Foreword
ThiscodeismodifiedbyCapitalEngineering&.ResearchIncorporationLimited(CERI)inconjunctionwithotherrelevantorganizationsaccordingtotherequirementsofDocumentJIANBIAO[2013]No.169issuedbytheMinistryofHousingandUrban-RuralDevelopment(MOHURD)ofthePeople'sRepublicofChina—"NoticeonPrintingandDistributing'theDevelopmentandRevisionPlanofNationalEngineeringConstructionStandardsin2014'".
Thecodeconsistsof6chaptersand1appendix,covering:generalprovisions,terms,basicrequirements,siteselectionandgenerallayout,designofenvironmentalprotectioninprocedures,anddivisionofenvironmentalprotectionfacilities.
Maincontentofthismodificationincludes:
1.Accordingtothenewlyenactedrelatedlaws,regulations,policiesandstandardspromulgatedbythestate,thebasicrequirements,factorysiteselectionandgenerallayout,andtherelatedcontentsofenvironmentalprotectionineachprocedureofironandsteelindustryofGB50406-2007CodeforDesignofEnvironmentalProtectionofIrowandSteelIndustry(hereinafterreferredtoasoriginalcode)isrevisedandrefined.
2.Theironandsteelindustryhaslownedthecompletecleanproductionindexevaluationsystemandresourcecomprehensiveutilizationcode;therefore,thecontentwhichbelongstothecleanproductiontechnologyorcomprehensiveufilizationtechnologybutisnotdirectlyrelatedwithenvironmentalprotectionfacilityintheoriginalcodewillbeproperlydeleted.Aftertherevisionofthiscode,thedesigncontentofcontrolontheterminalofeachprocedureofironandsteelindustryishighlighted.
Theprovisionsprintedinboldtypeinthiscodearemandatoryonesandmustbeimplementedstrictly.

1.0.1Thecodeisestablishedinordertoimprovetheenvironmentalprotectiondesignleveloftheironandsteelindustryconstructionproject,fullyimplementtheEnvironmentalProtectionLawofthePeople'sRepublicofChinaandtherelatedlaws,regulationsandpoliciesonpollutionpreventionofironandsteelindustry,developmentpoliciesofironandsteelindustryandthelike,andprotectandimprovetheenvironmentquality.
1.0.2Thecodeisapplicabletotheenvironmentalprotectiondesignofconstructionprojectofironandsteelindustry.ironandsteelindustryincludesironore,manganeseore,chromiumoremininganddressing,sintering,pelletizing,coking,ironmaking,steelmaking,rolling,ferroalloy,carbon,refractory
material,metalproductandotherauxiliaryprocesses.Theenvironmentalprotectionofironandsteelindustrycoverstheenvironmentalprotectiondesignonexhaustgas,wastewater,noiseandsolidwastesproducedintheproductionprocessofironandsteelindustry,requirementsonselectionoffactorysiteandgenerallayout,anddivisionofenvironmentalprotectionfacilities.
1.0.3Theenvironmentalprotectiondesignoftheironandsteelindustryconstructionproject,inadditiontocomplyingwiththiscode,shallalsomeettherelatedrequirementsofcurrentnationalstandards.

2.0.1Fluegascleaningofsinteringandpelletizing
Controlthefluegascontainingpollutantsofparticles,sulfurdioxide,oxynitrideNO,fluorideanddioxinproducedinthesinteringandpelletizingproductionprocessofironorepowder.
2.0.2Dedustingofblastfurnacecastinghouse
ControltheparticlesproducedinBFcastinghouse,mainlyincludingtaphole,mainchannel,slagrunner,slagskimmer,tiltingrunner,etc.
2.0.3FluegascleaningofEAFsmelting
Controlthepollutantfluegascontainingparticlesanddioxinproducedinthemelting,oxidativedecarbonizingandreductionsmeltingprocessofEAF
2.0.4Dedustingofprimaryfluegasofconverter
Controltheparticlesinfluegas(includingrecyclinggasandbleedinggas)producedintheoxygenblowingsmeltingprocessofconverter.
2.0.5NewOGmethodforprimaryfluegascleaningofconverter
Adoptthewettypecleaningmethodofspraytowerandannulargapdeviceanddewateringtowerontheparticlesintheprimaryfluegasofconverter.

