-TherequirementsforanATSusedwithinsocialalarmsystemsaresetoutascustomcategoriesutiizingperformancemetricsdrawnfrommorethanonestandardizedATSconfigurationclassdescribedwithEN50136-1:20121

-Performanceparametersarenowprescribedforbothsessionalconnected,switchedpathsorpackedswitchednetworks.

-Differenttechnicalperformancerequirementsforthealarmtransmissionsystemnowincludedforacontrollerdesignedforusewithonelocalunitormultiplelocalunits.

-Requirementshavebeenaddedwheredigitaltoanalogueoranaloguetodigitalsignalconversionisutilized.

-Requirementshavebeenaddedwhereadigitaltoanalogueconversionunitundertakestranslationbetweenananaloguesignallingprotocolandadigitalsignallingprotocol.

-Accounthasbeentakenoftheincreasinguseoflogicalalarmtriggeringwheredatafromseveralsourcesarecombinedtodeterminewhetheraspecifiedalarmtriggeringconditionhasbeenmet.Minimumrequirementsarenowincludedlogicalalarmtriggeringfromanyofthefollowing:triggerdevice,localunitandcontroller,deviceprovisioningandmanagementplatformandthealarmmanagementsystem.

-Securityrequirementsincludingdesignconsiderations,useofcryptographicalgorithmsandsecurityprotocolsnowincludedtoprotectcomponentsofasocialalarmsystemfrommaliciousattacks,inadvertentinfluencesandtoensureprivacyandintegrityofthetransmittedinformation.

Introduction

Asocialalarmsystemprovides24hfacilitiesforalarmtriggering,identification,signaltransmission,alarmreception,loggingand2-wayspeechcommunication,toprovidereassuranceandassistanceforpeopleconsideredtobeatrisk.

Thesocialalarmsystemprovidesstreamingmediabetweenthelocalunit,thecontrollerandthealarmreceivingcentre.Asaminimumitisintheformofvoicecommunicationbutinadditionitmayinclude,statusdata,videoandvoiceorothercontinuousstreamingdata.Alarm,fault,andstatusmessagesmaybereceivedandprocessedatasingle,multipleordifferentARC's.

Thesocialalarmsystemcanincludeoneormanytriggerdevicesconnectedtothelocalunitand/orcontrollerviainterconnections,thesecurityandintegrityofwhichareessentialtoproperoperationofthealarmsystem.AscommunicationsproviderscontinuetomigratetowardsNextGenerationNetworkstheyareincreasinglyconvergingvoicetrafficontotheirpacketbasedIPinfrastructures,whichmightnolongerhavearegulatoryrequirementtosupportin-callDTMFtones.Thiscouldhaveanadverseimpactonthereliabilityofin-calltone-basedprotocolsusedinsocialalarmsystems,whichcoulddrivefuturesystemsdevelopmenttotheuseofcommunicationprotocolsengineeredforpacketbasedtransmissionenvironments.

Socialalarmsystemsarepartofafamilyofalarmsystemssharingcommonstandardsforaspectssuchastheperformancecharacteristicsofthealarmtransmissionsystem.ThesecommonperformancemetricsaredefinedwithintheEN50136seriesandthisdocumentselectstheappropriateperformanceparametersforsocialalarmsystemsbyreferencetotheEN50136series.

4Interconnections

4.1Generalrequirements

Theinterconnectionsshallbedesignedtoprovideareliablemeansofcommunicationbetweentriggeringdevices,thelocalunit(s)andthecontroller.Theinterconnectionmaybewiredand/orwireless.

Theinterconnectionsshallberegardedasanelementinaseriesofconnectedalarmtransmissionpathstowardsthealarmreceivingcentre.

Theminimumperformancerequirementsforalarmtransmissionshallbeasstatedin4.3.Wheretheinterconnectionsareusedforthetransmissionofadditionalservicese.gvideo,habitmonitoringdata,actimetry,theperformanceavailabletoalarmtransmissionshallnotbediminished.

4.2Wireless

ForwirelessinterconnectionsviaRF,frequenciesdesignatedforlowdutycyclehighreliabilityequipment/socialalarmsystems)shallbeusedforthetransmissionofalarmandfaultsignals.

IftheRFinterconnectionisdeliveredusingalternativefrequencies,mitigationtechniquesforensuringreliablecommunicationasdescribedinTable1shallbeapplied.

4.4Monitoring

Forwiredandwirelesstriggerdevicestheinterconnectionsshallbemonitoredforavailability.

4.5Security

Inalarmsystemsthereisariskofmalicioussubstitutionofradiosignalstogeneratefalsealarmorfaultsignals.Whilstinotherapplicationsofalarmsystemsmalicioussubstitutioncouldposeasignificantrisktosystemintegrity,inthecaseofsocialalarmsthisriskisviewedasminimalandthisdocumentmakesnorequirementsforpreventativetechniques.

5Communications

5.1Commentary

AnATSorATPmayincludepermanentdedicatedlinks,permanentvirtuallinksorswitchedlinkswhichmayuseequipmentthatisnotcoveredbytherequirementsofEN50136-2,EN50136-3andthisdocumentormaybeaffectedbyotherapplicationssharingthetransmissionlinks.

AnATPmayinclude:

a)atransmissionlinkthatissharedwithnon-alarmdataapplicationse.g.videoorcorporateLANtraffic,streamingentertainment

b)atransmissionlinkthatcarriesotherATPs,

c)equipmentfromathird-partytransmissionnetworkprovider,whichisnotlocatedateithertheuser'spremisesorthealarmreceivingcentreandisnotclassifiedasATE,

d)equipmentfromathirdpartywhichislocatedattheuser'spremisesbutisnotclassifiedasATE.Theperformance(reliability)ofanATScouldbeaffectedby:

e)unwanted,malformedorotherwisemaliciousincomingdataattheinterfacesoftheSPTorRCT,f)transmissionnetworkcongestionasaresultoftransmissionlinksharing,

g)transmissionnetworkunavailabilityduetoequipmentfailureand/ormaintenance.

NOTEAlarmtransmissionequipmentincludestheterminatione.g.ATAtothealarmtransmissionpath.

5.2Generalrequirements

ThealarmtransmissionsysteminasocialalarmsystemshallmeettherequirementswithinEN50136-1:20121.

Thealarmtransmissionsystemshallsupport,asaminimum,thefollowingcommunications:two-wayaudio,alarmandfaultsignals,andstatusmessages.

TheendtoendtransmissionofaudioshallbeinaccordancewiththeperformancecriteriainEN50134-3:2012,4.2.4andshallsupportcodecG.711(a-law)asaminimumorprovideequivalentperformance.
