Foreword
AccordingtotherequirementsofDocumentJIANBIAO[2013]No.6,issuedbytheMinistryofHousingandUrban-RuralDevelopmentofthePeople'sRepublicofChina(MOHURD)-"NoticeonPrintingandDistributingtheDevelopmentandRevisionPlanofNationalEngineeringConstructionStandardsandCodesin2013".ThiscodewasformulatedbyTheManagementOfficeofStandardsandNormsforEngineeringConstructionoftheChinaNon-ferrousMetalIndustryandChinaNonferrousMetalChangshaSurveyandDesignInstituteCo.,Ltd.jointedwithrelevantorganizations.
Duringtheprocessofpreparingthiscode,thepreparationgroupinvestigatedandsummarizedthepracticalexperienceofonlinesafetymonitoringoftailingspondinChinainrecentyears,absorbedrelevantscientificandtechnologicalachievementsathomeandabroad,carriedoutspecialstudiesandformedspecialresearchreports.Thenthecodewasfinalizedfollowingthoroughsolicitationofopinions,multiplediscussions,revisions,refinements,andafinalreview.
Thiscodeconsiststenchaptersandfiveappendices,covering:generalprovisions,termsandsymbols,basicrequirements,monitoringsystem,on-siteinspectionandexamination,manualsafetymonitoring,onlinesafetymonitoring,onlinesafetymonitoringsystemintegration,dataanalysisandearlywarning,projectacceptance,operationandmaintenance,dataarchiving,etc.
Theprovisionprintedinboldtypeismandatoryoneandmustbeimplementedstrictly.

1.0.1Thiscodeispreparedwithaviewtounifytheengineeringtechnicalrequirementsfortheonlinesafetymonitoringsystemoftailingsponds,ensuringthequalityofmonitoring.Inaimstoensuringthatitissafeandapplicable,technologicallyadvanced,economicallyreasonable,environmentallyfriendly,andreliableinoperation,realizingthesafetyearlywarningandguaranteeingthesafeoperationoftailingsponds.
1.0.2Thiscodeisapplicabletotheonlinesafetymonitoringfortailingspondsofmetalandnon-metalmine,redmudpond,andmanganeseslagpond.
1.0.3Inadditiontotherequirementsstipulatedinthiscode,theonlinesafetymonitoringoftailingspondsshallalsocomplywiththosespecifiedinthecurrentrelevantstandardsofthenation.

2.1Terms
2.1.1Onlinesafetymonitoringsystemoftailingspond
Theall-weatherautomaticallysafetymonitoringsystemoftailingspondincludingmonitoring,analyzingandearlywarningbyengineeringmeasurement,networkcommumicationandcomputertechnologybasedonelectronicmonitoringinstruments,sensors,powersupply,communicationandotherfacilitiesarearrangedontailingspondarea,tailingsdams,flooddrainagefacilitiesandotherstructures.
2.1.2Onlinesafetymonitoring
Adoptnetworkcommunication,intelligentcontrolandcomputertechnologytocontinuouslyandautomaticallymonitorthesafetystatusoftailingspondthroughmonitoringequipment.
2.1.3Manualsafetymonitoring
Adoptmanualmethodtoregularlymonitorthesafetystatusoftailingspondthroughmonitoringequipment.
2.1.4On-siteinspectionandexamination

3Basicrequirements
3.1Safetymonitoringrequirements
3.1.1Theonlinesafetymonitoringsystemoftailingspondshalloperateeffectively.
3.1.2Theonlinesafetymonitoringoftailingspondshallcomplywithmanualsafetymonitoringmethodsandfrequencies.
3.1.3Theonlinesafetymonitoringsystemfortailingspondshalconductcomprehensiveanalysis,managementandinformationreleaseofonlinesafetymonitoringresults,on-siteinspectionsandmanualsafetymonitoringresults.
3.1.4Tailingspondshallselectitsmonitoringitemsandmonitoringlevelsaccordingtodesignclass,constructionmethodsoftailingsdam,tailingsdischargemethods,pollutionnatureoftailingsandtailingswater,topographicandgeologicalconditions,andgeographicalenvironment,etc.
3.1.5Fortheonlineandoffline(manual)safetymonitoringoftailingspond,theengineeringcoordinatesystemshallbeadoptedwheretheaxisofdamisregardedastheXaxis,andtheleftbankwhenfacingtowardstheouterdamslopeisthepositivedirection;wherefortheYaxis,itisperpendiculartotheaxisofdam,andtheouterdamslopeisatthepositivedirection;wherethepositivedirectionofZaxisshallbetheplumblinedownwarddirection.
3.1.6Thesafetymonitoringandearlywarninginformationoftailingspondmustbereportedimmediatelytotheproductionsafetymanagementdepartmentoftailingspondenterprise.Latentdangerinvestigationandhandlingmustbedoneunderthecircumstancesthattailingspondsafetymonitoringitemisintheorangealertlevel;emergencyhandlingmeasuresmustbetakenunderthecircumstancesthattailingspondsafetymonitoringitemisintheredalertlevel.
3.2Tailingspondclassification
3.2.1ThedesignclassoftailingspondduringitsserviceperiodshallbedeterminedbythewholestoragecapacityofthistimeandthedamheightuponTable3.2.1,andshallbeinaccordancewiththefollowingrequirements:
1Thehigheroneshallprevailunderthecircumstancesthatthearithmeticdifferenceoftailingspondclassdeterminedaccordingtothewholestoragecapacityanddamheightofthetailingpondistheoneclass.
2Theclassshallbedeterminedasthehigherclassminusoneunderthecircumstancesthatthearithmeticdifferenceislargerthanoneclass.Whiletailingsarestoredinabandonedopen-pitsandconcaveground,andnotailingsdamarebuiltinthesurroundingarea,theclassmaybenotdetermined.

