1.0编制目的及合用范围:PurposeforPreparationandScopeofApplication
1.1本规定合用于上海SECC090xl()4l/a乙烯项目(以下简称SECCO项目)的现场施工质
量管理工作。
ThesestipulationsareapplicabletothesiteconstructionqualitymanagementofShanghaiSECCO
90x)04t/aEtheneProject(hereinafterreferredtoasSECCOproject).
1.2本规定是为了明确SECCO项目的现场施工质量管理工作的职责、工作内容、工作流程、
方法以及设计、采购、施工的协调,推行现代化、科学化、规范化的项目管理模式而编制的。
Thesestipulationsarepreparedforthepurposeofdefiningtheresponsibilities,workingcontents,
operatingprocessandproceduresforthesiteconstructionqualitymanagementoftheSECCO
projectandforcoordinationamongthedesign,procurementandconstruction,soaslopursuethe
modernized,scientificandstanthrdizedmodeforprojectmanagement
2.0编制原则PrinciplesforPreparation
2.1本细则在项目质量管理目的合理分解、项目质量管理组织已经确立的前提下,以项目的
规律效应性和操作实用性为原则编制的。
Theserulesarepreparedontheprincipleofthelaweffectivenessandoperatingpracticabilityof
theproject,underthepreconditionthattheobjectivesoftheprojectqualitymanagementhave
beenreasonablydecomposedandtheorganizationofprojectqualitymanagementhasbeen
established.
2.2本细则注意到质量检查评估中工程划分与WBS分解结构在施工管理中的内在联系,我
们强调将两者的划分尽量统%
Theseruleshavegivenfullattentiontotheinherentlinksbetweentheprojectcomponentdivision
inthequalityinspectionandevaluationandWBSdecomposedstructureintheconstruction
management.Weemphasize(hatthetwodivisionsshouldbeunifiedasfaraspossible.
2.3为加强积极控制的力度,本细则建议建立专业施工管理台帐,将施工质量控制纳入现场
施工管理体系,专业工程师应参与重要的材料和设备的招标订货会议,了解产品质量、协议
技术规定、厂家售后服务及到货情况。以便在施工管理台帐中列出每月到货清单,使材料报
检及工程报检工作系统化。
Inordertostrengthenthepowerofactivecontrol,itisrecommendedbytheserulesthata
specializedconstructionmanagementrecordbookisestablishedtointegratetheconstruction
qualitycontrolintositeconstructionmanagementsystem.Itisalsosuggestedthatspecialist
engineersshouldparticipateinthebiddingandorderingmeetingsforimportantmaterialsand
equipmenttogetacquaintedwiththeproductquality,thetechnicalrequirementsofthecontract,
after-saleserviceprovidedbymanufacturerandthedeliverystatus.Andthenitispossibletoput
themonthlygoods-arrivallistintheconstructionmanagementrecordbookandtorealizethe
systematizationofmaterialacceptanceandengineeringinspectionprocedures.

4.0冲突与协调ConflictandCoordination
中国政府法规、SECCO项目规定、标准和规范(涉及国内的和国外的):

当在项目执行过程中,中国政府法规、SECCO项目规定及标准、规范间有矛盾时,执行的
顺序应当是:中国政府法规、SECCO项目规定、标准和规范规定。
Whenaconflictoccursin(heprocessofprojectimplementationbetween(helawsandregulations
issuedbyChinesegovernmentandthestipulations,standardsandcodesofSECCOproject,the
priorityorderforimplementationshouldbefirstlythelawsandregulationsissuedbyChinese
governmentandthentherequirementsofthestipulations,standardsandcodesofSECCOproject.

