2009 年 3 月 12 日,外交部 发言人 马朝旭举行例行记者会,就 杨洁篪外 长访美、美国会众议院通过涉藏议案、 菲律宾总统签署领海基线法案等回答了记者提问。 马朝旭:女士们、先生们,下午好。首先我发布两条消息: 应国家主席胡锦涛邀请,乌拉圭 东岸共和国总统塔瓦雷拉蒙巴斯克斯 罗萨斯将于 3 月 21 日至 26 日 对中国进行国事访问。这是巴斯克斯就任 总统以来首次访华,中方 对 此表示热烈欢迎。访问期间,中国领导 人将同巴斯克斯总统会见、会谈,双方还将签署在多个领域的若干合作文件。除北京外,巴斯克斯 总统还将 访问上海。 应越南政府副总理兼外交部长范家谦的邀请,国务委员戴秉国将于 3 月 18 日至 21 日对越南进行正式 访问,并与范家谦 共同主持中越双 边合作指导委员会第三次会议。 访问 期间,双方将就推进双边关系、深化 互利合作和共同关心的国际地区问题广泛深入地交换意见。相信此访必将为中越关系进一步发展注入新的 动力。 下面我愿意回答各位的提问。 问:今天有消息称,朝鲜将于 4 月 4 日至 8 日期间试射“光明星 2 号”通讯卫星。中方有何 评论? 答:我们注意到有关报道。维护 朝鲜半岛和本地区的和平与稳定,符合有关各方的共同利益。我们希望有 关各方都能做于此有利的事。 问:还是关于朝鲜试射卫星的问题。中方是否认为朝鲜试射卫星违反现有的安理会决议? 答:我刚才已经谈到,维护朝鲜 半岛以及本地区的和平与稳定,符合有关各方的共同利益,因此我们希望 有关各方都能够做于此有利的事。 问:我有两个问题。杨洁篪外长 目前正在美国进行访问,你能否介绍一下他和克林顿国务卿会谈的情况, 以及双方讨论中美船只南海对峙事件的细节?这件事在杨外长与奥巴马总统的会谈中是否会提及?杨外长 与奥巴马总统还会讨论哪些议题?第二个问题是中国希望二十国集团财长会议取得哪些成果?中方将提出 什么建议,希望在会上 讨论哪些问题 ? 答:关于第一个问题,杨洁篪外 长正在美国进行访问。他同美国国务卿希拉里 克林顿进行了会谈,双方 就中美关系以及共同关心的国际和地区问题深入地交换了意见,达成了多项共识。中美关系正 处在新的起 点上,面临着重要的 发展机遇。中美两国对世界的和平、稳定与发展负有重要的责任,拥有广泛的共同利益。 双方应该着眼大局和长远,认真落 实胡锦涛主席同奥巴马总统达成的重要共识,本着相互尊重、求同存异、 合作共赢的原则在广泛领域里加强对话、交流与合作,推动中美关系沿着健康稳定的轨道不断向前发展。据 我所知,双方还谈 到了两国的高层 交往、 战略与经济对话机制、伦敦金融峰会、台海局势等问题。双方 还就 朝鲜半岛局势以及地区热点问题交换了意见。 关于你提到的美国有关船只在中国专属经济区非法活动事,杨洁篪外长就此阐明了中方的原则立场和 关切。 关于第二个问题,二十国集 团财 政部长和央行行长会议将在英国伦敦举行,中国 财政部长谢旭人和中国 人民银行行长周小川都将出席这次会议。他们将在会议上阐述中方关于国际合作应对金融危机的立场和主 张。 问:昨天,美国会众议院通过了一 项决议案,指 责中国政府的西藏政策,而且对达赖喇嘛进行吹捧,请问 中方对此有何评论? 答:美国国会众议院审议通过的这个决议案罔顾事实,无端指责中国的民族宗教政策,极力美化达 赖多 年来从事的反华分裂活动,严重违 背了国际关系的基本准则,粗暴干涉中国内政,中国政府和人民对此表示 强烈不满和坚决反对。中方已就此向美方提出 严正交涉。 我们要求美国国会有关方面立即纠正错误,停止利用涉藏问题干涉中国内政,停止干扰和损害中美关系 的行径。 问:我有两个问题。首先,菲律宾总统阿罗约近日签署了领海基线法案,将黄岩岛和南沙群岛部分岛礁列 为菲律宾所属的岛屿。中方对此有何 评论?另外, 10 日,斯里兰卡南部的一个清真寺发生了自杀式炸弹袭 击,造成多人伤亡。对此有何评论 ? 答:关于菲律宾总统阿罗约签署领海基线法案,中华人民共和国外交部已经发表声明。我愿再次重申,黄 岩岛和南沙群岛历来都是中国领土的一部分。中华人民共和国对这些岛屿及其附近海域拥有无可争辩的主 权。任何其他国家 对黄岩岛和南沙群 岛的岛屿提出领土主权要求,都是非法的,无效的。 关于你提到斯里兰卡清真寺发生自杀式炸弹袭击事件,中国政府谴责这一袭击事件。我 们向罹难者表示 深切哀悼,向受伤 人员表示诚挚慰 问。 问:我想知道中美舰船在南海发生的事件是否会使中国参加打击索马里海盗等国际行动变得更加困难。 因为即使是国际行动,也显然需要得到作 为参与方美国的通力合作。你是否认为这起事件会使今后这种合 作减少或对合作造成损害? 答:我看不出这两者之间有什么必然联系。关于美国海军监测船在中国专属经济区活动这件事,中方已 经表明了立场。关于中国参加打击 海盗的国际合作,我 们的决心是坚 定的,而且一直是采取积极的态度和建 设性的行动。我们 今后还将继续这样 做。 问:我想从中国方面了解一些在南海发生的事件的更多情况。美国国防部描述此事经过时很详细,是否 也能从中方得到关于此事经过同样详细的描述,特别是涉及中国舰船的情况。美国国防部称,涉及三艘中国 官方船只和两艘挂中国国旗的拖船。它们是属于警方、海 军还是民用的船只? 答:对这一事件我昨天已经详细阐述了中方立场。美方有关船只未经中方许可在中国专属经济区活动, 违反了有关国际法和中国法律法规的规定。中国依法在自己管 辖的海域采取维权行动是完全正当合理的。 我们要求美方采取有效措施,避免再次发生类似事件。 这里我愿强调 ,保持稳定、健康的中美关系符合两国 和两国人民的根本利益,也有利于亚太地区的和平、 稳定和发展。这需要双方共同做出努力。 问:据今天媒体的报道,中日安全对话会将于月底举行,你能否 证实 。具体召开日期是哪天? 答:我不知道你提到是两国军方之间的对话还是外交部门间的对话。如果是关于两国军队之间的对话, 我建议你向国防部发言人询问。 如果没有问题了,发布会到此结 束。 谢谢大家! 3 On March 12, 2009, Foreign Ministry Spokesperson Ma Zhaoxu held a regular press conference and answered questions on Foreign Minister Yang Jiechis visit to the US, the US House of Representatives passing a Tibet-related resolution, the Philippine President signing the Archipelagic Baselines Act, and etc. Ma Zhaoxu: Good afternoon, ladies and gentlemen. I have two announcements to start with. At the invitation of President Hu Jintao, President Tabar Ramn Vzquez Rosas of the Oriental Republic of Uruguay will pay a state visit to China from March 21 to 26. China warmly welcomes President Vzquez, as it will be his first visit to China in this capacity. During the visit, Chinese leaders will hold meetings and talks with him. The two sides will sign a number of cooperation documents in multiple areas. Aside from Beijing, President Vzquez will also visit Shanghai. At the invitation of