Coolingwaterwhichisindirectcontactwithcooledequipmentormedium.
2.0.10Recycleutilizationrateofwater
Theratioofrepeatedutilizationamounttototalutilizationamountinthewholeproductionprocessofenterprisewithinthecertainmeteringtime.

3Basicrequirements
3.0.1Thedesigndocumentofconstructionprojectshallcoverthedesigncontentofenvironmentalprotection.
3.0.2Theenvironmentalprotectiondesigncontentoftheconstructionprojectshallbeperformed,constructedandrunningwithmainworkssimultaneously.
3.0.3Theenvironmentalprotectiondesignofconstructionprojectofironandsteelindustryshallstrictlycontrolthetotalemissionamountofpollutantstoensurethattheemissionofpollutantsmeetthestandards.
3.0.4Thedesignofexhaustgas,wastewater,solidwasteandnoiseenvironmentalprotectioncontrolfacilitiesandtheecologicalprotectionintheconstructionprojectofironandsteelindustryshallmeetthefollowingrequirements:
1Matureexhaustgaspollutanttechnologyshallbeadoptedforthepreventionandcontroltechnologyofcleaning;forthegascleaning,drytypecleaningtechnologyshallbereplacedbywettypecleaningtechnology.Wastegaspollutionpreventionandcontrolrequirementsshallbeestablishedinthekeycontrolareasforairpollutioncontroldesignatedbythenation.Aftercleaning,theexhaustgaspollutantineachprocedureshallmeettherequirementsofthenationandlocalironandsteelindustryandrelatedexhaustgaspoHutantemissionstandards.
2Accordingtotheprincipleofwatersupplyanduftilizationbydifferentgradeanddifferentquality,cleanwaterandsewagedivision,recycledutilizationofwater,cascadeutilizationofwater,andothertechnologiesareadoptedtoimprovethe_repeatedutilizationrateofproducedwaterineachprocedure;useurbanrecycledwateraspartofthewatersupplysourcetoreducetheamountofwaterextractedperunit'ofproductandtheamountofdischargedwastewater.Itisstrictlyforbiddentodischargecokingphenol-cyanogenwastewaterandcold-rollingheavymetal-containingwastewaterintotheenvironment.Aftercleaning,thewastewaterpollutantineachprocedureshallmeettherequirementsofnationandlocalironandsteelindustryandrelatedwastewaterpollutantemissionstandards.
3Thesolidwastesshallbetreatedbycomprehensiveutilizationorsafetydisposal.Thestorageanddisposalofsolidwastesshallmeettherequirementsofcurrentnationalstandards,e.g.GB18599StandardforPollutionControlontheStorageandDisposalSiteforGeneralIndustrial
SolidWastes,GB18597StandardforPollutionControlonHazardousWasteStorage,andGB18598StandardforPollutionControlontheSecurityLandfillSiteforHazardousWastes.
4Low-noiseproductionprocessandequipmentshallbeselectedandnoisesourceshallbecontrolled.Afterthenoisesourcesarecontrolledbymeasures,thefactoryboundaryshallmeettherequirementsofnationandlocalironandsteelindustryandrelatedenvironmentnoiseemissionstandardsoffactoryboundary.
5Intheconstruction,runningandclosingprocessoforeminingandoredressingofmetalminesofironandsteelindustry,theecologicalenvironmentalprotectionshallbeenhanced,andtheecologicalenvironmentalprotectionshallbewellplannedandimplemented.

3.0.5Theautomaticmonitoringdesignonexhaustgas,wastewaterandthelikeoftheconstructionprojectofironandsteelindustryshallmeettherelatedcurrentnationaltechnicalrequirements.
3.0.6Forimportedprojects,thepollutantemissionofequipmentanddevicesshallmeettherelatedrequirementsofthecurrentnationalpollutantemissionstandards.