5.1专业技术经理Specialisttechnicalmanager
5.1.1负责分管专业的施工技术与施工质量的管理工作:
Toberesponsiblefortheconstructiontechnicalandqualitymanagementofthespecialtyhc/shcis
assignedtotakechargeof;
5.1.2指导专业工程师的工作,监督和支持设计、采购、施工、监理、检测承包商的有关
工作:
Togiveinstructionstothespecialistengineer,tosuperviseandsupportthedesign,procurement,
constructionandsupervisorymanagementandtocheckthecontractor'swork.
5.2专业工程师Specialisiengineer
5.2.1各包专业工程师是由建设部核心组派出,直接接受专业技术经理的指导和考核,同
时在各项目包接受各施工经理的领导。
SpecialistengineersofdifferentcomponentpackagesaresentbythecoregroupoftheMinistryof
Constructionanddirectlysubjecttotheinstructionandexaminationmadebythespecialist
technicalmanagers.Althesametimetheyshouldbeundertheleadershipoftheconstruction
managersoftherespectivecomponentpackages.
5.2.2各包专业工程师在项目执行过程中所发生的重要技术变更及工程量确认,向施工经
理报告的同时应抄报建设部核心组S业技术经理。
Thespecialistengineerofapackageshallreporttotheconstruciionmanageraboutthemajor
technicalchangesandengineeringvolumeverificationintheprocessofprojectimplementation
andsimiillaneonslysendnduplicatetothespecialistlechnicalmanagerofIhecoregroupinihe
MinisiryofConstruction.
5.2.3各包专业工程师的专业技术及质量周报、月报和工作投告,向施工经理报告的同时
应抄报建设部核心组专业技术经理。
Thetechnologicalinformationofthepackagespecialistengineer,aswellasthequalityweekly
report,monthlyreportandworkingreportshallbesubmittedtotheconstructionmanageranda
copyshallbesimultaneouslymadetothespecialisttechnicalmanagerofthecoregroup,Minisiry
ofConstruction.
6.0HSE
6.1HSE规定HSErequirements
详见SECCO的HSE文献RefertoSECCOHSEdocumentfordetails.
6.2SECCO项目中,无论业主还是承包商都应遵守和执行SECCO的HSE文献规定,专
业工程师在具体的工作中应协助HSE工程师贯彻和监督SECCO的HSE规定。
InSECCOproject,boththeClientandcontractorshouldobserveandfollowtherequirementsof
SECCOHSEdocument.ThespecialistengineershouldassistHSEengineeriniheimplementation
andsupervisionofSECCOHSEstipulationsin(hespecificwork.
7.0施工过程中工程施工质量的控制QualityControlintheProcessofConstruction
7.1重要依据Mainbasis
7.1.1各承包协议条件及项目前期技术函件
Variouscontractconditionsandtechnicalcorrespondenceattheinitialphaseoftheproject;
7.1.2图纸、相关设计文献Drawingsandrelevantdesigndocuments;
7.1.3规范及检查、实验标准Codesandstandardsforinspectionandtest;
7.1.4项目施工质量计划Constructionqualityplanoftheproject.
7.2熟悉现场管理体系、建立工作接口
Acquaintancewithsitemanagenentsystemandestablishmentofworkinginterface
7.2.1专业工程师应了解行业质量监督制度,熟悉本次项目的监督机构一中石化质量监督
总站发布的质量监督方案,在制定工程质量控制点时,应将质量监督方案及质量评估的规定
纳入质量管理体系。
Aspecialistengineershouldbeacquaintedwithqualitysupervisionsystemofhis/herspecific
industryandfamiliarwiththequalitysupervisionprogramissuedbythesupervisoryinstitutionof
thisproject,i.e..ChinesePetrochemicalQualitySupervisionStation.Whenqualitycontrolpoints
aresetup,thequalitysupeiwisionprogramandthequalificationrequirementsshouldbeincluded
inthequalitymanagementsystem.
7.2.2专业工程师应充足了解工程监理制度,熟悉监理规划及监理实行细则内容。
Aspecialistengineershouldfullyknow(heprojectsupervisorymanagementsystemandbe
familiarwiththecontentsandprovisionsinthesupervisorymanagementplanandthesupervisor)-
managementimplementationdetailrules.
7.2.3采购质检接口:理顺管理体系,加强组织互动,专业工程师应与采购质检工程师和
采购T程师密切合作,及时了解材料、配件到优情况及抽检计划,Interfaceofprocurementto
qualityinspection:Torationalize(hemanagementsystemandstrengthentheorganizational
interaction,aspecialistengineershouldmakeaclosecooperationwiththeprocurementquality
controlengineerandprocurementengineer,timelygetinformationonmaterialandaccessoiy
arrivalandmakeaspotcheckaccordingtotheplan.
7.2.4专业工程师应熟悉各承包商项目组织机构,质量管理体系,应注意考察各承包商质
量管理体系的效力及执行能力能否满足质量管理规定。SECCO各项目专业工程师重点考察
的内容如下:
Aspecialistengineershouldbefamiliartotheprojectorganizationalstructureandquality
managementsystemofvariouscontractors,andespeciallyinvestigatewhethertheeffectiveness
andimplementingabilityoftheirqualitymanagementsystemscansatisfytheprojectquality
managementrequirements.ForSECCOspecialistengineersintheirinvestigation,focusshouldbe
putonfollowingaspects:
7.2.4.1管道组成件的管理与发放制度,应注意发放的材料记录是否完整,能否保证材料跟
踪的规定。

