3BasicRequirements3.0.1Theplanningofphotovoltaicpowerprojectshallimplementtheprincipleofoverallplanning,comprehensivebalance,andrationalexploitation;complywiththenationaleconomydevelopmentplan,andtheenergy,renewableenergy,andsolarenergydevelopmentplans;andbecoordinatedwiththerequirementsforenvironmentalprotection,landuse,soilandwaterconservation,forestry,military,andengineeringsafety.3.0.2Theplanningreportforphotovoltaicpowerprojectsshallhighlighttheplanningobjectives,principles,preparationbasis,plannedcapacity,planningscope,planningtargetyear,developmentstatus,andnecessityanalysis.3.0.3ThecontentsoftheplanningreportforphotovoltaicpowerprojectshouldcomplywithAppendixAofthisspecification.
4BasicData4.0.1Thedataonsocio-economyandthedevelopmentplan,aswellastheenergysituationandthedevelopmentplanofregionwheretheplannedprojectareaislocatedshallbecollected.4.0.2Thedataonlanduseandthedevelopmentplan,aswellasthedataonenvironmentalprotection,soilandwaterconservation,forestdistribution,mineralresourcedistribution,landuseformilitarypurposes,andculturalrelicsprotectionintheregionwheretheprojectareaislocatedshallbecollected.4.0.3Thetopographicmapwithascaleofnolessthan1:10000orremotesensingimagedatameetingtheplanningrequirementsshallbecollected.Forthebuildingintegratedphotovoltaicpowergenerationsystem,theplanandelevationviewsofthebuildingsshallbecollected.Fortheplanningofphotovoltaicpowergenerationbasewithcomplextopographicalconditions,thetopographicmapwithlargerscaleshouldbecollected.4.0.4Thelong-seriessolarradiationdataandmeteorologicaldataofameteorologicalstationwithintheplannedareaoraroundshallbecollected.4.0.5Theexistingsolarenergyresourceanalysisdataandthephotovoltaicpowergenerationdataintheplannedareashouldbecollected.4.0.6Theas-observedsolarenergyresourcedataintheplannedareaandtheiranalysisshouldbecollected.4.0.7Thedataonhydrology,engineeringgeology,andtransportationintheplannedareashallbecollected.4.0.8Forthebuildingintegratedphotovoltaicpowergenerationsystem,therelevantdataaboutthebuildingshallbecollected.4.0.9Thedataonelectricpowersystemstatusanddevelopmentplanintheplannedareashallbecollected.Forthephotovoltaicpowergenerationbase,theanalysisofenergyconsumptionshallbecollected.Thephotovoltaicbaseplanning,whichhascompletedthespecialstudyontheelectricpowerconsumption,thestudyfindingsmaybecited.4.0.10Thelocalpoliciesconcerningphotovoltaicpowergenerationshallbecollected.4.0.11Fortheintegratedphotovoltaicutilization,thelawsandregulationsandtechnicalstandardsofrelevantsectorsshallbecollected.
5SolarEnergyResources5.0.1Thesourceofdataforthesolarenergyanalysisshallbestated,andthedatareliabilityshallbedemonstrated.5.0.2Thecharacteristicsanddistributionofthesolarenergyresourcesintheplannedareashallbestated.Theinterannualandannualsolarradiationvariationpatternsinthisareashallbepresented.Theinterannualandannualsolarradiationvariationhistograms,typicaldailyradiationvariationpolylinechartpermonth,andannualradiationchoroplethmapshallbeplotted.5.0.3Thehazardimpactsshallbeanalyzedandassessedpreliminarilybasedonthelong-termobservationdataiftheplannedsiteissusceptibletohydrometeorologicalhazardssuchasflood,typhoon,andhail.5.0.4Theconclusionofthesolarenergyresourceanalysisshallbepresented.
6SiteSelectionandConstructionConditions6.0.1Potentialsitesforphotovoltaicpowerstationshallbeinitiallyproposedaccordingtotheplanningobjectivesandrequirements,andthedistributionandcharacteristicsofsolarenergyresourcesintheplannedarea.Thetechnicallyexploitablecapacityshallbeproposedandthealternativesitesoftheplannedphotovoltaicpowerstationshallberecommendedwithoverallconsiderationofthelandavailability,sitesafety,developmentpattern,gridconnection,economy,etc.6.0.2Thescopeofeachalternativephotovoltaicpowerstationshallbeproposed.Thesketchmapofthesitescopeandgeographicallocationshallbeprepared,andthesiteareashallbeestimated.6.0.3Theconstructionconditionsofthealternativesitesshallbestated,including:1Thetopographicandgeomorphologicalconditions;theeffectsoftheslope,orientation,surfacevegetationandobstacle,andsurroundingterrainandstructuresonthesubsequentdesign;androofingconditionsforthebuildingintegratedphotovoltaicpowergenerationsystem.2Engineeringgeologicaloverview,physicalandmechanicalpropertiesofrockandsoil,etc.3Accessibility.4Gridconnectionconditions.6.0.4Theconclusionofthesiteselectionandconstructionconditionsshallbepresented.

8ElectricPowerSystem8.1General8.1.1Thecurrentsituationanddevelopmentplanningofthepowersystemoftheplannedphotovoltaicpowerstation,suchaspowerconsumptionrequirements,loadcharacteristics,gridstructureandpowersupplycomposition,shallbestated.8.1.2Forthephotovoltaicpowerstationwithpowerevacuation,thecurrentsituationanddevelopmentplanningofthepowersystematthereceivingendshallbestated.8.2OutputCharacteristicandPowerConsumption8.2.1Theoutputcharacteristicsofphotovoltaicpowerstationsintheplannedareashallbeanalyzed.Accordingtotheanalysisresultsofsolarenergyresourcesandthepreliminaryconstructionschemeofeachplannedphotovoltaicpowerstation,thetypicaldailyoutputcharacteristiccurveofeachmonthoftheplannedphotovoltaicpowerstationshallbeproposed.Whentheplannedareaislarge,thetypicaldailyoutputcharacteristiccurveofeachmonthmaybeputforward.8.2.2Accordingtothescaleoftheplannedphotovoltaicpowerstation,andconsideringtheanalysisresultsofoutputperformances,thephotovoltaicpowerconsumptioncapacityofthereceivingendgridorthepowersystemintheplannedareashallbeevaluated.8.2.3Forthephotovoltaicpowergenerationbase,thecalculationresultsofpowerbalanceandpeakloadregulationcapacitybalanceshallbeputforward.8.2.4Whenphotovoltaicpowerstationiscombinedwithotherenergysources,theoutputcomplementaryanalysisresultsshouldbeproposed.8.3GridConnectionScheme8.3.1Thegridaccesssystemschemeshallbeproposed,whichshallincludetheconnectionmodeandtransmissionvoltagelevelbetweeneachplannedphotovoltaicpowerstationandthepowersystem,thescaleofboostersubstationofsupportingphotovoltaicpowerstation,thegeographicallocationandwiringdiagramofeachplannedphotovoltaicpowerstationaccessingtothepowersystem.8.3.2Forthephotovoltaicpowergenerationbase,thepowercollectionandaccessschemeshallbeputforward.
