China’sVoluntaryOrganizations—VastEmergence(1)NationalandLocalOrganizations.TherearebothnationalvoluntaryorganizationsandlocalvoluntarygroupsinChina.TheChinaYouthVolunteersAssociationisthelargestnationalvoluntaryorganizationgroupinthecountry,andtheBeijingVolunteersAssociationisoneofthemostinfluentiallocalgroups.ChinaYouthVolunteersAssociationwasestablishedonDecember5,1994,withamissiontoprovidevoluntaryservicesandtopromotethespiritofvolunteerism.TheyinherittheChinesetraditionof“Dedication,Fraternity,Mutual-aidandProgress”;throughorganizingandinstructingyoungvolunteersworkinmanyplacesalloverChina.Volunteershelpraisethelevelofsocialwelfareservices,facilitatethecreationofagoodsocialethos,advancethequalityofgoodcharacteramongyoungpeople,andmakecontributionswhichhelptopromotethecoordination,developmentandprogressofbothChina’seconomyanditssociety.BeijingVolunteersAssociationwasestablishedonDecember5,1993,withamissiontoadvocateforawholesomesocialethos,structureasoundsocialsecuritysystem,facilitateoverallsocialprogress,andassistyoungpeopletodevelopinahealthymanner.Theirobjectivesaretoservevolunteers,expeditethedevelopmentofvolunteering,strengthenthefabricofthesocialistcommunityandformaharmonioussociety.Thisorganizationworkshardtopromotethespiritofvolunteerismandguidepeoplefromallwalksoflifetoparticipateinlarge-scalesocialevents,localcommunityandconstructions,publicprojects,rescueoperationsandeconomicdevelopment.Theyhaveorganizedaseriesofevents,suchas,“TheCapitalCollegeGraduatesSupportSocietyVoluntaryGroup”,“GotoPublicOrganizations”,“YouthandSmileMovement”,“BeijingersSpeakEnglish”,andothers.Theyhavealsosponsoredseveralactivitiestocareforthesocialvulnerablegroupsandtoprotecttheenvironment.(2)Collegevoluntarygroups.Collegestudentsearlyonbecamethepioneergroupsofyoungvolunteers.Sincethe1990softhepastcentury,collegestudents’voluntarygroupshavegrowntremendouslyandcollegesoneafteranotheralloverChinahaveestablishedtheirownvoluntarygroups.Moreandmorecollegestudentshavejoinedtheteamsprovidingvoluntaryservices,andtheyhavebecomeinfluentialforces.Thereareseveralimportantvoluntarygroupsamongthem,including:PekingUniversitySocietyofLovingHearts,TsinghuaUniversityRedbudVolunteersGeneralTeam,YoungVolunteersAssociationofRenminUniversityofChina,BeijingNormalUniversityWhitePigeonVolunteersAssociation,andNortheastNormalUniversityRedCandleVolunteerAssociation.(3)Communityvolunteergroups.SincetheOpeningandReformpolicywasimplementedinChina,communityvoluntaryservices(actuallytheyweretheearliestofthevoluntarygroups)havebeguntoemerge.ThefirstcommunityvoluntaryorganizationwasorganizedonMarch18,1989inthecityofTianjin.Sincethen,communityvoluntaryserviceshavebeingmultiplying.Atpresent,therearemorethan70,000nationalvoluntaryorganizations,andmorethen16,000,000communityvolunteersprovidetheirservices.ThesevolunteersareordinaryChinesepeoplefromalloverChinaandtheservicestheyprovidefigureinthedailylivesofordinarycitizens.Theyplayimportantrolesinseveralareassuchasmutualassistancebetweenneighbors,supportforthepoorandtheneedy,assistancetotheelderandthedisabled,andbeautificationsoftheurbanenvironment.OnMarch18,2005,theCommitteeofCommunityVolunteersofChinaSocialWorkAssociationwasestablished.ThisCommitteeguaranteeseffectiveorganizedoperationsforcommunityvolunteerism.Itplaysveryimportantroleintheadministrationofcommunityvolunteerresources,thestandardizationofcommunityvolunteerorganizations,andtheimprovedfunctioningofcommunityvoluntaryservices.TofurtheradvancethedevelopmentofcommunityvoluntaryservicesinChina,theCommitteeawardedBeijingSHIJINGSHANDistrictthehonorof“ModelDistrictof2005NationalCommunityVoluntaryService”.TheCommitteealsoawardedhonorsof“ModelStreetof2005NationalCommunityVoluntaryService”toJIUXIANQIAOStreet,CHAOYANGDistrict,CityofBeijing;WANGJIANGStreet,XIACHENGDistrict,CityofHangzhou;CHANGQINGStreet,XIACHENGDistrict,CityofHangzhou;HANZHENGStreetofWuhanCityandSHEKOUStreet,NANSHANDistrict,ShenzhenCity.Mr.HOUHaiqingfromQUANYECHANGStreet,HEPINGDistrict,TianjinCityandanotherninepersonswereawardedthehonorof“2005StarInadditiontotheabove-mentionedgroups,numerousvoluntaryorganizationsfrommanyareasworkactivelyinChina.Theycontinuetoprotecttheenvironment,spreadscienceandtechnology,andimproveeducation.雨后春笋——我国的志愿者组织（1）全国性和地方性志愿者组织。在我国，既有全国性的志愿者组织，也有地方性的志愿者组织。其中，中国青年志愿者协会是最大的全国性志愿组织，北京志愿者协会是最具有影响力的地方性志愿组织之一。中国青年志愿者协会成立于1994年12月5日，以提供志愿服务，弘扬志愿精神为宗旨，秉承“奉献、友爱、互助、进步”的志愿精神，通过组织和指导全国青年志愿服务活动，促进社会福利增长，推动社会良好风气建立，提高青年的整体素质，为经济社会的协调发展和全面进步作出贡献。近几年来，青年志愿者行动的服务领域不断扩大，主要开展了“一助一”北京志愿者协会成立于1993年12月5日。协会以倡导良好社会风气、健全社会保障体系、推动社会全面进步、促进青年健康成长为宗旨，以服务志愿者、加快志愿服务事业发展、加强社会主义精神文明建设、构建社会主义和谐社会为目标，大力宣传志愿服务精神，引导社会各界积极参与大型社会活动、社区建设、公益事业、抢险救灾和经济建设等活动，开展了“首都大学毕业生基层志愿服务团”、“到公益机构去”、“青春微笑行动”（2）高校志愿者组织。高等院校志愿者组织是青年志愿服务的先锋队