requirements.
7.2.4.2焊条烘干及发放制度

7.2.43是否具有阀门实验设备,光谱分析仪,漆膜测厚仪,测厚仪、电火花检测仪、风向
仪。焊条烘干及保温设备是否完好,其相关仪表是否完好等。

electric-sparkdetectorandanemoscopeareavailable,weldingelectrodediyingandinsulating

7.2.4.4完整具体的标记体系。应注意审查下列碳素钢管道应有不同的色标:

7.3技术准备TechnicalPreparations
7.3.1熟悉图纸及设计文献,掌握设计意图,施工规定、技术措施和注意事项;熟悉施工
平面布置,“七通一平”及地下障碍物情况资料。
Getfamiliarwiththedrawingsanddesigndocumentsandunderstandthedesignintention,
constructionrequirements,constructionmeasuresandcautionmatters;getfamiliarwiththelayout
ofthefloorplan,the“seven'accessible'andone'flal"'(fortheinlrastnictnre,suchasaccessible
towater,electricity,etc,andthelevelingoftheground)andtheinformationaboutunderground
obstacles.
7.3.2整理工程内容、工程量、工作量,收集材料订货清单,着手编制施工管理台帐(附
件1)及管道工程实物量表(附件2),制定月质量检查计划。

anddrawupConstructionManagementRecordBook(Appendix1)andPhysicalQuantitySheet

7.4组织设计交底OrganizationDesignBriefing
管道工程的设计交底,一般涉及下列内容:

7.4.1设计规模、工艺流程及有关设备:

7.4.2平面布置:PlotPlan
7.4.3工程特点、特殊技术规定、施工标准及验收规范:

7.4.4特殊管道材料,新材料、新技术的应用有无问题:

