Mr. Secretary-General Annan, Dr. Toepfer, Mr. Reilly, Ladies and Gentlemen, It is a tremendous honor to be here tonight to accept this years UNEP Sasakawa Environment Prize from his Excellency Secretary- General Annan. I deem the awarding of this prestigious prize as recognition and affirmation by the United Nations and the international community of Chinas efforts and achievements in environmental protection and sustainable development. The honor is not just for me. It goes to my country and to all my colleagues who, by working tirelessly at their own positions, have contributed to the protection of the environment in China. I have worked in environmental protection for two decades. This period has witnessed vigorous advancement of the international environmental cause as well as remarkable development of the Chinese economy. Rapid economic growth has brought with it grave challenges to the environment. Problems that cropped up and were dealt with step by step in nearly a hundred years in developed countries befell China within twenty years-all of them enormously complex ones. The Chinese government, making environmental protection one of its basic national policies and sticking to the strategy of sustainable development, has carried out large-scale pollution control and treatment and ecological restoration efforts. It has succeeded in curbing, by and large, the trend of environmental deterioration and in improving and quality of the environment to some extent in a number of cities and regions while sustaining rapid economic growth. Fortunate enough to be living in such great times, I feel extremely proud and honored to have devoted the best of my years to the worthy cause of environmental protection. 2 Although remarkable progress has been achieved in protecting the environment and seeking sustainable development, China is still faced with serious problems of environmental pollution and worsening ecological deterioration. One particular challenge is that new issues keep coming up before old ones have been solved. For the next two decades, China has set the goal of building a well-off society characterized by economic prosperity with the total economic output increasing fourfold, social progress, and harmony between man and nature. As the conventional mode of development is bound to bring up unprecedented pressure to bear on resources and the environment, the Chinese government has established the concept of comprehensive, coordinated, sustainable and scientific development, taking a new path to industrialization featuring high scientific and technological content, good economic returns, low resources consumption, little environmental pollution and a full display of Chinas advantages in human resources. To attain this goal, we shall spare no efforts in promoting circular economy based on the most efficient use of resources and environmental protection, pressing ahead sustainable production and consumption, strengthening the legal system as it pertains to the environment, rigorously enforcing relevant laws and regulations, publicizing environmental information, encouraging public participation in protecting the environment, so as to provide our people with clean water, fresh air, safe food, and a healthy environment in which to live and work. Chinas environmental protection is still an arduous task. The road ahead is long and tortuous. I will keep fighting to see these objectives fulfilled. I would like to thank UNEP for awarding me this Sasakawa Environment Prize. I am ready to contribute the total sum of this prize to the work of environment and education of the most poverty-stricken areas in the western regions of China. 3 Ladies and Gentlemen, since the UN Conference on the Human Environment was held in 1972, despite enormous efforts made by the international community, the global environment has been steadily deteriorating. The acceleration of globalization has compounded environmental degradation. These are challenges common to all human beings in order to address these challenges, we should not only have a sense of responsibility, political will, courage and vision, but also take concrete action. We hope the UNEP will play a greater role in the concerted efforts of all countries as well. We are fully aware that the best way for us to contribute to the protection of the global environment is to do an excellent job in environmental protection in China. Therefore, we will further our cooperation with the international community in a joint endeavor to protect the earth-the common home of mankind. Thank you all very much. ( Statement at the Presentation Ceremony of The 2003 UNEP Sasakawa Environment Prize By Mr. Xie Zhenhua- Minister of State Environmental Protection Administration of China.)
