第十三章环境风险评价及卫生防护距离论证13.1工程有害物质潜在的事故危险性分析13.1.1来源和种类(1)备煤车间本车间的要紧有害物质为煤料在贮运、粉碎过程中产生的煤尘,要紧产生于煤场、粉碎机室以及转运站、运煤胶带运输机等。(2)炼焦车间焦炉炉体排放的有害物质要紧有:烟尘、苯并芘、二氧化硫、氮氧化物、一氧化碳、硫化氢等。要紧来源于装煤以及推焦的操作过程、炉顶以及炉门的泄漏等。在焦炉装煤操作过程中,原料煤从装煤推焦机装入炭化室过程中,原料煤与酷热的炉墙接触后,立即产生大量荒煤气和烟尘,从装煤孔逸出。装煤孔盖、上升管盖等处因存在缝隙从而导致泄漏,造成炉顶有害物质的排放。炉门因存在缝隙或者密封不严造成烟尘泄漏。在推焦以及出焦操作中,由于焦炉侧门开启,出焦时产生的大量烟尘均从炉门以及焦炭中散放,排出大量有害物质。湿法熄焦时,酷热的焦炭送入熄焦塔后,由塔上部喷下的熄焦水熄灭红焦。从熄焦塔顶部出口排放出焦尘、氨以及硫化氢等危害物。焦炉烟囱排放的有害物质为煤气通过燃烧后产生的废气,要紧含有二氧化硫、氮氧化物以及烟尘等。(3)筛贮焦系统筛贮焦系统排放的有害物质要紧为焦尘,要紧产生于焦台、筛焦楼、贮焦槽、焦转运站以及运焦带式输送机等。(4)煤气净化车间煤气净化车间向大气排放的有害物质要紧来自化学反应和分离操作的尾气、系统和设备管道、贮槽放空、放散等,排放的危害物要紧有原料中的挥发性气体、燃烧废气等。13.1.2物化性质和危害程度1、粉尘直径在0.5~10μm之间的粉尘,对人体危害最大,它可直接进入人体,沉积于肺泡内,并有可能进入血液,扩散至全身。同时由于粉尘表面积大,能吸附多种有毒物质,且在空中滞留时刻较长,分布较广,危害也较为严峻。尤其是粉尘表面尚有催化作用以及附着的有害物之间的协同作用,由此而形成新的危害物,其毒性远胜于各个单体危害性的总和。由于其吸附的有害物不同,可诱发多种疾病。本工程生产中,备煤、炼焦以及贮焦工段为粉尘的要紧排放源,粉尘要紧是煤尘和焦尘。2、二氧化硫二氧化硫是无色、不燃、有恶臭并有辛辣味的窒息性气体,有毒、易液化(mp:-10℃),易溶于水(S=40),密度比空气大,比重1.434,要紧来源于燃料的燃烧。其对人体的危害,表现为对结膜和上呼吸道黏膜具有强烈刺激性,可引起喉部水肿,声带痉挛,甚至引起人员窒息,并可导致支气管炎、肺炎和呼吸麻痹。大气中的二氧化硫在阳光、水汽和飘尘的作用下,易形成三氧化硫而与水滴接触形成酸雾。它以气溶胶的形式附着于云雾和尘埃上,遇雨则形成酸雨。酸雾和酸雨除了对自然界有严峻危害外,对人体的阻碍远胜于二氧化硫,空气中酸雾达到0.8mg/m3时,人即有不适感受。3、一氧化碳一氧化碳,是无色、无味和无刺激性的气体,比重0.967,燃烧时呈浅蓝色火焰,要紧来源于燃料的不完全燃烧以及煤气系统的泄漏。由于它与血液中的血红蛋白的亲和力比氧大200~300倍,故人体吸入一氧化碳后,即与血红蛋白结合,形成碳氧血红蛋白(COHb),阻碍血液输氧,造成人体缺氧中毒。空气中浓度达到1.2mg/m3时,短时刻可导致人死亡。人体吸入一氧化碳可引起急性中毒和慢性损害。急性一氧化碳中毒可分为三级,轻度中毒、中度中毒和重度中毒。轻度中毒表现为头痛、头晕、耳鸣、眼花颞部压迫和搏动感,并可有恶心、呕吐、心悸和四肢无力等症状。轻度中毒患者经治疗,症状可迅速消逝;中度中毒除上述症状外,初期尚有多汗、烦躁、步态不稳和皮肤粘膜樱红,可出现意识模糊,甚至进入昏迷状态。中度中毒患者及时抢救,一般数日可恢复,无明显并发症;重度中毒除具有轻、中度中毒全部或部分症状外,患者可迅速进入昏迷状态。昏迷可持续十几小时,甚至几天,可出现阵发性和强直性痉挛。重度中毒一般伴有心肌损害、肺炎、肺水肿及水电解质混乱等严峻并发症,有时可迅速引起死亡。长期反复吸入一定量的一氧化碳可引起神经和心血管系统损害,常见的有神经衰弱综合征,以及心肌损害和动脉粥样硬化。4、氮氧化物通常以此来表示一氧化氮和二氧化氮的总和。