7.5图纸与设计文献会审
JointCheck-upofDrawingsandDesignDocuments
图纸会审应在熟悉设计资料及技术条件的基础上进行,重要应审查下列内容:
Thejointcheck-upofdrawingsmustbeconductedonthebasisofthefamiliarizationofdesign
documentsandtechnicalconditions.Thefollowingsarethemaincontentstobechecked:
7.5.1图纸及其他设计文献是否齐全:设计深度是否满足施工规定,设计是否漏项:
Makesureifthedrawingsandotherdocumentsarcintact,thedesigningdepthmeetthe
constructionrequirementsandthedesignhasanyomission;
7.5.2图纸说明书一览表等相关内容是否一致;
Makesureifthedrawings,theinstructionmanual,thedatasheetandotherrelevantdocumentsare
consistentfromeachother;
7.5.3管道平面图与管段图是否相符:规格、材质、型号、教量设计参数等有无矛盾:管
道布置在空间上有无碰撞;
MakesureifthePipingLayou:drawingsandtheisometricsdrawingsareconsistentfromeach
other,anycontradictioninspecification,material,model,quantityanddesignparameterexistsand
anyconflictofpipinginthespaceoccurs;
7.5.4管道与其他专业的设施在空间上有无矛盾,如工艺管道与通风、电气、仪表、给排
水、采暖消防等专业的设施是否协调:
Makesureiftheconflictbetweenthepipingandotherprofessionalfacilities,suchasthefacilities
forventilation,eleclricily,instruments,watersupplyanddrainage,healingandfirecontrol,occurs.
7.5.5管道与设备接口的标高、坐标、方位及管口尺寸、压力等级是否相符;
Makesureif(heelevation,coordinate,direction,diameterofpipeorificeandpressureratingofthe
pipesthatisconnectedwith(herelivetionequipmentareinconformity;
7.5.6设计选用的施工标准及技术规定是否可行:
Makesureiftheconstructionstandardandtechnicalrequirementsadoptedinthedesignare
practicable.
7.5.7设计是否漏项。Makesiueifthedesignhasanyomissions.
7.5.8图纸专业会审后,有关人员还应参与图纸综合会审,解决管道专业与其他专业之间
在图纸上的不协调问题,商定重要施工程序,协调个专业间的矫车配合施工问题。
Afterthespecializedjointcheck-upofthedrawings,therelevantpersonnelshouldalsoparticipate
inthegeneraljointcheck-upofdrawingstosolvetheinconsistenceprobleminthedrawings
betweenpipingdisciplineandotherdiscipline,decidethemainconstructionprocedureand
coordinaterheuseofcarsindifferentconstructions.
7.5.9一般设计交底和图纸会审同时进行,会议应编写会议纪耍。召开会议应告知质量监督
站、监理公司、施工单位等单位参与。

Conferenceminutesshallbekept.NoticesforconveningconferenceshallbesenttoQuality
SupervisionStation,SupervisionCompanyandvariousconstructionunits.
7.6审查施工组织设计和施工方案

7.6.1审查施工单位的质量保证体系是否健全。要审查质量保证体系中质量方针、目的和
职责并在质量保证体系中通过质量策划、质量控制、质量保证和质量改善使其实行的所有管
理智能的所有活动。审查组织机构、程序、过程和资源情况是否能满足规定:

7.6.4审核对新技术、新材料的应用情况;

7.6.12审查施工单位对《施工关犍、特殊工序管理的规定》:

7.6.13审查施工单位的质量报表、质量事故报告制度是否完善。

7.7施工过程的质量控制点的制定和检查程序

771制定质量控制点:SECCO工程项目的施工的质量管理采用A、B、C三级控制,每一
级别质量控制点的控制内容可根据具体工程情况和结构特点制定。在控制点中尽量明确其操
作方法、检查制度、工作流程、工作内容及填写表格。每检查完一项就要按照有关规定填写
有关表格,检查与签署同步,规定施工承包商认真填写。

thequalitycontrolpointsateachlevelarcdeterminedaccordingcothespecificconstruction
situationandstructuralfeatures.Theoperationmethods,inspectionregulation,workingflow,
workingcontentsandformstobefilledinmustbeprescribedaspreciselyaspossible.Relevant
formsmustbefilledinaccording(otherelevantrequirementsuponthecompletionofeach
inspectionitem.Theinspectionprocessshallbesimultaneouslyconductedalongwiththesigning
process.Theconstructioncontractormustfillintheformsseriously.
7.7.2质量控制点检查程序:施工承包商按A、B级质量控制点的控制内容,应提前24小时
书面告知SECCO各项目专业工程师和监理工程师。书面告知应涉及:单位工程名称,检查
内容及部位、检查时间和地点。SECCO各项目专业工程师应及时对告知内容进行检查并对
质量状态进行鉴定,视具体情况有权对该部位作出停工、返工和继续检查的决定。

