7、der flow of factors.This series of standards set out the relevant requirements for trade facilitation information technology and services with certification and accreditation information platform as the technical carrier and crowd-funding data as the main source of certification and accreditation da

8、ta, the specifications for data crowd-funding, data quality control, information sharing and information service are proposed, which are conducive to the government, enterprises, individuals and other trade related parties to continuously obtain the required certification and accreditation informati

9、on data, and effectively reduce the platform operation and maintenance costs while facilitating trade. The data crowd-funding activity is to formulate corresponding rules on the basis of following the value concept of co-construction, sharing and win-win principle; to continuously obtain the require

10、d accreditation data through the data crowd-funding activities of the information platform from government, enterprise, individual and other data providers; and to activate long-idle data resources, promote the system integration of certification and accreditation data, and provide certification and

12、ation technology and service of certification and accreditation supporting trade facilitation, and data crowd funding rules, requirements, safety risks, compliance and other requirements.This part is applicable to platforms and related parties that use crowd-funding data as the main source of certif

18、mand of trade facilitation development;c) meet the need of data for continuous operation of the platform; andd) meet the specific demand of certification and accreditation or trade facilitation information by the customers.4.2 Scheme making rulesData crowd-funding scheme shall:a) be clear and explic

19、it, thorough, and is convenient for the data providers to understand, filling and submit;b) promote requirements according to the formalities of data table and ensure the formatting of basic contents.4.3 Rules for points4.3.1 Rules for points shall be formulated and published together with data crow

20、d-funding scheme.4.3.2 Point setting shall fully consider the factors such as contribution of data to platform development, difficulty of obtaining, workload of the data provider and so on.4.3.3 When necessary, weight analysis method can be used to set weight of data.4.3.4 Weight of points can be ad

21、justed according to assess result of platform activities after crowd-funding cycle.4.3.5 It shall be avoided as much as possible to make adjustment to credits weight within crowd funding cycle. If it must be adjusted when point weight has influence to continuous operation of platform, the responding

22、 adjustment scheme shall be publicized in advance.5 Data crowd-funding requirements5.1 General rules5.1.1 Data crowd funding activities mainly include data crowd funding demand collection and confirmation (5.2), data crowd funding plan making and publishing (5.3), data preparation and filling and su

23、bmitting (5.4) and point distribution (5.5). For the flow see Annex A.5.1.2 Platform operator, data provider and information demander shall carry out data crowd funding activities according to the requirements from 5.2 to Demand collection and confirmation5.2.1 Demand of certification and ac

24、creditation data crowd-funding comes from but not limited to the following aspects:a) Concrete data demand proposed by platform operator according to platform development plan;b) Data crowd-funding demand proposed by platform operator according to the development need of the platform in different st

25、ages;c) Data crowd-funding demand proposed by information demander.5.2.2 Data crowed funding demand shall include key data element related to trade which is paid attention by information demander, such as “State”, “Product” and so on.5.2.3 Certification and accreditation data crowd-funding demand sh

26、all include but not limited to the following:a) Technical regulations;b) Standards;c) Conformity assessment procedure;d) International cooperation agreement and document;e) International foreign trade information dynamic status or technology notification;f) Classic cases of international cooperation

27、;g) Certification and accreditation knowledge or trade facilitation related knowledge.See appendix B for a detailed interpretation of the above demands.5.2.4 Platform operator shall review the crowd-funding demands according to specifications in 4.1, and the contents of review are as follow:a) Compl

28、eteness of information provided;b) Whether it could be considered as the basis to formulate crowd-funding scheme;c) Expected results and the contribution degree to the platform;d) Whether it is in accordance with pre-set point distribution rules of data crowd-funding.5.2.5 The demand that has been r

29、eviewed by the platform managing side will officially become data crowd-funding demand.5.3 Scheme making and publishing5.3.1 Data crowd-funding scheme shall include but not limited to the following information:a）Number;b）Name;c）Detailed contents;d）Starting and ending time;e）Notes of data provider;f）

