UE向gNodeB发送Msg1,发起基于竞争的RA。gNodeB向UE发送Msg2,发送RA响应。UE向gNodeB发送RRCSetupRequest消息(在初始的RA中,Msg3传输的是RRCSetupRequest消息),RRCSetupRequest消息携带RRC建立原因和UE标识,请求建立RRC连接。其中;RRC连接建立原因由上层设定。UE标识可以是S-TMSI或随机数。如果上层提供了S-TMSI,则携带S-TMSI信息给gNodeB。如果没有S-TMSI信息,则生成一个0~239-1之间的随机数给gNodeB。gNodeB为UE建立上下文。当gNodeB在gNBConnStateTimer.UuMessageWaitingTimer时间窗内,收到同一个UE的多次RRCSetupRequest消息,则gNodeB只处理近一次的RRC连接建立
