TheGFCCUniversityandResearchLeadershipForum(URLF)studytriptoLisbon,

heldinpartnershipwithUniversidadeCatólicaPortuguesa(UCP)fromJuly8-11,2025,wasatremendoussuccess.UndertheinspiringleadershipofPresidentIsabelGilandherexceptionalteam,participantsexperiencedfirst-handhowUCPexemplifiesthetransformationalroleuniversitiesplayindrivingplace-makinginnovation—aconceptthatliesattheheartofthisphaseoftheURLF.Asvisionaryleaders,theyareguidingUCPtowardbecomingacatalystforsocialchangeandeconomictransformation

withinPortugalandbeyond,fosteringathrivinginnovationecosysteminLisbon.

Adistinguishedgroupofindustry,government,andacademicleadersfromtheGFCCcommunityjoinedfourdaysoflivelydiscussionscenteredaroundtherolesuniversitiesplayasinnovationandeconomicgrowthengines,andasdriversoftheirlocalecosystems.Ourmemberswitnessedina

deep,expertlycurated,andhighlypersonalwayanimpressivelevelofcommitmentfrom

organizationsandleadersacrossLisbontobuildthefuture.ThisdedicationremainsaninspirationourGFCCcolleagueshavecarriedbacktotheirhomeinstitutionsandregions.

Lisbon—acitysteepedinhistoricalsignificanceandrecognizedasthe2023EuropeanCapitalof

Innovation—providedtheperfectsettingfortheseactivities.Thecity'slegacyasahubof

explorationanditsadventurousspiritservedasaninspiringbackdropforthediscussionsonthe

evolvingroleofuniversitiesinaddressinglocalandglobalchallenges.FromthehistoricPraçado

ComérciototheinnovativeBeatoInnovationDistrict,participantsexperiencedacitythathas

transformeditselfoverthepastdecadeintoamagnetforinnovatorsfromacrossPortugal,theEU,andtheworld.

Universitiesareanchorsinallofourcommunities,especiallyintimesoftransformationand

turbulence.Theyplaywell-knownrolesineducationandtraining,buttheyalsobringcommunitiestogetheranddriveeconomicgrowth.Thisiscrucialnowmorethanever,asrecenttechnologicaladvancements,suchasthoseweareallwatchingunfoldintheAIdomain,arehappeningatan

unprecedentedpace.Asweallrecognize,universitiescanandshouldcapitalizeonthesenewopportunitiesforimpact.

TheGFCClaunchedtheURLFin2016asaplatformforleaderstocollaborateonrethinkingand

reshapingthefutureofhighereducationforimpact.Thisexciting,newphaseoftheURLFfocusedonplace-makinginnovationisexamininghowuniversitiesserveascatalystsofsocialchangeandeconomictransformationwithintheircommunitiesandregionaleconomies,particularlyinthe

contextofarapidlyevolvingglobaldigitalinnovationeconomy.Followingourlaunchmeetingat

AstonUniversityinBirminghaminNovember2024,theLisbonstudytripmarkedthesecondstoponajourneythatwillincludemanyotheruniversitiesandcitiesaroundtheglobeintheyearsto

come.Lisbon'sjourneyoffersvaluablelessonsinhowcreativitybornofnecessitycandriveinnovation.

Unlikeglobalhubsbuiltonmassivegovernmentinvestment,Lisbonhasturnedresource

constraintsintostrategicadvantages,leveragingitsuniqueculturalDNA,qualityoflife,and

relativelylowoperatingcoststoattractinternationaltalentandestablishitselfasanemerginginnovationpowerhouse.Thecity'ssuccessinfosteringathrivingecosystemwhereuniversities,corporations,entrepreneurs,andpolicymakersworktogetherdemonstrateshoworganic

collaboration—ratherthantop-downmandates—cancatalyzetransformation.

Throughoutthestudytrip,participantsexploredpioneeringinitiativesthatexemplifythis

collaborativemodel.TheUnicornFactoryLisboaattheBeatoInnovationDistrictshowcases

strategicplacemakingthatsupportscompaniesfromnascentideastomassivescale-ups.The

ChampalimaudCentrefortheUnknowndemonstratesthepowerof"fusionresearch,"integratingcutting-edgebiomedicalresearchwithclinicalpractice.VisitstoinnovationcenterslikeDivergeandtheSiemensTechHubillustratedhowglobalcompaniesweavethemselvesintolocal

ecosystems,creatingmutuallybeneficialrelationshipsthatdrivebothlocalandglobalimpact.

UniversidadeCatólicaPortuguesaplaysafundamentalroleinthisecosystem.ThroughinitiativesliketheCatólicaLisbonEntrepreneurshipCentre(CLEC)andtheCatólicaInternationalBusinessPlatform,UCPdemonstratesacomprehensiveapproachthataddressesbothtalentdevelopmentandtheinternationalizationofPortuguesecompanies.Theuniversity'scommitmentto

interdisciplinaryresearch,with1,400researchersacross14researchunitsandsixunitsratedasexcellentinthe2025FCTassessment,underscoresitspositionasadriverofinnovationwithrealsocietalimpact.

distinguishedgatheringbroughttogetheranexceptionalcommunityofscholars,policymakers,andinnovators,unitedbyasharedcommitmenttoadvancingknowledge,fosteringresponsible

leadership,andstrengtheningthefoundationsofglobalcompetitiveness.

