LetterfromtheSecretary

ArtificialIntelligencemaywellbethemostconsequentialtechnologyofourtime.Ithasthe

powertoinnovatebeyondmeasure,andtoreshapehowwesecureournationandprotect

ourcommunities.AttheDepartmentofHomelandSecurity,weembracetheresponsibilitytoensurethatAIisdevelopedandadoptedinawaythatrealizesitsfullpotentialwhileprotectingthepublicfromanyharmitsirresponsibleoradversarialusemightcause.

DHSisattheforefrontofemployingAIandmachinelearningtechnologiesandleadsby

example.Withourtalentedanddedicatedteamof260,000personnelin22agenciesand

officesacrossthecountryandaroundtheworld,AmericansinteractdailywithDHSmorethanwithanyotherfederalentity.OuruseofAInotonlydeliversreal-timebenefitstothepublic,butalsofuelsourstrategiceffortsacrossallareasofhomelandsecurity.

WeareexcitedtointroducetheDHSAIRoadmap.ThisdocumentoutlinesourAIinitiativesandthetechnology’spotentialacrossthehomelandsecurityenterprise.ItisthemostdetailedAIplanputforwardbyafederalagencytodate,directingoureffortstofullyrealizeAI’spotentialtoprotecttheAmericanpeopleandourhomeland,whilesteadfastlyprotectingprivacy,civil

rights,andcivilliberties.

ThisinitiativealignswithPresidentBiden’sExecutiveOrder14110,“Safe,Secure,and

TrustworthyDevelopmentandUseofArtificialIntelligence,”whichtasksDHSwithcriticalrolesto:

•manageAIincriticalinfrastructureandcyberspace;

•promotetheadoptionofAIsafetystandardsglobally;

•reducethepotentialriskofAI’susetofacilitateweaponsofmassdestructionattacks;

•combatAI-relatedintellectualpropertytheft;and,

•ensureournationattractstalenttodevelopresponsibleAIintheUnitedStates.

OurroadmapforthecomingyearincludesexploringnewAIapplicationsandpursuingawhole-of-governmentstrategyforensuringthesafe,secure,andtrustworthydevelopmentanduseofAI.Weareseekingtoengagepartnersacrossthegovernment,privatesector,andacademiatobolsterournation’ssecurity.

Weinviteyoutocollaboratewithusinthisimportantmission.Together,wecanresponsiblyandethicallyleverageAItostrengthenournationalsecurity,improveouroperations,andprovideefficientservicestothepublicweserve.

LeveragingAItoAdvancetheDHSMission

CommittedtosafeguardingtheAmericanpeople,ourhomelandandourvalues,DHScontinuestoinnovateinsupportofitsmissions.

Whileitisnowfrequentlyinthenews,theconceptofAIhasbeenaroundsincethe1950s.Initiallyunderstoodasamachine’sabilitytoperformtasksthatwouldhavepreviouslyrequiredhuman

intelligence,nowAIencompassessystemscapableofreasoning,inference,andlearning.The

sophisticationofAIsystemshasgrownsubstantiallyinthepastdecade,andparticularlyinthepastfewyears.AIsystemsareavailabletousersthroughinternet-basedinterfaces,increasinglyintegratedintosoftware,anddeployedbybusinessesandgovernmentsaroundtheworld.

DHShasusedAIforwelloveradecadeandcontinuestoincreasethebreadth,depth,andmaturityof

AI’sapplicationacrosstheDepartment.Forexample,asearlyas2015,theDepartmentpilotedtheuseofmachinelearning(ML)technologiestosupportidentityverificationtasks.Sincethen,DHShassuccessfullyimplementedotherAI-poweredapplicationstoenhanceefficienciesandfosterinnovationinborder

security,cybersecurity,immigration,trade,transportationsafety,workforceproductivity,andotherdomainscriticaltoprotectingthehomeland.EveryDHScomponentandofficeisworkingtomeaningfullyassessthepotentialbenefitsofAItotheDHSmission,andtoresponsiblyharnessitspotentialtofurthertransform

ouroperations.TheDepartmenthasalreadypublished41differentusesofAIintheAIUseCaseInventoryat

/data/AI_inventory

,andthelistwillgrowasweexpanduseofAI.

