我今日站在这里，满怀开创盼望新时代的决心与向往，正式就任大韩民国第十八任总统。

感谢各位国民给予我如此重大的历史使命，感谢出席就职仪式的李明博总统、各位前任总统，以及世界各国的恭贺使节和海内外来宾们。

作为大韩民国的总统，我将顺应民意，实现我国经济复兴、国民幸福、文化昌盛的宏大幻想，为建设一个国富民安的大韩民国而不懈努力。

敬重的各位国民!今日的大韩民国是各位用鲜血与汗水孕育而成的。各位以顽强的意志与魄力完成了我国工业与民主化建设，实现了宏大的历史变革。“汉江奇迹”的消失正是由于有你们，那些在德国矿山里，在中东沙漠中，在零下几十度的战斗前线坚守的人们，千千万万为家庭与祖国奉献一生的我国国民。感谢你们!

敬重的各位国民!在风云激荡的近代史中，大韩民国在苦难与逆境中奋勉崛起，走向现代。然而当前全球经济危机余波未平，朝鲜核问题悬而未决，资本主义市场面临新的挑战。克服危机需要努力开拓新的道路，这谈何简单!但是我信任我们的国民，信任我国国民在困难时期所迸发出的顽强、士气与活力。

让我们携手面对挑战，共同开创盼望的新时代，制造我国“其次个汉江奇迹”!在盼望的新时代里，个人的幸福推动国家综合实力的提升，而一个强大的国家则永久属于建设她的国民。

IamprofoundlygratefultotheKoreanpeopleforentrustingthishistoricmissiontome.IalsothankPresidentLeeMyung-bak,formerPresidents,dignitarieswhohavecomefromabroadtocelebratethisoccasion,andotherdistinguishedguestsfortheirpresence.

AsPresidentoftheRepublicofKorea,Iwillliveuptothewillofthepeoplebyachievingeconomicrejuvenation,thehappinessofthepeople,andtheflourishingofourculture.

IwilldomyutmosttobuildingaRepublicofKoreathatisprosperousandwherehappinessisfeltbyallKoreans.

Fellowcitizens,

TheRepublicofKoreaasweknowittodayhasbeenbuiltontheblood,toil,andsweatofthepeople.

Wehavewrittenanewhistoryofextraordinaryachievementcombiningindustrializationanddemocratizationbasedontheunwavering“cando”spiritofourpeopleandmatchingresolve.

TheKoreansagathatisoftenreferredtoasthe“MiracleontheHanRiver”waswrittenontheheelsofourcitizenswhoworkedtirelesslyintheminesofGermany,inthetorriddesertsoftheMiddleEast,infactoriesandlaboratorieswherethelightswereneverturnedoff,andinthefreezingfrontlinessafeguardingournationaldefense.

Thismiraclewasonlypossibleduetotheoutstandingcaliberofourpeopleandtheirunstintingdevotiontobothfamilyandcountry.

IpaymyheartfelttributetoallfellowKoreanswhohavemadetheRepublicofKoreawhatitistoday.

Throughoutthevortexofourturbulentcontemporaryhistorywealwaysprevailedovercountlesshardshipsandadversities.

Today,weareconfrontedanewwithaglobaleconomiccrisisandoutstandingsecuritychallengessuchasNorthKorea’snuclearthreat.

Atthesametime,capitalismconfrontsnewchallengesintheaftermathoftheglobalfinancialcrisis.Thetaskswefacetodayareunlikeanywehaveconfrontedbefore.Andtheycanonlybeovercomebychartinganewpathwaybyourselves.

Forginganewpathisseldomaneasytask.

ButIhavefaithintheKoreanpeople.

Ibelieveintheirresilienceandthepotentialofourdynamicnation.

AndsoIpledgetoembarkonthemakingofa“SecondMiracleontheHanRiver”premisedonaneweraofhopehand-in-handwiththeKoreanpeople.

EconomicRevival

Today,Iwouldliketoproposeanewwayforwardfosteredonamutuallyreinforcingcycleofnationaladvancementandthehappinessofourpeople.

Thenewadministrationwillusherinaneweraofhopepremisedonarevitalizingeconomy,thehappinessofourpeople,andtheblossomingofourculture.

Tobeginwith,economicrevitalizationisgoingtobepropelledbyacreativeeconomyandeconomicdemocratization.

Acrosstheworld,wearewitnessinganeconomicparadigmshift.

Acreativeeconomyisdefinedbytheconvergenceofscienceandtechnologywithindustry,thefusionofculturewithindustry,andtheblossomingofcreativityintheverybordersthatwereoncepermeatedbybarriers.

Itisaboutgoingbeyondtherudimentaryexpansionofexistingmarkets,andcreatingnewmarketsandnewjobsbybuildingonthebedrockofconvergence.

AttheveryheartofacreativeeconomyliesciencetechnologyandtheITindustry,areasthatIhaveearmarkedaskeypriorities.

Iwillraiseourscienceandtechnologytoworld-classlevels.Andacreativeeconomywillbebroughttofruitionbyapplyingtheresultsofsuchendeavorsacrosstheboard.

Thenewadministration’sMinistryofFuturePlanningandSciencewillbetaskedtoleadtheemergenceofacreativeeconomyintandemwiththisnewparadigm.

Peoplearethenucleusofacreativeeconomy.Weliveinanagewhereasingleindividualcanraisethevalueofanentirenationandevenhelpinrescuingtheeconomy.

NewopportunitiestoservetheircountrywillbeopenedtonumeroustalentedKoreansthrivingacrosstheglobalvillage.Andtothosewhoareequallyenabledatthehomefront,effortswillbeenhancedtoallowthemtobecomeconvergenceleadersimbuedwithcreativityandpassionaspillarsofafutureKorea.

