1.RequirementandSpecifications.Thefirstpartofsystemengineeringeffortresultsintheidentificationofuserrequirementsandthetranslationoftheseintotechnologicalspecificationforaproduct,process,orsystem.

Thegoalofthisphaseistheidentificationofclientandstakeholderneeds,activities,andobjectivesforthefunctionallyoperationalsystem.Thismeansthatinformationisanecessaryingredientandresultsinthemandatetoobtain,fromtheclientforasystemsengineeringeffort,asetofneedsandrequirementsfortheproduct,process,orsystemthatistoresultfromtheeffort.Thisinformationrequirementservesastheinputtotherestofthesystemsengineeringprocess.

Thisphaseresultsintheidentificationanddescriptionofpreliminaryconceptualdesignconsiderationsforthenextphase.Itisnecessarytotranslateoperationaldeploymentneedsintorequirementsspecificationssothattheseneedsmaybeaddressedbythesystemdesignanddevelopmentefforts.

2. PreliminaryConceptualDesignandSystemArchitecting.Theprimarygoalofthisphaseistodevelopseveralconceptsthatmightworkthatareresponsivetothespecificationsidentifiedinthepreviousphaseofthelifecycle.

Apreliminaryconceptualdesign,onethatisresponsivetouserrequirementsforthesystemandassociatedtechnicalspecifications,shouldbeobtained.