Someexamplesinclude:

.DHSisusingAItokeepfentanylandotherdangerousdrugsoutofourcountry.TheUnitedStatesCustomsandBorderProtection(CBP)usesanMLmodeltoidentifypotentiallysuspiciouspatternsinvehicle-crossinghistories.CBPrecentlyusedthemodeltoflagacarforsecondaryreview,whichyieldedthediscoveryofover75kgsofdrugshiddenintheautomobile.

.DHSisusingAItoaidourlawenforcementofficersininvestigatingheinouscrimes.In2023,the

UnitedStatesImmigrationandCustomsEnforcementHomelandSecurityInvestigationsOperationRenewedHopeidentifiedmorethan300previouslyunknownvictimsofsexualexploitationthanksinparttoanMLmodelthatenhancedolderimagestoprovideinvestigatorswithnewleads.

.DHSisusingAIattheFederalEmergencyManagementAgency(FEMA)tomoreefficientlyassessdamagetohomes,buildings,andotherpropertiesafteradisaster.ThisapproachallowsFEMAinspectorstheabilitytolookatsomeimpactedstructuredamageremotelyinsteadofconductinginspectionsexclusivelyin-person,leadingtoswifterdeliveryofdisasterassistancetosurvivors.

.DHSisusingAItomaketravelsaferandeasier.Byintroducingcustomer-facingtechnologiessuchasTouchlessCheck-Inattheairport,theTransportationSecurityAdministration(TSA)providestravelersanoptionalwaytonavigateTSAsecurityprocesses,checkbags,andboardtheirflightsbytakingjustaphotograph.Theseandothereffortsarealreadysavingtimeatsecuritycheckpointsandreducingphysicaltouchpoints.

TheseandothercurrentusesofAIareconductedinpartnershipandconsultationwiththeDepartment’sOfficesofPrivacy,CivilRightsandCivilLiberties,GeneralCounsel,andotherappropriateoversightbodies.

AI-drivenChallengestoHomelandSecurity

WhiletherearetremendousopportunitiesforAItoenhancetheDHSmission,AIalsointroducesnewchallengesandrisks.TheproliferationofaccessibleAItoolslikelywillbolsterouradversaries’tactics.

CyberactorsuseAItodevelopnewtoolsthatallowthemtoaccessandcompromisemorevictimsandenablelargerscalecyber-attacksthatarefaster,moreefficient,andmoreevasive.Nation-states

seekingtounderminetrustinourgovernmentinstitutions,socialcohesion,anddemocratic

processesareusingAItocreatemorebelievableforeignmaligninfluencecampaigns.

OfparticularconcernareimpactsofAIattacks

oncriticalinfrastructures,whichcouldresultin

nefariousactorsdisruptingordenyingactivities

relatedtoInternetofThings(IoT)technologies

ornetworkedindustrialsystems.Generatingandpassingpoisoneddataintoacriticalsensorcouldtriggerdownstreamimpacts,suchasservice

disruptionsorsystemshut-offs.AIenabled

technologiesarealsobeingusedtounderminethe

trustweplaceininformationderivedfromdigital

contentandisdistinctfromtraditionalcybersecuritythreats,requiringadditionalresearchtounderstandandbuildknowledgetoinformprotections.Similarly,whileAIhasalreadyenabledinnovationinthe

physicalandbiologicalsciences,italsohasthepotentialtosubstantiallylowerthebarrierofentryfornon-expertstodesign,synthesize,acquire,orusechemical,biological,radiological,ornuclearweapons.