一氧化氮为无色无臭的气体,比重1.0367,在空气中易氧化;二氧化氮为红棕色有毒的恶臭气体,与水反应生成硝酸和一氧化氮。要紧来源于燃料燃烧,对人的眼睛和呼吸器官具有强烈刺激性。从污染源排出的氮氧化物进入大气后,与其它污染物如一氧化碳、碳氢化合物等混合,在阳光、紫外线的作用下,通过一系列的化学反应,最终形成一种浅蓝色的烟雾,即所谓的“光化学烟雾”,可使晴天烟雾布满,严峻阻碍人体健康。5、硫化氢硫化氢为无色气体。具有臭蛋气味。比重1.19,熔点-82.9℃,沸点-61.8℃。易溶于水,亦溶于醇类、石油溶剂和原油中。可燃上限为45.5%,下限为4.3%。燃点292℃。硫化氢是一种神经毒剂,亦为窒息性和刺激性气体。其毒作用的要紧靶器是中枢神经系统和呼吸系统,亦可伴有心脏等多器官损害,对毒作用最敏感的组织是脑和粘膜接触部位。工程要紧来源于煤气系统,另外农村咸菜腌渍、开挖和整治沼泽地、沟渠、水井、下水道、潜涵、隧道和清除垃圾、污物、粪便等作业也常伴有硫化氢存在。由于硫化氢可溶于水及油中,有时可随水或油流至远离发生源处,而引起意外中毒事故。6、氨(NH3)氨为有强烈刺激性气味的无色气体,氨气与空气混合时具爆炸性,爆炸极限为15.5~27%。氨对人的眼睛、呼吸道及皮肤有严峻的刺激和腐蚀作用,高浓度时可危及中枢神经系统,还可通三叉神经末梢的反射作用而引起心脏停博和呼吸停止。人对氨的嗅觉阈为0.5~1mg/m3,浓度50mg/m3以上鼻咽部有刺激感和眼部灼痛感,500mg/m3以上短时内即出现强烈刺激症状,1500mg/m3以上可危及生命,3500mg/m3以上可即时死亡。7、苯并芘苯并芘通常以B[a]P来表示,熔点179℃,沸点310~320℃,黄色结晶。能溶于苯,不溶于水。是含碳燃料以及有机物在一定温度条件下,通过热解、环化、聚合作用生成的一种稠环芳烃,具有致癌性,其埋伏期能够长达10~15年,此滞后现象易淡化病情而导致严峻后果。它一般附着于小颗粒粉尘之上,污染大气;也能够渗入地下污染地下水以及土壤,但也能够通过生物降解作用和其他因素而降低其浓度。8、苯苯在常温下为无色液体,有专门的芳香气味,易挥发,易燃。密度0.88g/cm3,熔点5.5℃,沸点80.1℃,难溶于水,易溶于醇、醚、丙酮、冰醋酸等溶剂。苯蒸气比空气重2.7倍。与空气易形成爆炸性混合物,爆炸极限1.5%~8.0%(体积)。其污染环境要紧来源于煤的燃烧和各种化学工业生产过程。苯对人的神经和心血管系统有明显的毒性,对造血机能有抑制作用,如白血球减少、贫血等。苯的急性中毒要紧发生于清洗贮苯设备或大量使用苯时而且防护不周所致。急性中毒可产生麻醉作用,轻者类似酒醉、嗜睡、头昏等,中度中毒出现恶心、呕吐、昏迷,剧烈的急性中毒可专门快失去知觉,处于昏迷状态。停止呼吸而死亡。据国外报道。苯蒸气质量浓度达25000mg/m3时。接触30分钟就有生命危险。长期接触液态苯,可对皮肤产生刺激作用,轻者干燥、发红、疤症,重者可出现湿疹样皮疹或脱脂性皮炎。9、硫酸属Ⅲ级危害物。对皮肤、粘膜等组织有强烈的刺激作用。高浓度的硫酸可引起喉痉挛和声门水肿而死亡,慢性阻碍有牙齿酸触症、慢性支气管炎、肺水肿和肝硬化。10、烧碱属Ⅳ级危害物,碱性腐蚀品,有强烈的刺激性和腐蚀性。粉尘或烟雾刺激眼和呼吸道,皮肤和眼直接接触引起灼伤。11、硫磺硫磺在肠内部分转化为硫化氢而被汲取,可引起眼结膜炎、皮肤湿疹,对皮肤有刺激性。12、氰化氢氰化氢为无色气体,伴有轻微的苦杏仁气味。比重0.69。熔点-14℃。沸点26℃。闪点-17.8℃。蒸气密度0.94。蒸气压101.31kPa(760mmHg25.8℃)。蒸气与空气混合物爆炸限6~41%。易溶于水、乙醇;微溶于乙醚。水溶液呈弱酸性。氰离子与氧化型细胞色素氧化酶中的三价铁结合,阻断了氧化过程中三价铁的电子传递,使组织细胞不能利用氧,形成内窒息。皮肤汲取蒸气6760mg/m3,50分钟,无症状;1230mg/m3浓度下发生汲取。