AnImplementationPlan(IP)fortheOceanDecade’sDataandInformationStrategyiscurrentlyunderdevelopmentbytheDataStrategyImplementationGroup(DSIG).ThisIPwilloutlinehowdatasystemsparticipatingintheOceanDecadecanco-createadistributed,robust,andcollaborative‘digitalecosystem’thatleveragesopen,scalable,easilyimplementable,andresponsivetechnologiesandmanagementsolutions.Aninteroperable,distributeddataandinformationsharingsystemmustbebothdeployedandmaintainedtoallowtherealizationofChallenge8,addressingspecificchallengessuchasdatainteroperability,accessibility,andinclusivity.Additionally,potentialissuesrelatedtodataprivacy,cybersecurity,andequitableaccesstotechnologicalinfrastructureshouldbeaddressedtoensurethecomprehensivedevelopmentofthestrategicambition.

IndevelopingtheStrategicAmbitionforChallenge8,weconsiderthedataandinformationneedsandprioritiesidentifiedbytheotherDecadeChallengesandtheirworkinggroups,asourprimaryusers(andcontributors),representingastheydothekeysustainabilitychallengesfortheDecade,andencompassingallrelevantstakeholders.

GuidedbytheDecade’sambitionto‘leavenoonebehind’werecognizethatthischallengemustdeliveroutputsthatarerelevantandusefulfortheglobaloceansciencecommunity,andinfactbyextensionthewidestpossiblerangeofusersandstakeholders,includingtheeightbillionpeopleonthisplanet,whoshouldbeabletoaccessandusewhatisdeliveredbytheDecadeinwaysadaptedtotheirneedsandcapacities,ifsodesired.

1.EXECUTIVESUMMARY

1.1.IntroductionandScopeoftheWhitePapers

ThisWhitePaperhasbeenpreparedaspartoftheVision2030processbeingundertakenintheframeworkoftheUNDecadeofOceanScience

forSustainableDevelopment.TheVision2030processaimstoachieveacommonandtangiblemeasureofsuccessforeachofthetenOceanDecadeChallengesby2030.FromastartingpointofexistinginitiativesunderwayintheOceanDecadeandbeyond,andthroughalensofpriorityuserneeds,theprocessdeterminesprioritydatasets,criticalgapsinscienceandknowledge,andneedsincapacitydevelopment,infrastructureandtechnologyrequiredforeachChallengetoensurethatitcanbefulfilledbytheendoftheOceanDecadein2030.

TheresultsoftheprocesswillcontributetothescopingoffutureDecadeActions,identificationofresourcemobilizationpriorities,andensuringtheongoingrelevanceoftheChallengesovertime.TheprocessidentifiesachievablerecommendationsthatcanbeimplementedinthecontextoftheDecade,ormorebroadlybefore2030toachievetheidentifiedstrategicambitionandindicatorsthatwillbeusedtomeasureprogress.

ThisWhitePaperisoneofaseriesoftenWhitePapersallofwhichhavebeenauthoredbyanexpertWorkingGroup.AccompaniedbyanOutcomesReportauthoredbytheDecadeCoordinationUnit(DCU),thisWhitePaperwasdiscussedatthe2024OceanDecadeConferencebeforebeingfinalizedandpublished.

1.2.OverviewoftheOceanDecadeChallenge

OceanDecadeChallenge8oftheUnitedNationsDecadeofOceanScienceforSustainableDevelopment2021-2030(the‘OceanDecade’)seekstocreateanadaptiveanddynamicdigitalrepresentationoftheocean

tomaketheoceanaccessibletoabroadercommunity,toenhancedecision-makingandtosupportsustainableoceanmanagement.

1.3.StrategicAmbitionforChallenge8:keyfindingsandrecommendations

By2030,theStrategicAmbitionforOceanDecadeChallenge8istohaveinplacetheenablingenvironmentforthecreationofandaccesstoanincreasingnumberofdigitalrepresentationsandtwinapplicationsoftheoceanaswellastheunderpinningdataandinformationneededtodevelopthem,deliveringatminimum10societallyrelevant

globalbase-layersaccessibleviaaglobalonlineDigitalAtlas,complementedbyaminimumof10localusecases(prioritizingSIDSandLDCs)toaddresschallengesinusingandcontributingtotheDecade’sdistributeddigitalecosystemandtodemonstrateandstresstestitsrelevance,effectivenessandinclusiveness.

IndeliveringthisStrategicAmbitionweidentifytheneedforthefollowingkeytoolsandservicestobedevelopedandinplaceby2030:

i)AfederatedglobalOceanDataDiscoveryandAccessService(DDAS)withamapviewerprovidingaccesstomulti-disciplinarydata,dataproductsandinformationonthepastandcurrentstateanduseoftheocean,accompaniedbyanOceanDataHelpDeskanddistributedDataIngestionservice;

ii)AglobalTechnicalandOrganizationalStructureforOceanForecasting,promotingharmonizedmethods,datastandards,sharedarchitectures,andtoolstofosteroceanpredictionworldwide,leveragingthecominginnovationsderivedfromdigitaltwinsoftheocean.

iii)AreferenceimplementationforaglobalDigitalAtlasoftheOcean(henceforthDigitalAtlas),providingaccesstoaminimumof10(ormore)globalbaseslayersand10(ormore)localapplicationsdemonstratingitsutility;

iv)Aseriesofplatforms,mechanismsandtoolsactivelyusedtostore,shareandexchangeoceaninformationandknowledgebeyonddataanddataproducts;

v)Enhancedcapacitydevelopmentandtrainingresourcesandfacilitiestailoredtouser-needs,whichareactivelypromotedandusedtoradicallyimprovedigitalliteracyacrossandbeyondtheDecadeActions.

Wealsorecognizetheneedtoputinplaceatransparentprocessforrequesting,co-designing/developing,andsharingdigitalproductsandservicesforusebyallandfortheselectionandvalidationofprioritybaselayersandlocalcasestudiesforingestionintheDigitalAtlas.Guidingprinciplesshouldunderpintheco-designandco-developmentprocessofglobalbaselayersandlocalcasestudies.TheseguidingprinciplesandprocesseswouldserveasareferenceanddemonstrationofhowthegeneralprocessofbaselayerdevelopmentcanproceedbyanyinterestedpartyinlinewiththephilosophyoftheDecade.

Inparticular,wecallfor:

●TheDecadeDSIGtoidentifyhowDecadepartnerscanorienttheirdigitalsystemstofulfiltheDecade’sDataandInformationStrategy,aswellasthestrategicambitionofthiswhitepapertowardsafullyfunctionalfederatedglobalOceanDDASby2030,invitingtheOceanData2030Programmetocoordinateimplementation

oftherecommendationsacrossDecadeActions.

●TheDDASshouldbesupportedbyapermanentDataHelpDeskanddistributedDataIngestionservice,theblueprintsandtriallingofwhichshouldbeco-designedanddrivenbytheDCO-OceanDataSharingandthenetworkof

UNESCO-IOC’sprojectofficeforIODE(InternationalOceanographicDataandInformationExchange)togetherwiththeDecadeImplementingPartnersandexperts.

●TheOceanPredictionDCCtoworktogetherwithitsgroupofregional/technicalexpertsandallrelevantDecadeActionstospearheadatransformativeefforttowardsaglobal

TechnicalandOrganizationalStructureforOceanForecasting.

●TheInternationalCoastalAtlasNetwork(ICAN)andcommunitiesofpracticeondigitalcoastalandmarineatlasestofurtherelaborateanddefinethefunctionalityoftheenvisagedglobalDigitalAtlasoftheOcean,costit,andrecommendanewDecadeProgrammetodevelopit,exploringalsoexistinginfrastructuresdevelopedbytheprivatesector

thatcouldbeadapted.

●TheDecadeCapacityBuildingFacility,theOceanTeacherGlobalAcademyandnetworkofexpertsofIODE,GlobalOceanObservationSystem(GOOS)aswellasotherUNEntitiesandDecadeActionscontributinginparticulartoChallenge9(Skills,knowledge&technologyforall):toassesstheneedsandprovidecapacitybuildingresourcestoincreasethedataliteracyoftheoceancommunitytoensuremeaningfulcontributionstotheDecade’sdigitalecosystem.

●IODEtofosterandpromotetheuseofplatforms,mechanismsandtoolsactivelyusedtostore,share,andexchangeoceaninformationandknowledgebeyonddataanddataproducts,andinclusiveof

traditionalandlocalknowledgeinalignmentwiththeDataandInformationStrategyImplementationPlan.

●TheDCUtomaintainanindependentExpertGroup(e.g.DecadeDataCoordinationGroup)beyondthedeliveryofthisWhitePapertoassistwith:(i)ensuringarepresentativeandinclusivecommunityprocessfortheidentificationandselectionofprioritybase-layersandlocalcasestudiesforingestionintotheglobalDigitalAtlas;(ii)coordinatingtheco-designandco-developmentprocessoftheselayersandcasestudies,ensuringalignmentwiththestrategiesandvaluesoftheDecadeandtheiringestionintotheDDASandAtlas;and(iii)overseeingtheprogressmadeoveralltowardsachievingtheambitiontargetsofChallenge8,usingthesetmilestonesandKPIs(seeSection4MilestonesandIndicators).

Collectivelytheseactorswouldworkto

promoterecommendedpractices,datastandards,sharedarchitectures,andtoolstofosteroceandatasharing,application,andoceanpredictionworldwide,leveragingthecominginnovationsderivedfrom,e.g.,artificialintelligence(AI)anddigitaltwinning.