3Whilebuildingatailingsdam,tailingspondclassshallbedeterminedaccordingtothedamheightandstoragecapacityoftailingspond.Exceptforthefirst-classstorage,theonesthatmaycauseseriousdisasterstomajordownstreamtowns,industrialandminingenterprises,mainrailwaylines,orhighwaysonceaccidentshappentothetailingspond,couldbeincreaseditsdesignedclassbyoneafterdemonstration.
3.2.2TheleveloftailingspondstructuresshallbedeterminedaccordingtotheclassandimportanceoftailingspondaccordingtothosespecifiedinTable3.2.2.

3.2.3Tailingspondcanbe/dividedintothefollowingcategoriesaccordingtothefluidityandgrainsizesegregationoftailingsstoredintailingspond:
1Thewetdischargedtailingspondwithgoodnaturalfluidity,pipelinetransportationandgrainsizesegregationafterdischarge.
2Thedrystackingtailingspondwhichcannotflownaturally,cannotbetransportedbypipeline,haslowwatercontentandcanmeetdrytransportation,stackingandrolling.
3.2.4Tailingspondcanbedividedintothefollowingcategoriesaccordingtothestackingmethodofthetailingsembankment:
1Upstreamembankment-buildingtailingspondinwhichtailingsornaturalmaterialsareaccumulatedintheupstreamdirectionofthestarterdam,andtheaxisofthecrestoftheembankmentisgraduallymovedtotheupstreamdirectionofthestarterdam.
2Centerlineembankment-buildingtailingspondinwhichthecycloneisusedtoseparatethecoarsetailingsornaturalmaterialstobuildtheembankmentattheaxisofthestarterdam,andtheaxisofthecrestoftheembankmentremainsunchanged.
3Downstreamembankment-buildingtailingspondinwhichthecycloneisusedtoseparatethecoarsetailingsornaturalmaterialstobuildtheembankmentinthedownstreamdirectionofthestarterdam,andtheaxisofthecrestoftheembankmentisgraduallymovedtothedownstreamdirectionofthestarterdam.
4One-stepdam-buildingtailingspondinwhichalldam-buildingmaterialsotherthantailingsareusedtobuildtailingsdamsatonetimeorinstages.

3.3Safetymonitoringlevel
3.3.1Thesafetymonitoringoftailingspondshallincludethesafetymonitoringoftailingspondandgeologicallandslideinthetailingspondarea.
3.3.2Thesafetymonitoringleveloftailingspondshallbaseonthetailingsponddesignedclassandthescaleofthegeologicallandslide,andbedeterminedaccordingtothosespecifiedinTable3.3.2.

3.4Safetymonitoringitems
3.4.1Safetymonitoringitemsoftailingspondshallincludepatrol,routineinspection,damdisplacementmonitoring,outersloperatiomonitoringofembankment,seepagemonitoring,tailings
pondwaterlevelmonitoring,drybeachmonitoring,precipitationmonitoring,flooddischargefacilitymonitoring,videomonitoring,andthedisplacementmonitoringofgeologicallandslidesintailingspondarea.
3.4.2Thesafety'monitoringitemsoftailingspondshallbedeterminedaccordingtothedesignedclassandthedamconstructionmethodofthetailingsdaminaccordancewithTable3.4.2-1and

4Monitoringsystem
4.1Generalrequirements
4.1.1Theonlinesafetymonitoringsystemoftailingspondshallbedesignedasawholebasedontheprincipleof"advanced,applicable,reliableandeconomical"andmaybeimplementedstepbystep.

7Controlcentersettingsofmonitoringsystem.
8Debuggingandcomparisontestofmonitoringsystem.
9Analyzingandprocessingmethodsofmonitoringdataanddatadatabaseconstruction.
10Monitoringinformationreleaseandsafetywarning.
11Operationandmanagementofmonitoringsystem.
4.1.5Theonlinesafetymonitoringsystemoftailingspondshallbeinaccordancewiththefollowingrequirements:
1Shallhavefunctionsofautomaticinspection,responsivemeasurement,andfaultself-diagnosis.
2Shallhavepowerdownprotectionandself-startingfunctions.
3Shallhaveremotecommunicationfunctions.
4Shallhavenetworksecurityprotectionfunctions.
5Shallhavelightningprotectionandanti-interferencefunctions.

8Maymodifythesystemsettings,equipmentparametersandcollectioncycleaccordingtouser'srequirements.
9Shallhavethefunctionsofonlinesafetymonitoring,databackgroundprocessing,databasemanagement,databackup,monitoringfiguresandreportmaking,monitoringinformationqueryandrelease.
10Shallhavefunctionsofsystemmanagement,dataaccess,operationlogs,faultlogs,andpre-alarmrecords.
4.1.6Thelayoutofsurfacedisplacementreferencepointsandworkingreferencepointsshallmeettherequirementsofthefollowingregulations:
1Theerrorsinpointpositionmeasurementandelevationmeasurementofeachmonitoringpointrelativetotheadjacentworkingreferencepointorreferencepointshallbeestimatedaccordingtothemonitoringlevel,instrumenttechnicalindicatorsandthegraphicalstructureofthedisplacementmonitoringnetwork.Themaximumdistancefromthereferencepointorworkingreferencepointtothemonitoringpointshouldbedetermined.