Cyberandphysicalsecurityisfoundationaltothe

safetyandsecurityofAI.DHSandtheCybersecurityandInfrastructureSecurityAgencyinparticularwillcontinuetoworktoimprovethenation’soverall

cyberresilienceandtoidentifyandmanagerisks

associatedwiththemisuseofAI/MLtechnologies.Additionally,assectorriskmanagementagencies,TSAandtheUnitedStatesCoastGuardwillcontinuetoassessAI-relatedrisksacrossthetransportationandmaritimesectors.

TSAusesnewcredentialauthenticationtechnologytoimprovecheckpointscreeningcapabilities.

ResponsibleUseofAI

DHSiscommittedtoensuringthatouruseofAI:.Isresponsibleandtrustworthy;

.isrigorouslytestedtobeeffective;

.safeguardsprivacy,civilrights,andcivilliberties;.avoidsinappropriatebiases;

.andistransparentandexplainabletoourworkforceandtothoseweserve.

Whereappropriateitshouldbeinterpretabletomeetdueprocessrequirementsinlegaloradministrativeproceedings.DHS’suseofAIshouldadvanceequityandnotfunctioninwaysthatamplifyexistingsocialinequalities.

DHSpolicyalignswiththeDepartment’s

commitmenttoleanforwardindeployingAItools

toenhanceoperationsandleadthegovernment

intheresponsibleuseofAI.TheDepartment’s

governanceandoversightoftheresponsibleuseofAIarecloselycoordinated,highlycollaborativeeffortsthatuniteoperationalcomponentsandoversight

officesfromacrossDHSaroundthecommongoalofensuringresponsibleuse.Fromdayone,DHS

componentsandofficeshavecoordinatedclosely

withourPrivacyOffice,theOfficeforCivilRightsand

CivilLiberties,theOfficeoftheGeneralCounsel,andadditionalstakeholders.Thesecollaborationsensurecompliancewithallapplicablelawsandpoliciesandestablishclearguardrailstoprohibitinappropriate

useofAI/MLtechnologies,aswellassafeguard

privacy,civilrights,andcivilliberties.

In2023,DHSannouncednew

policiesand

measures

topromotetheresponsibleuseofAIto

guidetheacquisitionanduseofAI/MLtechnologiesacrosstheDepartment.DHSappliestheprinciplesoftheblueprintforanAIBillofRightsandwill

implementtheNationalInstituteofStandardsandTechnology’sAIRiskManagementFrameworkwithintheDepartment.Asnewlawsandgovernment-widepoliciesaredevelopedandtherearenewadvancesinthefield,wewillcontinuetoupdateourinternalpoliciesandprocedures.

ACoordinated,Government-WideApproach

The

President’sExecutiveOrder14110

,whichestablishesacomprehensivestrategyfor

AIinnovation,directsDHStopartnerwith

otherfederalagenciestodriveacoordinated,

government-wideapproach.Specifically,DHS

willpartnerwithothersectorriskmanagementagencies,suchassuchastheNationalInstituteofStandardsandTechnology,theDepartmentofJustice,andtheDepartmentofDefense,to:

.Supportsector-specificAIriskidentification;

.issueguidancetoagenciesonhowtolabelandauthenticatetheircontent;

.performsecurityreviewsonAIfoundationalmodelsandothermeasures;

.anddevelopguidelines,standards,andbestpracticesforAIsafetyandsecurity;

ThedirectionprovidedintheExecutiveOrderis

consistentwithDHS’sinnovativeworktoensure

thesafe,secure,andresponsibledevelopmentanduseofAI.DHSwillcontinuetomanageAIincriticalinfrastructureandcyberspace,promotetheadoptionofglobalAIsafetystandards,reducetheriskthatAIcanbeusedtocreateweaponsofmassdestructionandotherrelatedthreats,combatAI-related

intellectualpropertytheft,andhelptheUnitedStatesattractandretainskilledtalent.