4Siteselectionandgenerallayout
4.1Selectionoffactorysite
4.1.1ThefactorysiteofconstructionprojectmustcomplywiththerelatedlawsandregulationsoftheP.R.CEnvironmentalProtectionLaw.Itisstrictlyforbiddentoselectsitesinlandscapeareasandnaturereserveareasdesignatedbythenationandlocalgovernments.
4.1.2Thefactorysiteshallbeselectedinaccordancewiththerequirementsofnationalandlocalmainfunctionareaplan,environmentalprotectionplan,urbanoverallplan,environmentfunctionareaplanandotherrelatedplans.Thefactorysiteofnewprojectshallnotbeselectedinurbanbuilt-upareas,municipaldistrictsofprefecture-levelandabovecities.
4.1.3Thefactorysiteofprojectshallnotbeselectedinthefollowinglocations:
1Primaryconservationareasandsecondaryconservationareasofsurfacewaterandundergroundwaterdrinkingwatersources.
2Nationalorlocalspecialwaterresourceprotectionareas(hotwater,mineralwaterandthermalspringwater),supplementingareasandrunoffareas.
4.1.4Thesiteofcokingplantofironandsteelindustryshallnotbelocatedatbothbanksofmainrivers,bothsidesofhighways,andwithinonemileoffoodandmedicineenterpriseswithstrictpollutioncontrolrequirements.
4.1.5Theselectionofspecialrailwaysandhighwaysforconstructionprojectsshallminimizethedamageandpollutionofthenaturalecologicalenvironmentsalongtheroutes.
4.1.6Theconstructionprojectthatemitpollutantsintotheatmosphericenvironmentshallnotbebuiltinrivervalleyswhereatmosphericpollutantsaredifficulttodiffused,basins,andareaswithhighstaticwindfrequencies.
4.1.7Theconstructionprojectwithinfluenceonqualityofambientairshallbebuiltatthedownwindsidewithannualmaximum-frequencywinddirectiontoenvironment-sensitiveprotectiongoals,e.g.livingresidentialareas,hospitalsandschools,andshallkeepspecifiedsanitaryprotectiondistancefromlivingresidentialareas.
4.1.8Theadministrativemanagementfacilitiesandlivingfacilitiesoftheconstructionprojectshallbesetatonesidenearthelivingresidentialareasandserveasthenon-extensionendoftheconstructionproject.
4.1.9Thehigh-noiseproductionfacilitiesoftheconstructionprojectshallbecentrallyarrangedintheplacesawayfrompersonconcentrationareasandwithquietrequirements;theanti-noisedistancebetweenthehigh-noiseproductionfacilitiesandtheiradjacentworkplacesshallmeetthecurrentnationalnoiseandsanitaryprotectiondistancestandards.
4.2Generallayout
4.2.1Atthepremisesofreachingconditionsofreasonableproductionprocessandsmoothmaterialtransportation,thegenerallayoutofconstructionprojectshallarrangethefacilitieswithhigherpollutionhazardonthedownwindsidewithannualmaximum-frequencywinddirection,andawayfromtheareas

withhigherenvironmentqualityrequirements.Forthedeterminationofotherfacilitieswithpollutioninfluence,themutualinfluenceandthepollutantstackingshallbeminimized.Thelocationshallbereservedfortheenvironmentalprotectionfacilitieswhicharetemporarysuspendedduetotechnicalproblems.
4.2.2Thecoalstorageyardandthecokestorageyardshallbearrangedtogetherwiththecomprehensivestockyardofironandsteelplant.Whentheyareseparatelyarranged,theyshallbelocatedontheupwindsidewithannualminimum-frequencywinddirectioninthecokingarea.
4.2.3Thesteelslagtreatmentfacilitiesofthesteelmakingworkshopshallbelocatedontheupwindsidewithannualminimum-frequencywinddirectioninthesteelmakingmainplant.
4.2.4Theproductionmanagementareashallbelocatedatthedownwindsidewithannualminimum-frequencywinddirectionintheplant,andshallbeorientedtothecityorlargerresidentialareas.
4.2.5Thefactorysiteofconstructionprojectofironandsteelindustryshallbeselectedinaccordancewiththerelatedrequirementsofthecurrentnationalstandard,e.g.GB50603CodeforDesignofGeneralLayoutandTransportationforIronandSteelEnterprise.

