.

红海区域系指红海本身，包括苏伊士湾和亚喀巴湾，南以拉斯西尼〔北纬12°28.5'，东经43°19.6'〕和胡森穆拉得〔北纬12°40.4'，东经43°30.2'〕之间的恒向线为界。

TheRedSeaareameanstheRedSeaproperincludingtheGulfsofSuezandAqababoundedatthesouthbytherhumblinebetweenRassiAne(12°΄N,43°΄E)andHusnMurad(12°΄N,43°΄E).

海湾区域系指位于拉斯尔哈得(北纬22°30',东经59°48')和拉斯阿尔法斯特〔北纬25°04’，东经61°25'〕之间的恒向线西北的海域。

TheGulfsareameanstheseaarealocatednorth-westoftherhumblinebetweenRasalHadd(22°30΄N,59°48΄E)andRasalFasteh(25°04΄N,61°25΄E).

北海区域系指北海本身，包括以下界限之内的海区TheNorthSeaareameanstheNorthSeaproperincludingseasthereinwiththeboundarybetween:北纬62°以南和西经4°以东的北海海域；

theNorthSeasouthwardsoflatitude62ºNandeastwardsoflongitude4°W斯卡格拉克海峡，南至斯卡晏角以东北纬57°44.8'；和

theSkagerrak,thesouthernlimitofwhichisdeterminedeastoftheSkawbylatitude57°΄N;and英吉利海峡及其西经5°以东和北纬48°30'以北的入口处。theEnglishChannelanditsapproacheseastwardsoflongitude5°Wandnorthwardsoflatitude48°30΄N

南极区域系指南纬60°以南的海域。

TheAntarcticareameanstheseaareasouthoflatitude60°S.

大加勒比海区域系指墨西哥湾和加勒比海本身，包括其中的海湾和海区以及由以下边界组成的大西洋的一局部：在北纬30°自佛罗里达向东至西经77°30'，然后连一条恒向线至北纬20°与西经59°的交叉点，然后再连一条恒向线至北纬7°20'与西经50°的交叉点，然后再连一条恒向线沿西南方向至法属圭亚那的东部边界。

TheWiderCaribbeanRegionmeanstheGulfofMexicoandCaribbeanSeaproperincludingthebaysandseasthereinandthatportionoftheAtlanticOceanwithintheboundaryconstitutedbythe30°NparallelfromFloridaeastwardto77°30΄Wmeridian,thencearhumblinetotheintersectionof20°Nparalleland59°Wmeridian,thencearhumblinetotheintersectionof7°20'Nparalleland50°Wmeridian,thencearhumblinedrawnsouthwesterlytotheeasternboundaryofFrenchGuiana.

职责Responsibility船长Master负责垃圾管理方案在船上全面贯彻实施；ResponsiblefortheimplementationoftheGarbageManagementPlanshipboard.负责组织全体船员的培训和教育工作；Responsibleforarrangingthetrainingandeducationtotheship`screwonboard船舶发生垃圾污染事故时，负责组织船员进行应急处理并及时报告主管机关Responsibleforcommandingtheemergencyhandlingandreportingtotheadministrationconcernedontheincidentofgarbagepollution;大副ChiefOfficer负责组织垃圾管理人员实施垃圾管理方案ResponsiblefortheconcreteimplementationoftheGarbageManagementPlanonshipboard负责垃圾管理人员培训和训练工作；Responsibleforthetrainingandeducationthepersonnelmanaginggarbage;船舶发生垃圾污染事故时，负责现场指挥应急处理工作；Responsibleforthecommandingofemergencyhandlingontheincidentofgarbagepollution;负责联系垃圾接受处理事宜；Responsibleforarrangingthereceptionofgarbagedisposal;负责?垃圾记录簿?的记录和保管。ResponsibleforrecordingandkeepingoftheRecordBookforShipboard-GeneratedGarbage.值班驾驶员/轮机员Officer/Engineeronduty负责组织将各部门日常垃圾收集/分类及运送至指定的收集/贮存点。Responsibleforarrangingtocollect/separatethegarbagegeneratedduringroutingwork/livinganddelivertothedesignatedlocationofcollectionandstorage.效劳员Steward负责生活区日常垃圾收集/分类并运送至指定的收集/贮存点。Responsibleforcollecting/separatingthegarbagegeneratedinlivingareasanddelivertodesignatedhandling/storagelocations.水手长Boatswain负责保持垃圾收集/贮存点的卫生，保证不发生污染、腐烂、恶臭气味。Responsibleforkeepingthesanitaryofthehandling/storagelocationsagainstpollution,spoil,strongodorgenerated.负责组织/实施垃圾的倾倒工作Responsibleforarranging/implementingtodischargegarbagedisposed.全体船员AllCrewMember严格遵守?垃圾管理方案?的要求；FollowingtherequirementoftheGarbageManagementPlan;认真参加?垃圾管理方案?的培训和演习；AttendingthetrainingandexerciseoftheGarbageManagementPlan;船舶发生垃圾污染事故时，按照大副指令参加应急处理工作。ImplementingemergencyhandlingunderthecommandoftheChiefOfficerontheincidentofgarbagepollution.

