甲午战争中1894年11月21日，日侵略军侵入旅顺口，当晚即对手无寸铁的城中百姓进行疯狂屠杀，时间持续四天！旅顺城内尸堆成山，血流成河，被杀害民众近两万人，全城仅存36人！

屠杀过后，日军为掩人耳目，消除罪证，驱使我城郊农民同胞组成扛尸队，将死难者尸体集中火化，大火烧了十多天，骨灰被埋至白玉山东麓，成三座盔坟。

1896年11月，日军撤出旅顺后，清进驻在此树起“万忠墓”碑石并建起亭殿以示祭奠。1963年被列为省级文物保护单位，1997年又被中宣部命名为全国百家爱国主义教育示范基地之一。