30、Points distribution rules.See Annex C for the example of data crowd-funding scheme.5.3.2 Platform operator shall confirm publishing cycle of the scheme according to the purpose of crowd-funding and nature of the scheme, usually including but not limited to three categories below:a）Long term plan;s）M

31、id and short term plan;c）Temporary plan.Remark 1: Long term scheme usually comes from the demand of the development plan, publishing cycle is better to set as 12 months, and make adjustment according to platform development plan of the next year.Mark 2: Mid-term scheme is the published scheme aiming

32、 at the data which is needed for continuous running of the platform, publishing cycle is better to set within 3 months.Mark 3: Temporary scheme comes from specified information demand or data crowd-funding plan of information demander, it may also come from temporarily published data crowd-funding s

33、cheme of platform, publishing cycle is better less than 30 natural day,5.3.3 The plan which is evaluated and confirmed by the platform operator shall be published in data crowd-funding column.5.3.4 Platform operator shall conduct regular review to published scheme, and the evaluation content include

34、s whether there is any deviation of the scheme to current development plan, whether there is apparent reduction of the contribution degree for the platform operation. 5.3.5 When the review result shows that the scheme is of severe problem that would influence the continuous operation of the platform

35、, that it must be adjusted or revoked within the scheme implementation period, a publicity shall be made for at least 10 natural days in the notable position of the platform, and the specific time of program adjustment or cancellation shall be mentioned in the publicity, so as to make it more conven

36、ient for data provider to know.5.4 Data preparation and filling and submitting5.4.1 Data provider shall read the data crowd-funding scheme carefully, so as to know the detailed content, and to decide whether to take part in the crowd-funding activity.5.4.2 If the data provider decides to participate

37、 in the crowd-funding activity, then it shall collect and prepare data according to crowd-funding plan, and fill the information according to the required formality, and the filling contents usually include but not limited to:a) Name of crowd-funding data;b) Name of the column;c) Country or organiza

38、tion that the data comes from;d) Product and classification;e) Publishing date of the document;f) Source of the material;g) Abstract of the document.Remark: in order to make it more convenient to make information inquiry, trade facilitation data table can be designed from two dimensions of nationali

39、ty and product.5.4.3 Data provider shall fill in the data (table), and submit to the platform after checking and confirmation.5.5 Point distribution5.5.1 Platform operator shall conduct filling review to the data submitted by data provider, data which has passed the review will be accepted by the pl

40、atform, and data which hasnt passed the review will be fed back to the data provider for re-collection and submitting.5.5.2 After the data has been accepted by the platform, corresponding points will be provided to data provider according to the point distribution rules, and then data crowd-funding

41、process is concluded.6 Safety risks and compliance requirements6.1 Safety risks6.1.1 Platform operator shall formulate risk management plan for data crowd-funding activity, the plan shall at least include internet security, data security, disaster backups and other risk management contents.6.1.2 Inf

42、ormation security of platform operation shall meet the requirements of GB/T 20269.6.2 Compliance requirements6.2.1 Platform operator has the obligation to convert the relevant laws and regulations into documents, and notify data provider and information demander through registration agreements.6.2.2

43、 Platform operator shall make relevant measures to data providers who have break the law and their uploaded data.Annex A(Informative annex)Certification and accreditation data crowd funding procedureA.1 The platform operator shall collect data crowd-funding demand from platform development plan, and

44、 platform operation, as well as data crowd-funding demand from information demander, and make analysis and confirmation according the general purpose of the platform operation.A.2 The platform operator shall formulate data crowd-funding scheme (including rules for points) according to confirmed data

45、 crowd-funding demand, information demander can formulate data crowd-funding scheme directly according to the requirement of the platform, and publish it after review by the platform operator.A.3 Data provider shall read the data crowd-funding scheme, and choose proper scheme to carry out data crowd

46、-funding activities: to prepare and collect data according the requirement by the scheme, and to fill and confirm the information according to required format and submit to the platform.A.4 After review by the platform, the qualified data will be accepted by the platform, and unqualified data will b

47、e fed back to the data provider for data re-preparation and refill.