Inorderforacreativeeconomytotrulyblossom,economicdemocratizationmustbeachieved.

Ibelievestronglythatonlywhenafairmarketisfirmlyinplace,caneveryonedreamofabetterfutureandworktotheirfullestpotential.

Oneofmycriticaleconomicgoalsistoensurethatanyonethatworkshardcanstandontheirowntwofeetandwhere,throughthesupportofpoliciesdesignedtostrengthensmallandmedium-sizedenterprises,suchbusinessescanprosperalongsidelargecompanies.

Byrootingoutvariousunfairpracticesandrectifyingthemisguidedhabitsofthepastwhichhavefrustratedsmallbusinessownersandsmallandmedium-sizedenterprises,wewillprovideactivesupporttoensurethateveryonecanliveuptotheirfullestpotential,regardlessofwheretheyworkorwhattheydoforaliving.

Itispreciselywhenthemajorplayersinoureconomycometogetherasoneandpooltheirstrengthsthatwecanbringhappinesstothepeopleandenhanceournation’scompetitiveness.

ItisonthisfoundationthatIwillbreathenewenergyintooureconomyandrealizea“SecondMiracleontheHanRiver”thatculminatesinthehappinessoftheKoreanpeople.

Nomatterhowmuchthecountryadvances,suchgainswouldbemeaninglessifthelivesofthepeopleremainedinsecure.

Agenuineeraofhappinessisonlypossiblewhenwearen’tcloudedbytheuncertaintiesofagingandwhenbearingandraisingchildrenistrulyconsideredablessing.

Nocitizenshouldbelefttofearthatheorshemightnotbeabletomeetthebasicrequirementsoflife.

Anewparadigmoftailoredwelfarewillfreecitizensfromanxietiesandallowthemtoprosperintheirownprofessions,maximizetheirpotentials,andalsocontributetothenation’sdevelopment.

Ibelievethatenablingpeopletofulfilltheirdreamsandopeninganeweraofhopebeginswitheducation.

Weneedtoprovideactivesupportsothateducationbringsoutthebestofanindividual’slatentabilitiesandweneedtoestablishanewsystemthatfostersnationaldevelopmentthroughthesteppingstonesofeachindividual’scapabilities.

Thereisasayingthatsomeoneyouknowisnotasgoodassomeoneyoulike,andsomeoneyoulikeisnotasgoodassomeoneyouenjoybeingwith.

Thedayoftruehappinesswillonlycomewhenanincreasingnumberofpeopleareabletoenjoywhattheylearn,andlovewhattheydo.

Thefutureholdslittlepromisewhenindividualabilityisstifledandwhentheonlynameofthegameisrigidcompetitionthatsmotherscreativity.

Eversincechildhood,Ihaveheldtheconvictionthatharnessingthepotentialofeverystudentwillbetheforcethatpropelsanationforward.

Oureducationalsystemwillbeimprovedsothatstudentscandiscovertheirtalentsandstrengths,fulfilltheirpreciousdreamsandarejudgedonthatbases.Thiswillenablethemtomakethebestuseoftheirtalentuponenteringsociety.

Thereisnoplaceforanindividual’sdreams,talentsorhopesinasocietywhereeverythingisdeterminedbyone’sacademicbackgroundandlistofcredentials.

Wewilltransformoursocietyfromonethatstressesacademiccredentialstoonethatismerit-basedsothateachindividual’sdreamsandflaircanbearfruit.

Itgoeswithoutsayingthatprotectingthelivesandensuringthesafetyofthepeopleisacriticalelementofahappynation.

Thenewgovernmentwillfocusitseffortsonbuildingasafesocietywherewomen,peoplewithdisabilities,oranyoneelseforthatmatter,canfeelateaseastheycarryonwiththeirlives,nomatterwheretheyareinthecountry.

Inthe21stcentury,cultureispower.Itisanerawhereanindividual’simaginationbecomescreativecontents.

Acrosstheworld,the“KoreanWave”iswelcomedwithgreataffectionthatnotonlytriggershappinessandjoybutonethatinstillsabidingprideinallKoreans.

ThisisaresultofafoundationcreatedbytheconvergenceofbothtangibleandintangibleheritagesoffivethousandyearsofKorea’sculturalsplendoraswellasourspiritualethos.

NorthKorea’srecentnucleartestisachallengetothesurvivalandfutureoftheKoreanpeople,andthereshouldbenomistakethatthebiggestvictimwillbenoneotherthanNorthKoreaitself.

IurgeNorthKoreatoabandonitsnuclearambitionswithoutdelayandembarkonthepathtopeaceandshareddevelopment.

ItismysincerehopethatNorthKoreacanprogresstogetherasaresponsiblememberoftheinternationalcommunityinsteadofwastingitsresourcesonnuclearandmissiledevelopmentandcontinuingtoturnitsbacktotheworldinself-imposedisolation.

Thereisnodoubtthatwearefacedtodaywithanextremelyserioussecurityenvironmentbutneithercanweaffordtoremainwhereweare.

Iwillmoveforwardstep-by-steponthebasisofcredibledeterrencetobuildtrustbetweentheSouthandtheNorth.

Trustcanbebuiltthroughdialogueandbyhonoringpromisesthathavealreadybeenmade.ItismyhopethatNorthKoreawillabidebyinternationalnormsandmaketherightchoicesothatthetrust-buildingprocessontheKoreanPeninsulacanmoveforward.

TheeraofhappinessthatIenvisionisonethatsimultaneouslyunlocksaneraofhappinessontheKoreanPeninsulawhilealsocontributingtousheringinaneraofhappinessthroughouttheglobalcommunity.