WhoDoesWhatatDHS

TheSecretarysetstheDepartment’sAIstrategy,priorities,andpolicies,andisthekeyinterlocutorwiththeprivatesector,federalinteragency,stateofficials,andkeyinternationalcounterparts.The

SecretaryrepresentstheDepartmentontheWhiteHouseAICouncil,whichcoordinatestheactivitiesofagenciesacrossthefederalgovernmentto

implementAIpolicies.InApril2023,theSecretaryestablishedanAITaskForcewithinDHSthat

drivesspecificapplicationsofAItoadvancecriticalhomelandsecuritymissions.TheSecretaryhas

alsoestablishedandwillchairanewAISafety

andSecurityBoard(AISSB),whichwillprovide

recommendationsandadvicetotheSecretary,thecriticalinfrastructurecommunity,andthebroaderpubliconthedevelopmentanddeploymentofAI.IntheOfficeoftheSecretary,theSecretaryhas

designatedtheSeniorCounselorforCybersecurityandEmergingTechnologytoserveastheExecutiveDirectoroftheAISSBandtoadvisetheSecretaryondeployingAIandotheradvancedtechnologiestofulfilltheDepartment’smissionandsupport

relatedpolicymakingacrosstheDepartmentandthroughouttheUSgovernment.

TheDepartment’sChiefInformationOfficer

(CIO)servesasthedesignatedChiefArtificial

IntelligenceOfficer(CAIO).TheCAIOpromotes

AIinnovationandresponsibleuseacrossthe

Departmentanddevelops,inpartnershipwith

DHSofficesandcomponents,theDepartment’s

internalpoliciesregardingitsuseofAI.TheCAIO

setsstrategicprioritiesforAIdeploymentsacrosstheDepartment,andonbehalfoftheSecretary,

coordinatesAI-relatedeffortsinpartnerships

withDHSofficesandcomponents.TheCAIOalsodirectstheDepartment’sinformationsecurity,datagovernance,informationtechnology,andcustomerexperiencefunctionswhichenableDHS’suseofAI.

TheScienceandTechnologyDirectorate(S&T),

onbehalfoftheDepartment,isleadingAI-relatedresearchanddevelopmenttoprovidefederal,state,andlocalofficialswithcutting-edgetechnologyandcapabilitiestoprotectthehomeland.S&TleadsTest

&Evaluation(T&E)ofAI-enabledsystems,aswellasthedevelopmentofAIenabledT&EinpartnershipwiththePrivacyOfficeandoperationalcomponents.

TheOfficeofStrategy,Policy,andPlans(Policy)

developstheDepartment’spolicyforAI,which

includesoverseeingtheimplementationoftasks

directedbyExecutiveOrder14110andenhancingcooperationwithinternationalalliesandpartnersonAIgovernanceandriskmitigation.Policysupports

theSecretaryontheestablishmentandagendaoftheAISSB.

ThePrivacyOffice(PRIV)andtheOfficeforCivil

RightsandCivilLiberties(CRCL)overseeand

provideguidanceontheresponsibleuseofAIto

ensuretheDepartment’suseofAIistransparent,explainable,trustworthy,avoidsinappropriate

biases,andsafeguardsprivacy,civilrights,and

civilliberties.PRIVoverseesDHS’suseofAIto

safeguardpersonalprivacyandensurecompliancewithprivacypolicies.CRCLworkstopreserve

individualliberties,fairness,andequalityto

ensurecompliancewithapplicableindividual

rightsprotections,including(butnotlimitedto)

dueprocessandnon-discriminationstandards,

andworkstoadvanceequityacrossallDHSAIusecases.

TheCounteringWeaponsofMassDestruction

(CWMD)Officeworkstopreventattacksusing

weaponsofmassdestructionandotherrelated

chemical,biological,radiological,andnuclear

(CBRN)threats,andleadstheDepartment’sworkinidentifyingandreducingrisksattheintersectionofAIandCBRNthreats.CWMDstrengthensfederalinteragencycoordinationandprovidesdirect

financialaidandsupporttotheDepartment’s

operationalcomponentsandstate,local,territorial,andtribalpartners,andfirstresponders.