5Designofenvironmentalprotectioninprocedures
5.1Oremining
5.1.1Thedustsuppressionmeasuresandtheairventilatinganddedustingmeasures(wetrockdrilling,watersprinklingandmistspraying)shallbetakenintheproductionproceduresofdrilling(rockdrilling),blasting,shovelingandtransportationintheoreminingprocess.Thedrydusttrappingmeasurescanbetakenforthedrillingoperationinwater-lackareasorhillsideexposedmines.
5.1.2Thespecialwatersprinklingtrucksshallbearrangedinthemines,andbeusedforsprayingwatertoroadstosuppressdustatfixedtime.Theorerockscatteringpreventingmeasureshallbetakeninthetrucktransportationprocess.
5.1.3Theeffectivededustingmeasuresshallbetakeningroundcrushingstationsandundergroundcrushingchambers.Thehigh-efficiencydrytypededustershallbeadoptedforthededustingequipment.
5.1.4Theindustrialsitesofmainwellandauxiliarywellsofundergroundminesandthemouthofairreturnwellshallbekeptawayfromresidentialareas.Whentheconditionsarelimited,theycanbelocatedatthedownwindsidewithannualmaximum-frequencywinddirectionintheresidentialarea.
5.1.5Whenthefueloilpoweredequipmentisusedintheminingprocess,thetailgascleaningdeviceshallbeinstalled.
5.1.6Thewastedumpshall/fullyutilizethewastelandsofhillsidesandvalleys,andminimizetheoccupationoftillagelandsandforestlands.Thesiteofwastedumpshallbeselectedinaccordancewiththerelatedrequirementsofthecurrentnationalstandard,e.g.GB51119CodeforWasteDumpDesignofMetalMine.Thewatersprinklingorotherdustsuppressionmeasuresshallbetakenforthedumpingareasandotherdustproducingpoints.
5.1.7Thewater'inexposedminingpits,andoverflownwaterinundergroundminewellsshallbecollectedanddrainedintowaterstoragetanks,waterstoragepondsandotherwaterstoragefacilities.Aftertreating,theyshallberecycled,orbedrainedafterreachingstandards.
5.1.8Theleachingwaterinwastedump,andtheheavymetalorotherharmfulmineral-containingminewastewatershallbecleaned,andthenberecycled,orbedrainedafterreachingstandards.
5.1.9Thecompletewatercutoffanddrainagesystemsandthebarrierprotectionfacilitiesforpreventionandcontrollingwaterandsoillossshallbeinstalledintheminingyards,wastedumpsandmineroads.
5.1.10Thestabilizingtreatmentfacilitiesshallbetakenfortheexposedminingyardandwastedump;thepreventingandmonitoringfacilitiesshallbeinstalled.Forthegoafwithpossiblecollapsinghazards,thepreventingandmonitoringfacilitiesshallbetakenontheground.
5.1.11Forthemineswithdestroyedlands,thelandsshallbereclaimedinaccordancewiththerelevantprovisionsofthelandreclamationregulationsandtheirimplementationmethods.
5.1.12Thepoisonlesswasterocksofminesmaybeusedasthefillingorbuildingmaterialsfortheexposedminingpits,undergroundgoafs,andminedcollapsingpits.Thewasterockscontainingpoisonousmattersorradioactivemattersshallbedisposedorutilizedaccordingtotherelatedtechnicalrequirements.