嗅觉阈为0.22~5.71mg/m3。20~40mg/m3下,几小时后出现轻度症状,如头痛、恶心、呕吐、心悸等。13、萘萘,是一种白色鳞片状晶体,具有专门的煤焦油样气味。易挥发,并升华。爆炸极限0.9~5.9%。难溶于水,溶于乙醇、乙醚等有机溶剂。萘属系原发刺激物,进入人体后可引起急性中毒和慢性损害。急性中毒表现为吸入高浓度萘蒸气,可引起眼和呼吸道刺激,头痛、恶心、呕吐、多汗、食欲减退、腰痛、尿频等症状,严峻者可引起血管内溶血。慢性损害表现为反复接触萘蒸气,可产生乏力、头痛、恶心、呕吐,血色素偏低、红细胞出现多染色性及嗜碱性颗粒等。此外还可引起角膜溃疡、晶体浑浊、视神经炎和视网膜脉络膜炎等眼部病变。皮肤接触萘后可引起皮炎和湿疹样表现。13.2污染操纵措施分析依照工程分析,生产装置设计密闭的排液及排气系统,防止有毒有害介质的外泄。冷鼓工段各贮槽的放散气体集中接至压力平衡系统返回吸煤气管道,苯类贮槽设呼吸阀,操纵污染事故的发生,具体操纵措施如下:(1)对设备、管道、法兰的密封性经常进行检查,防止跑、冒、滴、露现象的发生。(2)炼焦炉水封式上升管盖和桥管阀体,冷鼓电捕鼓风机、电捕焦油器均设置有水封槽,脱硫塔设置有水封槽,气柜的进出口分不设置水封,减少煤气逸散。(3)集气管设荒煤气点火放散装置,在事故状态下荒煤气燃烧后排空。(4)在煤焦皮带输送机机头、机尾,各转运站采纳封闭形式,减少扬尘。在备煤工段的破裂机及皮带机头落料处,硫铵沸腾干燥器及硫铵贮斗上方,锅炉烟囱等处设置除尘设备,操纵粉尘排放。精煤堆场设洒水抑尘措施,操纵粉尘飞扬。(5)焦炉装煤出焦采纳二合一消烟除尘车,差不多实现无烟装煤和出焦,采纳水封式上升管、桥管阀体、敲打式刀边新型炉门等设备减少炉体的逸散。设计中预留出地面除尘站的位置,以备今后建设地面除尘站,用以进行装煤、推焦除尘。(6)熄焦塔顶设置折流板捕尘装置和喷洒洗涤装置。(7)在要紧生产操作场建设隔离的操作室、仪表室。(8)在焦炉炉顶、地下室、冷鼓鼓风机室、冷凝泵房、制冷站、脱硫泵房、硫铵结晶槽及离心机室、洗脱苯泵房等尘毒物质易富集的部位按标准、规范设置适宜的通风设施,降低尘毒物质的浓度。(9)气柜的进出口分不设置水封,并设高低位容积报警和高高位容积联锁。气柜属甲类生产装置,单独成区布置,四周设环形消防通道。与周围其它建筑物的间距满足建筑设计防火规范的要求。气柜设置进出口水封,水封高度能满足要求,防止煤气的泄漏。气柜设置有高低位容积报警系统。(10)工程中的油品、初苯由铁路运出,其它药剂如硫酸、烧碱等均由专用容器由汽车运进,由专用贮槽贮存。13.3风险事故统计分析本工程在生产过程中使用的原料、燃料及贮存、输送生产的产品均属易燃、易爆类,具有一定的火灾危险,尤其是气柜以及与气柜连接的化产煤气管线系统。本项目设计厂内的消防管网呈环状布置,全厂消防用水量为144m3/h,消火栓间距不大于120m,爱护半径不小于150m。为保证生产安全和人身安全,防止重大破坏事故的发生,设置了可燃感温、感烟探测器及报警装置,用于检测空气中可能泄露的焦炉煤气气体,并将气体探测系统信号统一接入DCS系统。工程消防及防火措施比较完善,形成独立的消防及防火体系,实现了“预防为主,防消结合”的方针,可杜绝大的火灾发生,并差不多幸免一般火灾与爆炸事故的发生。从污染操纵措施中能够看出,水封、阀门、法兰均会因密封失效或其它故障造成有毒有害气体的泄露。依照国内外化工企业特大事故缘故统计分析,类似事故的发生缘故要紧有阀门、管线泄漏,泵、设备故障,操作失误,雷击和自然灾难等,其中阀门、管线泄漏是事故频率最高,约35%。塔体泄漏、输送管道泄漏、阀门泄漏的事故率各为0.001/a,与之相关的污染物泄漏事故排放率为0.006/a。结合污染操纵措施的运行情况以及装置泄露所排废气的污染情况,以上污染操纵措施中以焦炉荒煤气的泄露事故污染最重,在水封出现故障时,荒煤气将外溢。为幸免损坏炉体及引起火灾,必须通过放散管放散荒煤气。发生事故时,集
