Astechnologyadvancesandtheworld

changes,themobileindustryisevolving

rapidly.With5GAdvancednetworks

enteringcommercialserviceandAIgainingtraction,renewalandreinventionare

everywhere.

Butamidallthedynamismandinnovation,it’svitalthattheglobalmobileindustrydoesn'tcompromiseonthecooperationthathasalwaysunderpinneditssuccess.OneofthegoalsoftheGSMAistoprovidethetrusted,interoperable,future-readytechnicalfoundationsthatsupportglobaldigitaleconomies,publicinfrastructure,andinclusivegrowth.TheGSMAFoundryplaysan

increasinglyimportantroleinenablingustofulfilthatobjective.

Trustisaclearexample.Asscamsandfraud

continuetogrowinscaleandsophistication,

technicalresponsesmustbebuiltintothefabricof

ournetworks.ThroughtheFoundry,GSMAmembersarecollaboratingoninitiativesthatembedverifiable

identity,cryptographyandnetwork-levelintelligencedirectlyintotelecomsinfrastructure.Interoperabilityisfundamentaltothiswork:antifraudmechanismssuchasOpenVerifiableCallingmustoperateseamlessly

acrossnetworksiftheyaretobeeffective.

Interoperabilityisequallyessentialaswemoveinto

thenextphaseofnetworkevolution.Thecapabilities

unlockedby5GAdvanced,andtheintegration

ofnon-terrestrialnetworkswithexistingcellular

infrastructure,willonlydelivertheirfullvalueifthey

functionaspartofacoherentglobalsystem.The

Foundry’sworkinthisareaishelpingensurethat

connectivityremainsreliableandcontinuous,whereverusersare.

Beyondconnectivity,theFoundry’sstrategic

partnershipsareenablingGSMAmemberstoevaluateandadoptadvancedsatellitecapabilities,aswellasAI,cloud-nativecorenetworks,digitaltrustarchitecturesandsecurity.CollaborationwithleadingresearchandsupercomputinginstitutionshasalreadysupportedthedevelopmentofsovereignAI,low-resourcelanguage

modelsandproduction-gradegenerativeAI,alignedwithregionalandnationalpriorities.

ItisparticularlyencouragingtoseesomanyFoundryprojectsprogressingfromproofofconceptto

largescaledeployment.Thisreflectsadeliberate

strategicfocusofbuildinglong-termecosystem

capabilityanddurableinnovationcapacity,ratherthansimplycompletingshort-termprojects.

Atthesametime,theFoundrymustcontinuetolook

ahead.Astechnologiessuchasquantumnetworking,sensingandcomputemature,theywillbecome

foundationalinfrastructurelayersalongsideAIand

non-terrestrialnetworks.Byexpandingintothese

domains,andthroughthedevelopmentofaunified

globallabnetworkandverticalinnovationarchitecture,theFoundryislayingthegroundworktoaccelerate

futurecross-sectoradoptionanddeployment.

Changemaybeconstant,buttheprinciplesthat

underpinthemobileecosystemendure.ThroughtheGSMAFoundry,wewillcontinuetoadvance

collaboration,interoperabilityandtrust–ensuringthattheindustry’s

02.INTRODUCTION

Overthepastfiveyears,GSMAFoundry

hasfirmlyestablisheditselfastheglobal

homeofmobileinnovation.Wehavebuiltahighlyeffectiveopeninnovationmodelthatconnectsoperators,innovators,academia,industryandinvestors.Bybringing

greatmindstogether,theFoundryturns

promisingideasintoscalabledeploymentswithreal-worldimpactacrosstelecomsandthebroadereconomy.

In2025,wedecisivelyshiftedpilotsintoproduction,scalingprovensolutionsacrossnetworks,markets

andregions.Wedemonstratedhownext-generationconnectivity–enabledby5GAdvanced-is

underpinninganotherwaveofinnovationinphysicalAI,robotics,experiencemonetisation,non-terrestrialnetworks(NTNs)andotherexcitingfields.ThroughtheNTNCommunity,theFoundryisaccelerating

theconvergenceofterrestrialnetworksandNTNs,positioningsatelliteandaerialplatformsascore

componentsoffuturemobileinfrastructure.

Closertoearth,increasinglysophisticatedprivate

5Gnetworksareenablingorganisationstotailor

connectivitypreciselytotheirrequirements.ThroughournewPrivateNetworksCommunity,wearecreatingclarityformobileoperatorsandenterprisesaround

architectures,commercialmodels,anddeploymentpathways.

Weare,ofcourse,alsoheavilyinvolvedinthe

developmentofartificialintelligence(AI),whichis

provingtobeoneofthemostdisruptivetechnologies

ofourtime.TheFoundry’smultipleAIprogrammes

havemovedbeyondtheorytodelivery,enabling

sovereignAImodels,production-gradedeploymentsofgenerativeAI,andtherolloutofoperationalAIacross

liveoperatorenvironments.

Meanwhile,theFoundryishelpingtheGSMAto

coordinateaglobalresponsetofraudandscams

acrosstheecosystem.OurprojectdemosatMWC26inBarcelonawillshowcasehowtheindustrycanembedtrust,verifiableidentity,andnetwork-levelintelligencedirectlyintotelecominfrastructure.