TheCybersecurityandInfrastructureSecurity

Agency(CISA)conductscyberdefensetoprotectagainstAI-enabledthreatsandsecureAI-basedsoftwaresystems,aswellasdriverelatedrisk

reductionandresilience.CISAisalsoresponsible

OperationalComponents,includingthe

TransportationSecurityAgency,UnitedStates

CitizenshipandImmigrationService,UnitedStatesImmigrationandCustomsEnforcementHomeland

SecurityInvestigations,FederalEmergency

ManagementAgency,andtheUnitedStatesCoastGuard,responsiblyintegrateAIintotheiroperationalcapabilitiestoharnessthepotentialofAI.These

capabilitiesincludeenhancedbordersecurity,

counter-fentanylefforts,travelscreening,protectingintellectualproperty,grantandotherassistance

allocation,andmaritimesecurity.

TheOfficeofIntelligenceandAnalysisconductsandprovidesanalysisexamininghowAIimpactsthreats,includingthoserelatedtocybersecurity,foreign

maligninfluence,andcounterterrorism,tocriticalinfrastructureandtheHomelandSecuritymission.

ThePrivateSectorOffice,withintheOfficeof

PartnershipsandEngagement,fostersstrategic

communicationswithbusinesses,trade

associations,andotherorganizationstocreate

strongerrelationshipswiththeDepartment.The

PrivateSectorOfficealsohelpsinformtheSecretaryontheimpactsofAIpoliciesandregulationsto

theprivatesector,aswellaspromotespublic-

privatepartnershipsandbestpracticestodevelopinnovativeapproachestohomelandsecurity

challenges.TheOfficeofPartnershipsand

EngagementwillprovideadministrativesupporttotheAISSBonbehalfoftheSecretary.

TheDHSAITaskForceincludesrepresentation

fromacrossDHScomponentsandischairedby

theUndersecretaryforS&TandtheCIO.TheTask

ForcewasestablishedinApril2023todrivespecificapplicationsofAItoadvancecriticalhomeland

securitymissions.IncollaborationwithCRCL,the

TaskForceprovidesguidance,riskassessment,

mitigationstrategies,andoversightfortheprotectionofindividualrights.TheTaskForcealsocoordinatesworktoaffectinternalDepartmentalpolicychangesandappliesoversighttoallDHSAIactivities.

DHSExternalEngagementonAI

DHSworksacrosssectorswithcriticalstakeholdersnationwideandconductsstrategicengagementsandoutreachwithstate,local,territorial,andtribalgovernments,electedofficials,theprivatesector,faith-basedandnon-governmentalorganizations,academia,andcommunitiesacrossthenation.TheDepartment

convenesrepresentativesofthesestakeholdergroupsthroughvariouschannels,rangingfromstandingadvisorybodiestoworkshopsandothertargetedgatherings,toensuretheinterestsarerepresented

throughDHS’spolicy-makingprocess.DHSalsosharesinformationanddevelopsrecommendationsorguidanceforincreasingsecurityandresilience.

SomeoftheDHS-convenedgroupsthatbringtogetheradiversegroupofstakeholderstoaddressAI-relatedissuesarelistedbelow:

1.TheAISSB,establishedbytheSecretaryatthedirectionofthePresident,pursuanttoExecutive

Order14110ExecutiveOrderontheSafe,Secure,andTrustworthyDevelopmentandUseof

ArtificialIntelligence,tobringtogetherAIexpertsfromtheprivatesector,civilsociety,academia,

andgovernment.ThepurposeoftheBoardistoadvisetheSecretary,thecriticalinfrastructure

community,andthebroaderpubliconthedevelopmentanddeploymentofAI;provideinformationandrecommendationsforimprovingsecurity,resilience,andsafety,includingpromulgatingspecificandactionableprinciples,guidelines,andbestpracticesfortheuseofAI;anddevelopeffective

processestoreviewandrespondtoincidentsrelatedtotheuseofAIincriticalinfrastructure.

