1Generalprovisions
Thisstandardispreparedwithaviewtoimplementtheconceptofgreendevelopment,promotethehigh-qualitydevelopment,saveresources,protecttheenvironment,reducecarbonemissionsfromconstruction,promoteharmonybetweenmanandnature,improvethelivingenvironmentincountriesalongtheSilkRoadEconomicBeltandthe21st-CenturyMaritimeSilkRoad,andsupportthepromotionofgreenbuildingsinthosecountries
ThisstandardisapplicabletotheassessmentonthegreenperformanceofcivilbuildingsincountriesalongtheSilkRoadEconomicBeltandthe21st-CenturyMaritimeSilkRoad.
Theassessmentofgreenbuildingshallfollowtheprincipleofadaptingtolocalconditions,inconsiderationoftheclimate,environment,resources,economy,culture,etc.ofthecountryorregionwherethebuildingsarelocated,andthenmakeacomprehensiveassessmentofthebuildingsintermsofsafetyanddurability,healthandcomfort,occupantconvenience,resourcessavingandenvironmentlivabilityduringthewholelifecycleofthebuildings.
Greenbuildingshallbecombinedwithlandformsforsitedesignandbuildinglayout,andbuildinglayoutshallbeadaptedtotheclimaticconditionsandgeographicalenvironmentofthesite;meanwhile,thewind,light,thermalandacousticenvironmentsofthesiteshallbeconsideredandused.
Inadditiontotherequirementsstipulatedinthisstandard,theassessmentofgreenbuildingshallcomplywiththosestipulatedinthecurrentrelevantlocalstandards.
2Terms
GreenBuilding
Thehigh-qualitybuildingthatisabletosavetheresources,protecttheenvironmentandreducepollutiontoprovidepeoplewithahealthy,applicableandefficientspaceandmaximallyrealizeharmoniouscoexistencewiththenatureduringitswholelifecycle.
GreenPerformance
Thecomprehensiveperformanceofbuildingintermsofsafetyanddurability,healthandcomfort,occupantconvenience,resourcesaving(landsaving,energysaving,watersavingandmaterialsaving)andenvironmentallivability.
WaterQualityRegularIndices
Thewaterqualityindexthatcanreflectthebasicconditionofdrinkingwaterquality
WeightedStandardizedLevelDifference
Thesinglenumberquantityoftheairbornesoundinsulationperformancebetweentworoomsobtainedbyusingthereverberationtimeofthereceivingroomasamodifiedparameter.
ValueOfDaylightFactor
Theratioofilluminancedirectlyorindirectlyreceivedfromtheassumedandknowndistributeddiffuseskylightfromatapointontheindoorsworkingplanetothesimultaneousoutdoorilluminanceonahorizontalplanefromanunobstructedhemisphereofovercastsky.
LightingPowerDensity
Installationpowerperunitareaofgenerallighting(includingauxiliaryelectricaldevicessuchaslightsources,ballastsortransformers)inwattspersquaremeter(W/m2).
BioclimaticDesign
Architecturaldesignmethodthatconsistentwiththelocalnaturalenvironment,whichcanpromoteenvironmentalsustainabilityandbringpeoplepleasantandcomfort.
GreenBuildingMaterial
Thebuildingmaterialswiththecharacteristicsofenergy-saving,emissionreduction,safety,health,convenienceandrecyclability,whichcanreducetheconsumptionofresourcesandtheimpactontheecologicalenvironmentduringthewholelifecycle.
HeatIslandIntensity
Acharacterizationparameteroftheurbanheatislandeffect,bywhichthedifferencesoftheairtemperaturebetweenoneurbanareaandthesuburbareaisexpressedbythetemperaturedifferencebetweenthetypicalmeasuringpoints.
3BasicRequirements
3.1GeneralRequirements
Assessmentofgreenbuildingshalltakeasinglebuildingoragroupofbuildingsastheassessedobject;theassessmentindexesinvolvingsystemicandholisticcharacteristicsshallbebasedontheoverallprojecttowhichthebuildingbelongs.