Vietnamese Vice Prime Minister and Foreign Minister Pham Gia Khiem, State Councilor Dai Bingguo will pay an official visit to the country through March 18 to 21 and jointly preside with his host over the third meeting of the Guiding Committee for China-Vietnam Bilateral Cooperation. During the visit, the two sides will have an extensive and in-depth exchange of views on promoting bilateral relations, deepening mutually beneficial cooperation as well as international and regional issues of common concern. I believe that the visit will bring new vitality into bilateral relations. Now the floor is open. Q: Today the DPRK announced that it will test-launch its communication satellite “Kwangmyongsong-2“ somewhere between April 4 and 8. Do you have any comment on that? A: We have noted relevant report. Maintaining peace and stability on the Korean Peninsula and in the region is in the common interests of all parties. We hope relevant parties can do more that is helpful. Q: I have a follow-up question regarding the DPRKs satellite launch. Will China see a satellite launch by the DPRK as violating the existing UN Security Council resolutions? A: I said just now that maintaining peace and stability on the Korean Peninsula and in the region is in the common interests of all parties. Therefore we hope relevant parties can contribute to that. Q: I have two questions. Foreign Minister Yang is currently in the United States. Can you brief us on his meeting with Secretary of State Clinton and give us details of their discussion on the confrontation in the South China Sea? Will that issue come up during his meeting with President Obama? Can you tell us what else will the two discuss? My second question is what is China hoping to accomplish at the G20 Finance Ministers Meeting in London? Does China have any proposals to make or issues it wants to address? A: On your first question, Foreign Minister Yang Jiechi is currently visiting the US. He held talks with US Secretary of State Hillary Clinton. They had an in-depth exchange of views on China-US relations as well as international and regional issues of common concern, and reached many consensus. Bilateral relations are at a new standpoint and faced with important development opportunities. Both China and the US shoulder major responsibilities for peace, stability and development of the world, and have broad common interests. They should set store by overall and long-term interests, earnestly implement the important consensus reached between President Hu Jintao and President Obama, strengthen dialogue, exchanges and cooperation in a wide range of areas following the principles of mutual respect, seeking common ground while shelving differences, cooperation on a win-win basis, and promote the healthy and stable development of bilateral relations. According to my knowledge, they also discussed bilateral high-level exchanges, strategic and economic dialogue mechanism, London Financial Summit, the situation in Taiwan Strait among others. The two also exchanged views on the situation on the Korean Peninsula and regional hotspot issues. On your question about relevant US ship engaging in illegal activities in Chinas exclusive economic zone, Foreign Minister Yang expounded on Chinas principled position and concern. On your second question, the G20 Finance Ministers and Central Bank Governors Meeting will be held in