垃圾管理原那么及措施PrincipalofGarbageManagement本船垃圾采取分类收集和贮存，按照不同要求加工和处理；Thegarbagegeneratedonthisshipboardwouldbecollectedandstoredafterseparationandprocessedandhandledfollowingtherequirementsconcerned本船垃圾在船舶离港前尽可能申请港方接受处理，尽量减少在海上的排放量；Thegarbageonthisshipboardwouldbedeliveredtotheportreceptionfacilitieswheneverpracticalforminimumtheamountofgarbagedischargingatsea.本船在海上排放处理垃圾时，严格遵守?73/78防污公约?附那么V规定及修正案规定：CompliancewiththerequirementsofAnnexVofMARPOL73/78andAmendmentstoAnnexVofMARPOL73/78whendischargegarbageatsea.进行垃圾处理工作时，按要求如实填写?垃圾记录簿?；FillingintheRecordBookforShipboard-generatedGarbageaspertherequirementswhenprocessing/handlinggarbageonshipboard.全体船员尽量少带容易产生垃圾的物品上船；Allcrewmembersareencouragedtominimizethetakingaboardofpotentialgarbageandon-boardgenerationofgarbage.尽量选用可重复使用的容器或储存物品，以便减少垃圾的产生量；Wheneverpracticablereusablepackagingandcontainerswouldbeselectedtodecreasetheamountofgarbagebeinggenerated.尽可能选用可重复使用的覆盖物、垫舱物料、支撑设备、衬板和包装材料的储藏系统和方法；Wheneverpracticedoptionsexist,considerstowagesystemsandmethodsthatreusecoverings,dunnage,andshoring,liningandpackingmaterials.在港内卸货、修船时，产生的垫舱物料、包装材料和修船垃圾，及时送往港口接收设施。Dunnage,liningandpackingmaterialsgeneratedinportduringcargodischargeandgarbagegeneratedduringshiprepairingwouldpreferablybedisposedoftotheportreceptionfacilitiesandnotretainedonboardfordischargeatsea.在接受船舶物料和伙食时，将包装材料(特别是塑料)尽量的返还给物料和伙食供给商。Packingmaterialforsupplyinguse(especiallyplastics)shouldbereturntotheship’ssupplierasfaraspossibleduringreceivingship’sstoreandprovision.

发生垃圾污染事故时的反响ReactionontheIncidentofGarbagepollution当发生垃圾污染事故时，应及时采取控制、回收等措施，减少污染；Controllingandrecoveringgarbagetominimizepollutionwithoutdelay.

垃圾贮存程序ProcedureofGarbageStorage本船在厨房、机舱、驾驶台，船员房间及生活区公共区域设置短期垃圾存储点，在垃圾站，厨房，办公室和病房根据不同的垃圾种类设置长期存储点；Galley，engineroom，bridge，cabinandsomeaccommodationpublicareahavebeendesignatedasshort-termstoragelocation,GarbageStation，Galley,ShipOfficeandHospitalhavebeendesignatedaslong-termstoragelocationfordifferentkindofgarbage;必须送往岸上处理的垃圾，应在长期贮存点贮存；Thegarbagemustbedisposedtotheportreceptionfacilitiesshouldbestoredatlong-termstorage.可从船上直接处置排放入海的垃圾可以存储在短期或长期贮存点贮存，也可以不贮存；Thegarbagewhichcanbedirectlydischargedatseamaybekeptintheshort-term，long-termstorageornostorage;在贮存点将垃圾分类装入罐、桶、箱、袋或其他容器内；Thegarbagewouldbecontainedincans,drums,boxes,bagsorothercontainerscategoricallyatstoragelocations;长期贮存的垃圾装入有严密、巩固盖子的罐、桶、箱、袋等容器内；Garbagelong-termstoredwouldbestoredincans,drums，boxes,bagsorothercontainerswhichshouldbetightlycovered.定期对长/短期垃圾贮存点进行消毒处理；Disinfection/sterilizingwouldbeappliedregularlyforshort/longtermgarbagestoragelocation;由水手长负责将垃圾的容器系固绑扎。

货物残留物〔包含在洗舱水或者不包含在洗舱水中〕：在航行中，距离最近陆地不少于12海里时可以将不能用通常的卸载方法回收的货物残留物排放入海，根据本组织制定的指南，这些货物剩余物不应包含任何被分类为对海洋环境有害的物质。

CargoResidue〔containedornotcontainedinwashingwater〕:whiletheshipisenrouteandnotlessthan12nauticalmilesfromthenearestland,dischargeofcargoresiduesthatcan’tberecoveredusingcommonlyavailablemethodsforunloadingintoseaispermitted.Thesecargoresiduesshallnotcontainanysubstancesclassifiedasharmfultothemarineenvironment,takingintoaccountguidelinesdevelopedbytheOrganization.

如果垃圾与其他被禁止排放或具有不同排放要求的物质混在一起或被其污染，那么应适用其中更为严格的要求。