2.TheHomelandSecurityAdvisoryCommittee(HSAC)leveragestheexperience,expertise,andnationalandglobalconnectionsoftheHSACmembershiptoprovidetheSecretaryreal-time,real-world,andindependentadvicetosupportdecision-makingacrosshomelandsecurityoperations.In2023,the

seonAItotheSecretary,whichhelpedinformmanyoftheactions

3.DHShasexistingstructuresinthecybersecuritydomainthatwillbecalledupontotheextentthat

cybersecurityissuesariseinthecontextofAIuse.ChiefamongthemistheJointCyberDefense

Collaborative,whichbringstogethercyberdefendersfromorganizationsworldwidetogather,

analyze,andshareactionablecyberriskinformationtoenablesynchronized,holisticcybersecurityplanning,cyberdefense,andresponse.IntheeventofasignificantcyberincidenteitherenabledbyAIoronAIsystems,theCyberSafetyReviewBoardwillreviewwhathappenedandproducespecificrecommendationstolimitthelikelihoodorimpactofsuchanincidentinthefuture.Additionally,

theCISACybersecurityAdvisoryCommitteeiscomprisedofexpertsoncybersecurity,technology,

riskmanagement,privacy,andresilience,whoadvisetheDirectorofCISAonpoliciesandprogramsrelatedtoCISA’smission,andspecifically,howtodriveadoptionofsecuresoftwaredesignpractices.

Inadditiontothethreepilotslistedbelow,DHSexpectstoinitiateadditionalpilotsacrosstheenterprise,toincludeusinggenerativeAIforlanguagetranslation.

OfficerTrainingUsingLLMs

U.S.CitizenshipandImmigrationServices(USCIS)willpilotusingLLMstohelptrainRefugee,

Asylum,andInternationalOperationsOfficers

onhowtoconductinterviewswithapplicantsfor

lawfulimmigration.USCISwillgeneratedynamic,personalizedtrainingmaterialstosupplement

humantrainingthatadapttoofficers’specific

needstoensurethebestpossibleknowledge

andtrainingonawiderangeofcurrentpolicies

andlaws.Thepilotwillhelpenhanceofficers’

understandingandretentionofcrucialinformation,increasetheaccuracyoftheirdecisions,andlimittheneedforretraining.

PlanningAssistantforResilientCommunities

FederalEmergencyManagementAgency(FEMA)

willpilotusinggenerativeAItoassistunderservedcommunitiesandlocalgovernmentswith

developinghazardmitigationplanstoidentifyhazards,assessrisksandvulnerabilities,anddevelopingmitigationstrategies.Approved

mitigationplansarearequirementforlocal

governments’eligibilityforprojectsfundedunderFEMA’sHazardMitigationAssistanceprogramandseveralothertypesofFEMAgrantsforbuilding

communityresilience.Thepilotwillspecificallysupportstate,local,territorial,andtribal

governments’understandingofhowtocraftaplanthatidentifiesrisksandmitigationstrategiesandhelpthosegovernmentsdraftplanelements—frompublicly-available,well-researchedsources—thattheycancustomizetomeettheirneeds.

EnhancedSearchandDocumentComprehensionusingLLMs

HomelandSecurityInvestigations(HSI)willpilot

allowingofficerstouseLLMstosupporttheir

investigativeprocessesby,(1)semanticallysearchmillionsofdocuments,(2)retrievingrelevant

casedocuments,and(3)providingofficersa

summarizedresponsetoaspecificquerybasedonrelevantdocuments.Thesetoolsshouldenableinvestigatorstorapidlyuncoverkeyinfo
