backto21.
Reformers,however,fearraisingthedrinkingagewillhavelittleeffectunless
accompaniedbyeducationalprogrammestohelpyoungpeopletodevelop''responsible
attitudes"aboutdrinkingandteachthemtoresistpeerpressuretodrink.
Toughnewlawshaveledtoincreasedarrestsandtestsandinmanyareasalready,
toamarkeddeclineinfatalities.Somestatesarealsopenalizingbarsforserving
customerstoomanydrinks.AtaverninMassachusettswasfinedforservingsixor
moredoublebrandiestoacustomerwhowas"obviouslyintoxicated/"andlaterdrove
offtheroad,killinganine-year-oldboy.
Asthefatalitiescontinuetooccurdailyineverystate,someAmericansareeven
beginningtospeakwellofthe13yearsnationalprohibitionofalcoholthatbegan
in1919,whichPresidentHoovercalledthe"nobleexperiment”.Theyforgetthatlegal

ThementalhealthmovementintheUnitedStatesbeganwithaperiodofconsiderable