Muchofourworkisenabledbystrategicpartnerships.Ourongoingcollaborationswithkeyinstitutions,suchastheEuropeanSpaceAgency(ESA),Barcelona

SupercomputingCenter(BSC)andotherrenowned

researchbodies,areconsistentlyturninghigh-potentialideasintoscalableglobalplatformswithreal-world

impact.In2026,wewillcontinuetodeepenthese

partnerships,expandfundingpathways,andlaunch

newchallengesacrossAI,NTN,quantumtechnologies,andconnectedindustries.

Anotherpriorityforthisyearisthedevelopmentofa

globallabnetworktocreateaunified,telecom-focusedinnovationinfrastructure.Bybringingtogetherlabs,

telcos,startups,technologyproviders,universities,

andindustrypartners,our“labs-as-a-service”platformeliminatessilosandduplicatedeffort,andidentifies

opportunitiesforgenuineinnovation.

Overallengagementhasgrownsignificantly,witha

year-on-year,demonstratingtherisingimportanceof

NTNsinthetelecomecosystem.

AI:AdvancingAIanditsintegrationintothemobileindustry

In2025,therewereconcretedeploymentsofAIacrossthetelecomecosystem.Someofthesedeployments

werefacilitatedbytheGSMAFoundry’spartnershipwiththeBarcelonaSupercomputingCenter(BSC),

whichwasoneofthefirstinstitutionstobeawardedEUAIFactorystatus.BuiltaroundtheMareNostrum5supercomputer,theBSCAIFactoryhasbecomeaone-stophubthathasdemocratisedaccesstohigh-

performancecomputing,expertsupport,datasets,andtrainingacrossstrategicsectorsincludingtelecoms,

technology,health,energyandfinance.

Amajorhighlightof2025wasBSC’sfoundational

supporttoVEONsubsidiaryQazcodeindeveloping

KazLLM,acommerciallydeployed70-billion-parameterlargelanguagemodelintheKazakhlanguage,built

andlaunchedinjustninemonthsandalreadyused

inAItutorapplications.Aswellasdemonstrating

Europe’scapabilitytodeliversovereign,large-scale

generativeAI,thissuccesscatalysedplanstoscale

similarmodelsacrossVEON’sfootprint.Afterinitially

focusingonlanguagetechnologies,BSCisnow

In2025,GSMAFoundrybuiltacoordinatedportfolio

ofinitiativesthattargetfraudattheidentity,

infrastructureandecosystemlevels.Centraltothis

isOpenVerifiableCalling(OVC),aglobalframework

thatembedscryptographically-verifiableidentity

directlyintovoicecalls.Asaresult,OVCenables

trustedcallerauthentication,interoperableverification,andevidence-basedtrustacrossnetworks.Through

mechanisms,suchastheVettingAgentmodel,OVCensuresacaller’sidentityandnumberrightsare

validatedatthesource.OVCalsoadaptsgovernanceconceptsfromregulatedsectors,suchasfinancial

servicesidentityframeworks,tobringstructured,cross-bordertrusttovoicecalls.

Meanwhile,GSMAFoundryisworkingwithTelefónicaTech,TMTIDandDockLabsonprivacy-preserving

Buildingonthestrongmomentumcreatedthrough

progressingAIandNTNs,theFoundrywillplace

agreateremphasisonquantumtechnologies-

broadeningitsscopefrompostquantumsecurityintoquantumnetworking,sensingandcompute.

Anothermajormilestonefortheyearwillbethe

establishmentofaverticalinnovationcentre,closelyintegratedwiththeGSMALabLinkinformation

managementsystem,touniteandaccelerate

collaborationacrosstelco-focusedlabsglobally.

Alongsidethis,theFoundrywillworkthroughthe

GSMA’sConnectedIndustriesteamtoadvance

innovationacrosskeysectors,whileexpanding

collaborationwithresearchinstitutions,academia,

partnershipsdrivetheFoundry’smissiontodeliverglobal,telecom-readyinnovation.

Forexample,thepartnershipwiththeEuropeanSpaceAgency(ESA)hasenabledhigh-potentialknowledge

sharingprojects,whilethecollaborationwiththe

BarcelonaSupercomputingCenterhasacceleratedthedevelopmentoflowresourcelanguageLLMs,suchastheKazLLM,acommercial70billionparameterLLM

model.Thissamecollaborativemodelnowunderpins

theAILanguagesinAfricainitiative,pointingto

howtherightpartnershipscanunlockentirelynewinnovationpathwaysforoperators,ecosystems,andunderservedcommunities.

2.Fundingopportunities

Fundingopportunitiesandinnovationchallenges

remainacorepillaroftheGSMAFoundry’svalue

proposition.Buildingonthestrongdeliveryandimpactofpreviousmulti-millioneurosatellite-terrestrial

projects,theEuropeanSpaceAgency(ESA)and

theGSMAremaincommittedtofurthersupporting

industry-ledinnovationinnon-terrestrialnetworks

(NTN)anddirect-to-deviceconnectivity.Tothatend,theESAismakingavailableafundingpoolofupto

€100millionfor2026.