HostingthisimportantinitiativeinLisbonofferedavaluableopportunitytoshowcasePortugalsvibrantresearchandinnovationecosystem,aswellasourenduringdedicationtodialogue,

UCPwasbornoutofavisionofdoingbetteranddoingotherwisetoimpactsocietyandnurturetalent.Andthisiswhatwehavebeensuccessfullyaccomplishingoverthepastdecades.Theuniversityhasbroughtinnovationtotheheartofhigher

TheGFCC'srecentLisbonstudytrip,inpartnershipwithUniversidadeCatólicaPortuguesa(UCP),offeredapowerfullookataninnovationecosystemdefinedbyresilienceandingenuity.Unlike

globalhubsbuiltonmassivegovernmentinvestment,Lisbon'ssuccessstoryisatestamenttohowacitycanturnresourceconstraintsintoastrategicadvantage,leveragingitsuniquehistoricalandculturalDNAtofosterathriving,organicinnovationscene.

Aheritageofadventureandgrit

Lisbon'sinnovationstoryisnotanewone;itisrootedinalegacyofexplorationandglobal

discovery.Thisdeep-seated"adventurousspirit"hasbeenre-channeledfrommaritimevoyagestoentrepreneurialventures.Ratherthanwaitingfortop-downdirectives,acultureofindependent

Lisbon'sinnovationnarrativeisasmuchaboutpeopleasitisabouttechnology.Itsvibrantculture,richhistory,andattractiveurbansettingmakeitapowerfulmagnetforyoung,internationaltalent.Infact,thecitywasnamedthenumberoneemergingsourceofengineeringtalentbyasurveyof

startupfoundersandrecruitersconductedinEurope[1].Inaddition,thenumberofforeigncitizenslivinginPortugalhasquadrupledinsevenyears,witharecordofaround1.5millionforeigners

registeredattheendof2024[2].

Thecity'squalityoflifeandrelativelylowcostoflivingcreateawelcomingenvironmentfordigitalnomads,students,andearly-stageentrepreneurs.Lisbonisconsistentlyrankedasatopglobal

destinationforremoteworkers,suchasranking5thintheSavillsExecutiveNomadIndex(2025)[3],whichassessesqualityoflife,climate,andconnectivity.TheintroductionoftheDigitalNomadVisa(D8)in2022hasfurtherstreamlinedthisinflux,withthousandsofindividualsrelocatingthrough

thisresidencyoption.Thisinfluxofdiverse,skilledprofessionalsinjectsfreshperspectivesandenergyintotheecosystem,creatingafertilegroundfornewideasandcollaborations.

Aneconomicsweetspotforgrowth

Forcorporationsandstartups,Lisbonoffersacompellingvalueproposition.Thecombinationofahighlyskilledtalentpoolandarelativelylow-costoperatingenvironmentmakesitanideallocationforawiderangeofventures.Thiseconomic"sweetspot"hasnotonlybredanewgenerationoflocalcompaniesbuthasalsodrawninternationalfirmslookingtoestablishcreativeandcost-effectiveEuropeanbaseswithglobalreach.

InLisbon,wesawacompellingmodelforglobalcompetitiveness.Thecity'ssuccessisadisplaythatcross-sector--universities,industryandgovernment--partnershipscancatalyze

Portugalismakingsignificantstridesontheglobaleconomicandinnovationstage.Inrecentyears,thecountryanditscapital,Lisbon,haveundergonearemarkabletransformation,evolvinginto

centersforeconomicgrowthandinnovation.FromGDPfigurestostrategicinvestmentsin

technologyandthrivingurbanhubs,Portugalpresentsacasestudyofanationinfullevolution.

Portugal'srecenthistoryismarkedbyasignificanteconomicrecoveryandareductionintheunemploymentratefollowingthefinancialcrisisyears.

Portugal'seconomyexperiencedasignificantrecoveryfrom2015to2023,characterizedbya

turnaroundinUnemploymentRates,whichfellsharplyfromahighof12.45%in2015toalowof

6.01%in2022,beforeslightlyincreasingto6.38%in2024.Concurrently,GDPperCapitashowed

consistentgrowthupto2019,experiencedatemporarydipduringthe2020pandemic,butthen

reboundedtoreachahistorichighby2024(27,816EUR).Finally,Inflationremainedlowornearzeroformostoftheperiodbutmirroredtheglobaltrendofsharpincreasesin2022and2023,primarilydrivenbygeopoliticaleventsandsupplychainissues,beforebeingforecastedtoslowsignificantlyto2.7%in2024.

Definedbyasubstantialservicessectorandadynamicexportmarket,Portugal'seconomic

structurereliesheavilyoninternationaltradeandsmallbusinesses.In2024,thenation'sexportsofmanufacturedgoodswereparticularlystrong,reachingE132.6billion.Thisperformancewasdrivenbykeysectorssuchasautomotiveparts,machineryandequipment,textilesandapparel,corkand

corkproducts,andagriculturalproductsandwine⁴.Micro,SmallandMediumEnterprisesrepresented99.9%ofnon-financialenterprisesinPortugalin2023.

Portugaliscurrentlynavigatingthechallengeofanagingpopulation,withamedianageofabout

47.3yearsandoveraquarterofresidents(24.3%)aged65andoveraccordingtodatafromINE

(NationalInstituteofStatistics).Thislong-standingtrendofnegativenaturalgrowthcausedthepopulationtoshrinkbetween2015and2018.However,thisdeclinehasbeenentirelyreversedbyimmigration.Withthepopulationatapproximately10.75millionin2024,thecurrentannualgrowthofabout1.0%isdrivenbyNetMigration,whichreachedadecade-highof+155,701in2023

accordingtodatafromAIMA(AgencyforIntegration,MigrationandAsylum).