Theassessmentofgreenbuildingincludestwoparts:Pre-assessmentshallbeconductedafterthecompletionoftheconstructiondrawingdesign;assessmentshallbeconductedafterconstruction.
Theapplicantforgreenbuildingassessmentshallconductthetechnicalandeconomicanalysisonthebuildingsduringthewholelifecycle,selectappropriatetechnologies,equipmentandmaterials,controlthewholeprocessoftheplanning,design,constructionandoperation,andsubmitcorrespondinganalysisandtestreportsaswellasrelateddocuments.Theapplicantshallalsoberesponsiblefortheauthenticityandintegrityofthesubmittedassessmentmaterials.
Theassessmentorganizationshallverifytheanalysis,testreportsandrelateddocumentssubmittedbytheapplicant,issueanassessmentreportandspecifythegrade.
Buildingsapplyingforgreenfinancialservicesshallbecalculatedandexplainedintermsofenergysavingmeasures,watersavingmeasures,buildingenergyconsumptionandcarbonemissions,andshallformaspecialreport
3.2AssessmentandRating
Theassessmentindexsystemofgreenbuildingshallconsistoffivecategoriesofindexessafetyanddurability,healthandcomfort,occupantconvenience,resourcessavingandenvironmentlivability.Eachcategoryofindexesincludesprerequisiteitemsandscoringitems.Theassessmentindexsystemisalsouniformlyprovidedwithbonusitems.
Theassessmentresultoftheprerequisiteitemsshallbe"pass"or"fail";theassessmentresultofthescoringitemsandthebonusitemsshallbescore
Asforamultifunctionalandcomprehensiveindividualbuilding,theapplicableareasshallbeassessedinaccordancewithalltheprovisionsspecifiedinthisstandardonebyonetodeterminethescoreofeachprovision.
ThescoresofgreenbuildingassessmentshallbeinaccordancewiththerequirementsspecifiedinTable3.2.4

Q0——thebasicscoreoftheprerequisiteitems,whichisscored400pointswhenalltheprerequisiteitemsarepassed;
Q1~Q5——thescoresofthescoringitemsoffivecategories(safetyanddurability,healthandcomfort,occupantconvenience,resourcessavingandenvironmentlivability);
QA——thescoreofbonusitemsforopennessandinnovation.
Greenbuildingsshallbedividedintofourgrades:basic,one-star,two-starandthree-star.
Whentherequirementsofallprerequisiteitemsaremet,thegreenbuildinggradeshallbethebasicgrade.
Thestargradeofgreenbuildingshallberatedaccordingtothefollowingrequirements:
1Greenbuildingsofone-star,two-starandthree-starshallmeettherequirementsofallprerequisiteitemsinthisstandardandthescoreforscoringitemsofeachcategoryofindexshallnotbelessthan30%ofitsfullscore;
2Whenthetotalscorereaches60points,70points,85pointsrespectively,thegreenbuildingsareratedasthegradeofone-star,two-starandthree-starrespectively
4SafetyandDurability
4.1PrerequisiteItems
Siteswithgeologicalriskssuchaslandslidesandmudslidesshallbeavoided.Flood-proneareasshallbeprovidedwithflood-proofinfrastructure,termitepreventionandcontrolshallbedoneinareasvulnerabletotermiteinfestation;thesitesshallbefreefromthethreatsofdangerouschemicals,inflammableandexplosivesourcesaswellasthehazardsofelectromagneticradiationandradon-containingsoil.
Thebuildingstructureshallmeettherequirementsforbearingcapacityandbuildingfunction.Buildingenvelopessuchastheexteriorwall,roofing.doorsandwindows,curtainwallsandexteriorinsulationofthebuildingshallmeettherequirementsofsafety,durabilityandprotection.
Theexteriordoorsandwindowsofthebuildingmustbeinstalledfirmly,anditswindloadresistanceperformanceandwatertightnessperformanceshallmeetthefunctionalrequirementsofthebuilding,andadapttothelocalenvironment.
Thefloorofthebathroomandtoiletshallbeprovidedwithawaterprooflayerandtheirwallsandceilingsshallbeprovidedwithamoistureprooflayer.
Passagespacessuchascorridorsandevacuationpassagesshallmeettherequirementsofemergencyevacuationandemergencyrescue,andshallbekeptunblocked.
Thewarningandguidancesignagesystemforsafetyprotectionshallbeinstalledinthebuilding.
4.2ScoringItems
ⅠSafety
Theadoptionofperformance-basedseismicdesignandtherationalimprovementoftheseismicperformanceofthebuildingaretotallyscored10points.
Takeprotectivemeasurestoensurepeople'ssafety,whichisrespectivelyscoredandaccumulatedaccordingtothefollowingcriteria,totally12points:
1Takemeasurestoimprovetheprotectionlevelofbalcony,exteriorwindow,windowsill,balustrade,etc.,whichisscored4points;
2Buildingentrancesandexitsareprovidedprotectivemeasuresforaccidentalfalloutofexternalwalldecorationsaswellastheglazingofdoorsandwindows,andtheprotectivemeasuresarecombinedwithsunshade,windorrainprotectionfacilitiesintheareaopentopeople,whichisscored4points;
3Usethesiteorlandscapetoformabufferzoneandisolationzonethatcanreducetheriskoffallingobjects,whichisscored4points.
Useproductsoraccessorieswithsafetyprotection,whichisrespectivelyscoredandaccumulatedaccordingtothefollowingcriteria,totally10points:
1Useglasseswithsafetyprotectionfunction,whichisscored5points;
2Usedoorsandwindowswithanti-pinchfunction,whichisscored5points.
Takeanti-slipmeasuresforindoorandoutdoorfloorsorroadsurfaces,whichisrespectivelyscoredandaccumulatedaccordingtothefollowingcriteria,totally9points:
1Takeanti-slipmeasuresforbuildingentrancesandexits,platforms,publiccorridors,elevatorhalls,kitchens,bathrooms,toilets,etc.,theanti-skidlevelshallnotbelowerthanBdandBwinTable4.2.4-1and4.2.4-2,whichisscored3points;
2Asforanti-slipgroundforindoorandoutdooractivities,theanti-sliplevelreachesAdandAwlevelinTable4.2.4-1and4.2.4-2,whichisscored3points;
3Theanti-sliplevelofconstructionrampsandstairstepsreachesAdandAwinTable4.2.4-1and4.2.4-2,orisonelevelhigherthanthelevelground,andanti-slipconstructiontechnologymeasuressuchastheuseofanti-slipbars,whichisscored3points.

2Thebuildingstructureisseparatedfromtheconstructionequipmentpipeline,whichisscored5points;
3Adoptlayoutorcontrolmethodsofequipmentfacilitiesthatarecompatiblewithbuildingfunctionsandspatialchanges,whichisscored5points.
Takemeasurestoimprovethedurabilityofbuildingparts,whichisrespectivelyscoredandaccumulatedaccordingtothefollowingcriteria,totally10points:
1Adoptpipes,pipelinesandfittingswithgoodcorrosionresistance,anti-aginganddurability,whichisscored5points;
2Themovablepartsareselectedfromlong-lifeproducts,andthesamelifespanofthepartscombinationisconsidered;whenthepartsofdifferentservicelifeareconnected,thestructureeasytobeseparatelyreplacedandupdatedisadopted,whichisscored5points.
Improvethedurabilityofbuildingstructurematerials,whichisscoredaccordingtothefollowingcriteria,totally10points:
1Designfor100-yeardurability,whichisscored10points.
2Adoptbuildingstructurematerialswithgooddurabilitythatmeetoneofthefollowingconditions,whichisscored10points:
1)Forconcretemembers,increasethethicknessoftheprotectivelayeroftherebarorusehigh-durabilityconcrete;
2)Forsteelmembers,adoptweather-resistantstructuralsteelorweather-resistantanticorrosivecoatings;
3)Forwoodmembers,useanti-corrosivewood,durablewoodordurablewoodproducts.
Rationallyusedurableandeasy-to-maintaindecorativebuildingmaterials,whichisrespectivelyscoredandaccumulatedaccordingtothefollowingcriteria,totally9points:
1Adoptdurableexteriorfinishmaterials,whichisscored3points;
2Adoptdurablewaterproofandsealingmaterials,whichisscored3points;
3Adoptdurableandeasy-to-maintaininteriordecorationmaterials,whichisscored3points.
5HealthandComfort
5.1PrerequisiteItems
Theconcentrationofpollutantssuchasformaldehyde,benzeneandtotalvolatileorganiccompoundsinindoorairshallmeettherequirementsoftherelevantlocalstandards.Smoke-freemanagementinthebuildingshallcomplywithlocalrequirements.
Measuresshallbetakentoavoidtheairandpollutantsinthekitchen,diningroom,printingandcopyingroom,bathroom,undergroundgarageandotherareasfromgoingintootherspaces;theexhaustbackflowofkitchenandbathroomshallbeprevented.
Thesettingofwatersupplyanddrainagesystemshallbeinaccordancewiththefollowingrequirements:
1Theconventionalindicatorsandlimitsofthequalityofdrinkingwatershallmeettherequirementsofrelevantlocalstandards;
2Theregularcleaninganddisinfectionplanforwaterstoragefacilitiessuchaswaterreservoirsandwatertanksshallbeformulatedandimplemented,andthedrinkingwaterstoragefacilitiesshallbecleanedanddisinfectedatleastonceeverysixmonths.
Reasonableplanningandarrangementofsiteandindooracousticenvironmentshallbecarriedout,whichshallbeinaccordancewiththefollowingrequirements:
1Thenoisesourceareasandnoisesensitiveareasintheprojectshallbereasonablyplannedandarranged.
2Thefunctionalareasinthebuildingshallberationallyplannedandarrangedaccordingtotheacousticenvironmentspace.
Thequantityandqualityofbuildinglightingshallmeettherequirementsoflocalstandards.
Measuresshallbetakentoensuretheindoorthermalenvironment.Forbuildingswithcentralheatingandairconditioningsystems,thedesignparametersoftheroomsuchastemperature,humidityandfreshairvolumeshallcomplywiththerelevantrequirementsofthelocalstandards.
Thethermalperformanceofthebuildingenvelopeshallmeetthefollowingrequirements:
1Undertheconditionofindoordesigntemperatureandhumidity,dewshallnotappearontheinnersurfaceofthenon-transparentbuildingenvelope;
2Condensationshallnotexistontheroofandtheinsideofexteriorwallsoftheheatingbuilding;
3Complywithrelevantlocalstandardstoavoidoverheatinginsummer.
Themainfunctionroomsshallbeequippedwithathermalenvironmentadjustmentdeviceindependentlycontrolledonsite.
5.2ScoringItems
ⅠIndoorAirQuality
Controltheconcentrationofmainairpollutantsintheroom,whichisrespectivelyscoredandaccumulatedaccordingtothefollowingcriteria,totally10points:
1Theconcentrationofmajorpollutantsis10%lowerthanthelimitstipulatedintherelevantlocalstandards,whichisscored3points;itis20%lowerthanthelimits,whichisscored6points;
2TheannualaverageconcentrationofPM2.5intheroomisnothigherthan15µg/m³,andtheannualaverageconcentrationofPM10intheroomisnothigherthan30µg/m³,whichisscored4points.
ThedesignminimumfreshairvolumeintheroomcomplieswiththecalculationresultofEq.(5.2.2),whichisscored5points.