5.1.13Thepropersilencing,damping,noisereductionandotherdenoisingmeasuresshallbetakenfortheperforatingmachines,rockdrillingmachines,aircompressors,airventilatorsandotherhigh-noiseequipment.
5.2Oredressing
5.2.1Thepollutionpreventionandcontroloforedressingshallbedesignedaccordingtothetype,quantity,concentrationandemissionmethodofpollutantsintheoredressingtestreportandotherpollutionpreventionandcontrolplans.
5.2.2Whentheoredressingprocessisdesigned,thetransferfrequencyofmaterialshallbereduced,andthefalldifferenceoftransfershallbereduced;thepowerlessdusttrappingdevicemaybeadoptedatthetransferpointofrubberbelt.Thededustingsystemsshallbeinstalledatthedustproducingpointsofproceduresorfacilities,e.g.oretransportation,transfer,orewarehouse,crushingandscreening;thebagtypededusterorelectrostaticprecipitatorshallbeused;thesprayingdust-suppressiondeviceshallbeinstalledatthedustproducingpointswhichcannotbesealedandhavesmallamountofdust.
5.2.3Thehigh-efficiencyfluegascleaningfacilitiesshallbeequippedfortherotarykilnandshaftkilnformagnetizedroasting.
5.2.4Theairventilatinganddedustingmeasuresshallbetakenfortheundergroundoperationspacesoforegrindingandsortingplants,laboratoryandgroundorebin.
5.2.5Thepoisonless,non-corrosiveorlow-poisonandlow-corrosionflotationagentsshallbeselectedfortheflotationoperation.Whenthehigh-alkalinityandhigh-acidityflotationoperationisselected,thewastewatershallberecycledafterneutralized.
5.2.6Theoredressingplantshallbeequippedwithperfectcireulatingwatersystem.Theproductionwastewater(returnwaterofconcentratefiltering,overflownwateroftailingconcentrationtank,coolingwaterofequipment,floorwaterofplantflushingandthelike)andtheclarifiedwateroftailingwarehouseshallbesentintothecirculatingwatersystemtorecycle.
5.2.7Theoredressingplantshallbeequippedwithemergencypondtocollecttheslurrywhichisdischargedundertheemergencycondition.
5.2.8Thetailingslurryshallbeconveyedafterconcentratedathighconcentration;thewearingresistantpipesshallbeusedfortheconveyingsystem,preferablydoublewearingresistantpipes.
5.2.9Thewastetailingsproducedintheoredressingprocessshallbeproperlytreatedwithoutarbitratedischarge.
5.2.10Thesiteselectionandclosingoftailingwarehouseandtheenvironmentalprotectionmeasuresoftailingfacilitiesshallmeettherelatedrequirementsofcurrentnationalstandard,e.g.GB50863CodeforDesignofTailingsFacilities.
5.2.11Thenon-metallicscreennets,springdampers,andotherdenoisingmeasuresshallbeusedforthevibrationscreenofcrushingandscreeningsystem.Thelocalsealingmeasuresshallbetakenforthevibrationscreenandballgrinder.Theundergroundorebinshallbeequippedwithlow-noisefeedinganddischargeequipment.
5.3Stockyard
5.3.1Theraisingdustpreventingmeasuresshallbetakenforthestockyard.Forthestockyardwithinthekeycontrolarea,andthestockyardoutsidekeycontrolareabutwithincityplanningarea,the

closedtypematerialstorageprocessshallbeadoptedforbulkmaterials.Forthestockyardoutsidekeycontrolareaandcityplanningarea,thedustproofnet,watersprayingorsurfacecoveringagentsprayingandotherpollutionpreventionandcontrolmeasuresshallbetaken.
5.3.2Thebulkmaterialsshallbeconveyedbytheautomaticcontinuousconveyingfacilities;thematerialstackingandreclaimingdeviceshallbeequippedwithsprayingdustsuppressiondevice.
5.3.3Forthestockyardwithinkeycontrolarea,therubberconveyorshallbeequippedwithenclosedcorridorortakeothersealedtransportationtypes;therubberconveyorsinotherareasshallbeequippedwithbeltcovers.Thesealingmeasuresshallbetakenfortheproducingdustpointsinthetransfer,dischargeandreceivingprocessofbeltconveyor,andbeequippedwithdedustingordustsuppressionfacilities.Thesealingmeasuresshallbetakenforthedustproducingpointsofcrushingandscreeningfacilities,andbeequippedwithdedustingfacilities.
5.3.4Thesealingmeasuresshallbetakenforthetraindumpersandtruckreceivingtrough,andbeequippedwithdedustingfacilitiesorhigh-efficiencysprayingdustsuppressiondevices.
5.3.5Thesealingdevicesshallbeinstalledinthedustdischarge,conveyingandstorageprocessofdeduster;whenthedustisconveyedinlongdistance,thesealedconveyingtypeshallbeadoptedforthepneumaticconveyingtypeorclosedtypetankcar,withoutsecondarypollution.
5.3.6Thecarservicerackshallbesetatanexitofstockyard.
5.3.7Therainwaterdrainagesystemofstockyardshallbeequippedwithprecipitatingtank;theprecipitatedrainwatershallberecycled.Theflushingwatershallbecollectedandtreated,andthenrecycled.
5.3.8Thedustandwatertreatmentsludgecollectedbydedustingfacilityshallberecycled,withoutsecondarypollution.
5.3.9Thesileneing,sound/isolation,dampingandothernoisecontrolmeasuresshallbetakenforthecrushingandscreeningequipment,fansandotherhigh-noisesources.Theequipmentlayerswithtransferstations,crushingandscreeningstationsandotherhigh-noisenoisesshallbesealed.
5.4Sinteringandpelletizing
5.4.1Thefollowingrequirementsshallbemetinthematerialconveyingprocess:
