Second,implementcomprehensiveinterventionofdisabilitypreventiontocontroltheoccurrenceanddevelopmentofdisability.

Third,establishadisabilityreportingsystemandbuildaunifieddisabilityEnglishSpeechandDebateinformationmanagementsystem.

Fourth,improvetechnologicalmethodsofdisabilitypreventionandtechnologicalspecificationsandstandards.

Ontheotherhand,weshouldurgepeoplewithdisabilitiestolearnfromtheroleEnglishSpeechandDebatemodelstocarryforwardthespiritofself-reliance.

Anothergoodcaseinpointisasfollows.PengChaoisaseniorstudentmajoringinlawinSichuanUniversity.In2001,six-year-oldPengaccidentallytouchedahigh-voltagewire,resultinginamputationofbotharms.Nevertheless,thelifelongdisabilitydidnotknockhimdown.Instead,heinsistedonpracticingwritingandeatingwithhisfeet,andredoubledhiseffortsinstudy.Asaresult,hewasadmittedtoSichuanUniversityinthe2015collegeentranceexaminationandrealizedhisdream.

Thisrequiresnotonlythegovernment’ssupportbutalsotheparticipationofthewholesociety.
