恩施州跃达畜禽养殖有限责任公司是咸丰县畜禽规模化养殖重点龙头企业,无违反环保法律法规行为和恶意偷排行为,企业所属生猪规模养殖场位于三峡库区上游影响区的唐崖河畔,近年来，企业对污染物进行了常规治理，污染源排放基本达标，但仍存在较大的环境风险。目前存在的主要问题有：废物综合利用率偏低，有些还存在二次污染。 企业本着对环境负责的态度，计划采用先进工艺技术对养殖场产生的猪粪等固废物进行处理，加工成可用的有机生物肥。从而达到污染物“零排放”要求，提高污染物防治水平。 为此，恩施州跃达畜禽养殖有限责任公司决定投资建设该项目，其目的是为延长产业链，加强对各类废物的循环利用，推进企业废物“零排放”，也为投资者获取丰厚的投资回报。 1.2项目概况 1.2.1拟建地点 项目拟建地区为湖北省咸丰县，项目拟建场址为咸丰县高乐镇梅坪村，该场址位于咸丰县高乐山镇大河边，距县城中心8公里，厂区区位条件较好，水、电、路三通，省道利咸公路从场区前穿过，干道公路东可达恩施至武汉，南可达来凤县至张家界，北可达利川市至万州区，西可达黔江至重庆，其运输条件有保障。 1.2.2建设规模与目标 根据资源条件和产品市场容量，结合企业实际，本项目建设规模为：建有机肥加工生产线一条，年产有机肥10000吨，年处理养殖场固废物15462吨。 本项目工程建成后可实现年均营业收入1764万元，年均利润总额124万元。 1.2.3主要建设条件 1、技术条件 本项目生产技术依托单位为湖北生物有机肥料研究中心,该中心与武汉大学、华中农业大学联合,是国内最早研制开发各类新型肥料产品的研究单位。目前,中心具有一批专注于新型肥料产品与设备开发的技术团队,经过多年的技术研究完善与工厂化开发,技术产品已达到国际先进水平。公司与湖北生物有机肥料研究中心签订了技术承包合同，由该中心承担项目产前、产中、产后的技术服务。 2、施工条件 据全国农技中心肥料处统计，目前我国有机肥料生产企业，约有500多家，大致可分三种模式：一是精制有机肥料类，以提供有机质和少量养分为主，是绿色农产品和有机农产品等的主要肥料，生产企业占31；二是有机无机复混肥料类，既含有一定比例的有机质，又含有较高的养分，生产企业占58%；三是生物有机肥料类，产品除含有较高的有机质外，还含有改善肥料或土壤中养分释放能力的功能菌，生产企业只占11，但生物技术的发展和突破，必将推动生物有机肥料的发展。 近几年随着规模化养殖快速发展和农业生产水平的提高，我国畜禽粪便和秸秆资源大量增加，但利用率相对较低，畜禽粪便利用传统堆沤方式只占50左右，工厂化利用方式不足1，秸秆用于直接和间接还田的仅占总量的40。并引发畜禽粪便污染