London. Chinese Finance Minister Xie Xuren and Governor Zhou Xiaochuan of the Peoples Bank of China will both attend the meeting. They will expound on Chinas position on how to address the financial crisis through international cooperation. Q: Yesterday, the US House of Representatives adopted a resolution, criticizing the Chinese Governments Tibet policy and touting the Dalai Lama. How do you comment on this? A: The Chinese Government and people express strong dissatisfaction and resolute opposition over the resolution deliberated and adopted by the US House of Representatives. Turning a blind eye to facts, making groundless accusation against Chinas ethnic and regional policy and whitewashing 5 Dalais prolonged engagement in anti-China separatist activities, this resolution is a grave violation of the fundamental norms governing international relations and gross interference in Chinas internal affairs. China has made solemn representations to the US side. We urge relevant party of the US Congress to immediately correct mistakes, stop interfering in Chinas internal affairs by making use of Tibet-related issues and stop doing things that could disrupt and compromise China-US relations. Q: I have two questions. Firstly, Philippine President Arroyo recently signed a Baselines Act which includes Huangyan Island and some islands of Nansha Islands as Philippine territory. Could you comment? Secondly, on March 10, a suicide blast at a mosque in south Sri Lanka left many dead and injured. Do you have any comment? A: You may refer to the statement released by the Foreign Ministry over Philippine President Arroyo signing the Baselines Act. I would like to reiterate that Huangyan Island and Nansha Islands have always been parts of Chinas territory. The Peoples Republic of China owns indisputable sovereignty over these islands and adjacent waters. Sovereignty claims over Huangyan Island and Nansha Islands by any other country are illegal and invalid. On your second question, the Chinese Government condemns the suicide attack at the Sri Lankan mosque. We express deep condolences to the victims and sincere sympathy to the injured. Q:I am wondering if the incident in the South China Sea between Chinese and US naval ships would make it more difficult for China to participate in international activities such as the anti-piracy campaign in Somali, because even if it is an international campaign, that requires a lot of cooperation of the U.S. Do you think in the future there will be less this kind of cooperation or the cooperation will be harmed? A: I can not see any necessary connection between the two. China has already made clear its position on the activities of the US Navy surveillance ships in Chinas exclusive economic zone. Our resolve is firm on Chinas participation in the international anti-piracy cooperation, whereas we have always taken an active attitude and constructive actions. We will continue doing so in the future. Q: I want to get more description of what has happened in the South China Sea from the Chinese side. The Pentagon has been very descriptive of what has been happening. Can we get the same kind of description from the Chinese side as well, especially about the Chinese ships involved? The Pentagon says there were three Chinese government ships and two Chinese flagged trawlers involved. Were they police ships, naval ships or civilian ships?
