Development of circular economy in heavily polluted Industry Park a case study in China Dr. Huiquan LI, Hui Zhang Institute of process engineering, Chinese Academy of sciences(IPE, CAS) IPE,CAS EIP in China Since 1990s, many developed countries practiced lots of EIPs or eco- communities. China started trying on this a decade later. Up to Jan 7, 2009, the Ministry of Environmental Protection of the Peoples Republic of China (MEP) had issued 33 constructing layout of EIPs of state experimental demonstration. The legislation of Circular Economy Promotion Law of the Peoples Republic of China have being implemented in Jan. 2009. IPE,CAS Framework for EIP design IPE,CAS Qingshuitang Case Qingshuitang Industry Park (QIP) locates at northwest of Zhuzhou city,Hunan Province in middle part of China. There are more than 100 plants crowed in the land less than 10.2 km2.Its a typical industry park with dense chemical and metallic enterprises. The leading industries of QIP are primary processing of non- ferrous metal industry and basic chemical industry with high energy consuming and high pollution, but on the bottom of industry value chain. There are several representational plants big enough as leading of industry. These run with traditional technology and old apparatuses. IPE,CAS Qingshuitang Case Why is QIP interesting? Historically, QIP was firstly established by the state as smelting and chemical base in 1950s. But the development of QIP was lagged for the reason of developing mode. The region of QIP is seriously polluted. QIP produces 27.7biliion m3 e emissions including 71,700 ton of SO2, discharges 5.1 million tons of waste water, and more than 1.37 million tone of industrial wastes residue waiting to be treated, yearly! The pollution factor of chromium, mercury, and lead for local vegetables are 64.11, 185.8, and 66.01 that means the whole area is not proper for agriculture inside out. IPE,CAS Qingshuitang Case (basic situations) IPE,CAS Qingshuitang Case There are not much industrial networks for energy exchanging and material cascade using. The relationship between different industries is not so close. There is nearly no industrial symbiosis phenomena or exist in low level. The material metabolizing between different industry is incompact. Quantity of useful material treat as wastes for technical, economic, and policy reasons Products in bottom of industry value chain. There are many small plants, they symbioses as louse to mammal, eat wastes or intermediate products of big plant, share wasted energy with host. But they are small and technically laggard; they contribute most of pollution with high resource consumption. IPE,CAS Qingshuitang Case (symbiosis networks) IPE,CAS Specific situation of smelting industry IPE,CAS NONFERROUS METALS The energy consumption of electrolytic lead downs to 0.594 tce/t-e-lead (the figure of 2004 is 0.792 tce/t-e-lead) The energy consumption of electrolytic zinc downs to 1.670 tce/t-e-zinc (the figure of 2004 is 2.227 tce/t-e-zinc) Fresh water consumption low than 1 200m3/Million Yuan output value The ratio of Process water recovery is up to 85%; The ratio of Rare metals recovery and utilizing is more than95%; and the ratio of usual smelting slag is 90%. About 2 billion Yuan gains from comprehensive utilization of waste recycling of valuable metals; over 400million Yuan achieved from utilization of industrial “three wastes”; recycling of wasted material worth more than 100million in this industry park. Every year, QIP decreases 5 million tons of industrial waste water, and 20 ton slag of lead, zinc and chrome. The lead concentration of dust is now lower than 0.27mg/m3. Releasing 22.68 hectares of land taken by slag. IPE,CAS Specific situation of chemical industry IPE,CAS Chemical industry symbiosis Energy consumption is low than 200.0tce per Million Yuan output value Fresh water consumption is low than 1 000m3 per Million Yuan output value The ratio of Process water recovery is up to 85%; The utilizing ratio of chemical industrial wastes is 85%. The emission of fumes will decrease 75%. The emission of SO2 The utilizing will decrease 80% . IPE,CAS Specific situation of S treatment IPE,CAS Centralized SO2 tail gas treatment system have great effect on decrease SO2 emission. Every year, this system decreases SO2 30 000ton. (calculated from blast furnace tail gas, volatile furnace tail gas and Fuming furnace tail gas ). The element S comprehensive utilizing as sulfur did not considered in this figure statistics Qingshuitang Case(supporting) Environment is the base of living and developing. The layout programmed 8 key program of environmental rehabilitation. Five for water pollution prevent and control, two for SO2 pollution control, and one for solid wastes disposal. The cognitive of value and social behaviors of circular economy help the transition to circular economy society. Specifically, the developing of tertiary industry, circular economy technology information platform, and sharing of public facilities will be great help to evolve the industry progress. IPE,CAS Qingshuitang Case(supporting) The investment of the QIP program needs about 12 billion Yuan. The investment of cleaner production and IE programs mainly comes from company investment. They can also apply from government special funds or special funds of QIP constructing, some come from government-led investment entities, or absorb all kinds of society investment. The supporting of organizations and policy is the guarantee of fulfilling EIP design. They innovate from organizations management, running mechanism, statute carrying out, policy making, and monitoring. It is a hard, systematic, and all- around task. To insure practicing of the design, the organizers concluded experiences of EIP constructing and trends of development home and abroad. They do their best to fulfill efficient, cleaner, and recycling ecology system. IPE,CAS Conclusions(industry side) The QIP core companies improved benefit via circular economy technology upgrading and optimizing productions constitutions. At the same time, results the chain effective of combination and upgrading alteration in smaller companies. QIP formed industry symbiosis in higher level of different scales of plants via applying of cleaner production and circular economy technology in leading plants . Along with the progress of representational program, the industry metabolism level of different industries improved. Different industries became closer than ever before, there will be more steady industry ecology system. IPE,CAS Conclusions(society and environment side) The entire program includes 16 key industry cleaner production projects, 8 key pollution prevention and control projects, and 22 key society supporting pr