inspectionitemsandparts,theinspectiontimeandplaces.Thespecializedengineersofvarious
projectsofSECCOmusttimelyexaminethecontentsofthenoticeandjudgethequalitystatusof
theprojectandhavetherighttomakedecisions,accordingto(hespecificsituation,concerning
whethertostoporredotheworkortocontinuetheinspectiontothegivenpart.
7.7.3检查记录:所有质量控制点都填写检查记录(即填写共检表)和工程建设交工技术文
献(SH3503-2023)中的有关表格,其中填写的有关工程建设交工技术文献(SH3503-
2023)中的有关表格由各施工承包商保存,编写交工技术文献时进入交工资料中。工程建设
交工技术文献不包含的应返回SECCO各项目专业工程师名杳:C级控制点属于各施工承包
商自检内容,由各施工承包商组织进行,填写书面记录作为交工资料或分项工程质量评估的
依据。SECCO各项目专业工程师保存对C级控制点的抽查权,并保存抽查记录。
InspectionRecords:AllQualityControlPointsmustkeepanInspectionRecord(orJoint
InspectionRecord)andrelevantformsspecifiedintheTechnicalDocumentfor(heHandoverof
ProjectConstiuctionWork(SH3503—2023).TherelevantformsspecifiedintheTechnical
DocumentfortheHandoverofProjectConstructionWork(SH3503—2023)mustbekeptby
variousconstructioncontractorsandbeputinto(heworkhandoverdocumentswhenpreparing
TechnicalDocumentsforWorkHandover.ThedocumentsnotspecifiedintheTechnical
DocumentfortheHandoverofProjectConstructionWorkmustbereturnedtothespecialized
engineersofvariousprojectsofSECCOforreference.TheC-Icvelcontrolpointsareitemsiobe
inspectedbyvariousconstructioncontractorsthemselves.Writtenrecordsinthisrespectmustbe
madetofunctionasHandoverWorkDocumentsorthebasisfortheevaluationofthequalityof
sub-projects.SpecializedengineersofvariousprojectsofSECCOreservestherighttomake
spot-checkfor(heC-levelControlPointandreservesthespot-checkrecords.
7.7.4管道组成件现场质量问题解决程序
Handlingprocedureforon-sitcqualityproblemsofpipingcomponents.
7.7.4.1在管道预制、安装阶段,各承包商现场施工人员一旦发现管道组成件存在质量问题,
应立即停止施工。
Duringthepipingfabricationandinstallationstage,oncediscoveringanyqualityprobleminthe
pipingcomponents,thesiteconstructionpersonnelof(hecontractorsmustimmediatelystopthe
construction.
7.7.4.2标记缺陷位置,核对标记并保存缺陷样品,及时以口头或书面形式向SECCO各项
目专业工程师报告。

thespecializedengineersinoralorwrittenformaboutihcflaws.
7.7.43SECCO各项目专业工程师负责告知采购质检工程师,采购负责与制造厂家联系。

inspectionengineerforprocurementtocontactthemanufacturer.
774.4SECCO各项目专业工程师、质检工程师负责拟定管道组成件名称、区号、管段图号、
制造厂家、产品标记、缺陷性质、责任、解决方法、深度和解决范围。
SpecializedengineersandqualityinspectionengineersofvariousprojectsofSECCOare
responsibleforconfirmingthenameof(hepipingcomponents,zonenumber,isometricsdrawing
number,manufacturer,productmark,natureofflaw,responsibility,handingmethod,handling
depthandhandlingscope.
7.7.4.5当对缺陷的性质、责任、解决方法、解决深度、解决范围的意见发生分歧时应召开专
题会议讨论解决,并向专•业技术经理报告,会议应形成纪要,并抄送核心组各有关领导,对
会议纪要的决定要逐条贯彻。

method,handlingdeplhandhandlingscope,specialmeeling*mnslheheldfordiscussionand
solution,thereportmustbemadetothespecializedtechnologymanager,andminutesmustbe

meetingsmustbecarriedout.
7.7.4.6解决范围应明确:制造厂家、协议号、出库时间、安装队(组)、是否预组装、是
否探伤、产品标记、材质、规格、数量、位置(区号、管段图号),需要施工承包商解决的
问题由SECCO各项目专业工程师具体负责。