WehighlyrecommendthatanyapproachtomeetingChallenge8shouldincludeconcrete,clear,quantifiable,andeffectivemeasurestobroadendigitalrepresentationofunder-representeddatasourcesandtypes.Wherethelands,rights,orinterestsofIndigenousPeoplesareinvolved,clearimplementationsoftheCAREprinciplesshouldbepresent,havingbeenco-developedwithindigenouscommunitiesfromtheearliestphasepossible.

TheaboverecommendationsandrequestsarenottheonlyneededtoachieveDecade

Challenge8,buttheybuildonandarecomplementedbythespecificrecommendationswhichcanbefoundthroughoutthisdocument,aswellasthosefromtheDataandInformationStrategy(andthependingImplementationPlan)andthoseoftheotherWhitePapers.

Finally,thereisalotofdataandinformationalreadyavailable,aswellasdataservices/andtoolsinplaceand/orunderdevelopment.Identifying,coordinating,standardizing,andbuildingontheseexistingeffortsshouldbeakeyfocusofChallenge8.

2.Introduction

2.1.BackgroundandcontextofChallenge8

OceanDecadeChallenge8,oftheUnited

NationsDecadeofOceanScienceforSustainableDevelopment2021-2030(the‘OceanDecade’)seekstocreateanadaptiveanddynamicdigitalrepresentationoftheoceantoenhancedecision-makingandsupportsustainableoceanmanagement.

Challenge8wasinitiallyinspiredbytheneedforacommondigitalatlasofoceaninformationtoaddresstheprevailingandfuturesocietalpressuresontheoceanandenableitsprotectionandsustainablemanagement(Ryabininetal.,2019).However,inelaboratingChallenge8itwasrecognizedthatthisdigitalatlasormapcouldonlyexistwithinthecontextofamorecomprehensive‘digitalrepresentation’oftheocean.

SincethestartoftheDecade,thenotionofadigitalrepresentationoftheoceanhasnowmaturedintotheglobalcollectionofinterlinkedandinteroperabledigitalassetswhichcanbeappliedtosimulateandunderstandtheglobalocean’spast,present,andfuture.TheseassetsincludeFAIRdata,information,software,applications(fromsimpleprogrammestomodelsanddigitaltwins),aswellasthedigitalarchitecturesandinfrastructureswhich

supportandconnectthem.

WhilecreatingacomprehensivedigitalrepresentationoftheoceanistheultimateobjectiveofDecadeChallenge8,thefocusinthisWhitePaperistodefinetheaspirationsfordeliveringconcreteoutcomesandfosteringthetransformationalchangeneededtocreatetheenablingenvironmentandinitialdigitalassets,by2030,thatwillenableustofullydeliverontheambitionsofChallenge8onthelongerterm.

2.2.OverviewofcurrentworkontheDigitalOceanintheOceanDecade

CHALLENGE8

Throughmulti-stakeholder

collaboration,developa

comprehensivedigitalrepresentation

oftheocean,includingadynamic

oceanmap,whichprovidesfreeand

openaccessforexploring,

discovering,andvisualizingpast,

current,andfutureoceanconditions

inamannerrelevanttodiverse

stakeholders.

TheOceanDecadeImplementationPlan(IOC-UNESCO,2021)statesthat“Digitizing,accessing,managingand,mostimportantly,usingocean-relateddata,informationandknowledgewillbecornerstonesofthesuccessoftheOceanDecade.”TheImplementationPlanfurtherhighlightsthatnosingledata,informationandknowledgemanagementinfrastructuresystemwillbeabletosupporttheOceanDecade'sambitions.Rather,thefocusshouldbeon“thecollectivedesignandconstructionofadistributed,multi-componentdigitalnetworkcapableofrepresentingtheentireoceansystem,includingitssocialandeconomiccharacteristics”.

Manyelementsofsuchanecosystemalreadyexist.TheStrategyaimstobuildonandleveragethesecomponents,infrastructures,systems,andcapacitieswhilealsoallowingfornewdatasources,informationnetworksandsolutions,developedbyDecadeActionsandrelevantstakeholders,tobeintegratedastheneedsoftheOceanDecadeevolve.TheStrategyImplementationPlaniscurrentlybeingdraftedbyaDataStrategyImplementationGroup(DSIG)toprovidepractical,lower-levelguidanceonhowtoco-developandco-maintainsuchadigitalecosystem.ThePlanemphasizesopen,scalable,easilyimplementable,andresponsivesolutionsandhowtheseaddressspecificchallengessuchasdatainteroperability,accessibility,andinclusivity.

ThisinteroperabledatasharingframeworkisessentialfortherealizationofChallenge8.Atthesametime,realizingthestrategicambitionandvisiontargetsofDecadeChallenge8putforwardinthisWhitePaper,willbecriticaltodeliverontheDecade’sDataandInformationStrategyvision,i.e.tohaveinplaceby2030atrusted,inclusive,andinterconnectedoceandigitalecosystemthatisactivelyusedfordecisionmaking.
