GlobalBusinessstatement:

RevitolisingtheMultilateralTradingsystematMC14

we,theundersignedbusinessorganisationsfromacrosstheworld,urgeMinistersatthe14thMinisterialconference(MC14)oftheworldTradeorganization(WTO)toadoptareformplantorevitalisetheglobaltradingsystem.

For30years,thewTohasprovidedthestabilityandpredictabilitythatenablebusinessesofallsizestotrade,invest,andcreatejobsaroundtheglobe.Its166Membersrepresent98%of

globaltrade,anditsrulesunderpineverythingfromcustomsproceduresandproduct

standardstointellectualproperty.Businessesrelyonthisframeworkeverydaytofacilitate

crossborderflowsofgoodsandservicesandoperatewithpredictabilityinglobal

markets.

Today,thatfoundationisunderunprecedentedstrain.Theriseofunilateralism,protectionism,andtheinabilityofthewTotoaddressthechallengesofthe21stcenturyandlevelthe

playingfieldhaveunderminedconfidenceintheglobaltradingsystem.AnalysisbyoxfordEconomicscommissionedbyIccshowsthatthelossofafunctioningwTocould

permanentlyreducedevelopingeconomyGDpbyover5percent.Nocountrywouldbespared.

Fragmentoationisalreadyareality.Theproliferationofregionalandbilateraltradeagreementshascreateda"spaghettibowl"ofoverlappingrulesthatraisecostsanduncertaintyfor

business,particularlyforMSMES.Theseagreementsfacilitatecommerceamongsubsetsofcountries,buttheycannotreplaceacoherentandinteroperableglobaltradingsystem·

Internationalbusinessneedsastrong,reformedwTotoensuretheconsistencyandscaleneededfortradetoworkforeveryone.

MC14offersahistoricopportunitytomeetthisdemand.wvecallonMinisterstolaunchatime-boundreformroundofnegotiationsthatrestoresthewTO'scapacitytonegotiate,deliberate,andsettledisputes,ensuringtheglobalsystemremainsrelevanttotwenty-first-centurytraderealities.Ifconsensusiselusive,acoalitionofwillingMembersshouldleadthewayforward.

suchreformmustdelivertangibleeconomicbenefits:restoringbusinessconfidence,

encouraginginvestment,strengtheningcompetitivenessandcreatingjobs.ReformmustallowplurilateralcoalitionsofwTomemberstonegotiateandimplementagreementsonnew

issues.Itmustalsoensurestructuredprivatesectorengagementasanintegralpartofthe

reformprocess,leveragingtheexpertiseofbusinessesastheendusersofthetradingsystem·Aboveall,itmustensurethatmicro,small,andmediumsizedenterprises(MSMES),the

backboneofeveryeconomy,cantradeandgrowunderstable,predictable,andtransparentglobalrules.

Asanimmedioateconfidencebuildingstep,wealsourgewTOMemberstocommittoastandstill,refrainingfromanyrestrictivetrademeasuresduringreformnegotiationsandrenewtheMoratoriumoncustomsDutiesonElectronicTransmissions.Allowingthe

ICC(2025),ThewTO'shiddenvalueHowthemultilateraltradingsystemdeliversforbusinessbeyondtariffs2ICC-oxfordEconomics(2025),TheimpactondevelopingeconomiesofwTodissolution

moratoriumtolapsewouldinjectnewuncertaintyintoglobalmarketsandriskfragmentingdigitaltradejustasecommerceisenablingMSMEstoreachnewmarkets·

Businessstandsreadytosupportgovernmentsinbuildingastronger,moretransparent,andmorepredictabletradingsystem,onethatempowersenterprisestoinvest,createsemployment,anddrivesprosperityineveryeconomy.
