braininjurycouldhaveaprofoundprotectiveeffect.Inthreeyears,aninjectionof
progesteronemightbestandardprocedureineveryemergencyresponsearsenal.Thebest
hopeforlegislativereformcomesfromtheNationalNeurotechnologyInitiativeAct,
introducedlastyear,whichcallsfor$200milliontoward"scienceandtechnologythat
