approaches are discussed in this paper. 一、信息素质的定义first, the definition of information literacy 信息素质是信息产业发展和社会信息化过程中出现的一个名词。一个人具备信息素质,就必须能认识到何时需要信息和具备查寻、评估和有效利用所需信息的能力,而且这种素质是终身学习的结果。信息素质可以理解为在信息化社会中个体所具有的各种信息品质,包括信息能力(信息知识和技能)、信息道德、信息意识、信息觉悟、信息观念、信息潜能、信息心理等。信息素质是个综合意义的概念,它不仅蕴涵着个体具备的,带有客观性、发掘和利用社会信息源的基本技能,还包括了个体最基本的更具有主观性的认识和判断信息的基本品质。information can be understood as an individual that has all of the information quality, including the information ability, information knowledge and skill), information morality, information consciousness, information consciousness, information idea, information potential, psychology, etc. information quality is a comprehensive concept of meaning, it not only contains individuals have, with objectivity, discover and use social information source of basic skills, also includes the individuals basic understanding and judgment is more subjective information basic quality. 二、加强图书馆员信息素质教育的必要性second, the necessity of strengthening librarians information quality education 1.现代社会信息化的需求1. the demand of modern social informatization 信息素质日益成为社会发展的决定性力量和主导因素,它要求人类具有获取并征服它的能力和意识。作为专业从事信息资源管理的图书馆员,只有具备良好的信息素质,才能较好地开展工作,有效提供信息导航、信息组织、信息开发服务。information literacy is increasingly becoming the decisive force of social development and the 首先文献信息的载体形态从纸质逐渐向电子介质过渡,许多有价值的信息不一定以正式出版的形式出现,而是以各种各样的形式存在于人们的日常交流中。图书馆员要进行文献信息的收集,就要深入到不同形态的信息中去判断其价值,决定其取舍。其次,用户的信息消费更趋智能化、个性化、多样化,图书馆员在进行信息服务过程中,要更多关注用户的需求特点,根据不同用户的不同心理、习惯、能力采取不同的服务方式。图书馆作为信息的集聚地,不仅是文献的汇集、信息的集散而且是信息的加工、创新思维的孕育。这就要求图书馆员加强信息素质教育,熟练掌握在复杂的信息中获取有用资料,为不同用户的信息消费者提有效服务的能力。first innovative thinking. this requires librarians to strengthen information literacy education, mastering to obtain useful data in the complex information, effective services for different users of information to consumers. 3.图书馆员终身学习的要求3. the librarians lifelong learning requirements 现代图书管理人员必须掌握对信息的获取、理解、转化并生成新信息的方法。只有掌握了正确的获取信息、创造信息的方法,才能提高获取与创造知识的能力,才能使学习不再受时空的限制,自由地进行知识的整序、分析、研究和利用。通过信息素质教育获得敏锐的信息意识和较强的信息能力,掌握获取知识的方法和途径,进行终身的学习和自我完善。modern librarians must have access to literacy education 1.信息意识教育1. the information awareness education 信息意识是指人们对信息的思想观点和人的信息嗅觉程度,是人们对社会产生的各种理论、观点、实物、现象从信息角度的理解、感受和评价能力。信息意识表现为个体对信息的敏锐度,捕捉、分析、判断和吸收信息的自觉程度。信息意识强的人可以自觉产生信息需求,可以在众多的信息中捕捉到有用信息。图书馆员是信息的传播者和教育者,他首先要有敏锐的信息意识,才会有自觉利用信息的内在动力,对发现和传递信息才有一种积极的应对态度,是为用户提供信息服务information communicators and educators, he must first have a keen information consciousness, will be aware the inner motive power of the use of information, to find and pass information in order to have a positive attitude to cope with the situation, is to provide information services for users 2.信息道德教育2. the information moral education 信息道德是指个体在整个信息活动中具有的道德。在信息活动中要坚持公正、公平原则;尊重他人知识产权;正确处理信息创造、信息传播和信息使用三者之间的关系;恰当使用和合理发展信息技术,不非法摄取他人的秘密,不制造和传播伪劣信息等。对图书馆员进行信息道德教育,要学习、了解信息社会应遵循的法律法规,自觉抵制违法信息行为,随时以道德准则来规范自身的信息行为与行动,预防在信息收集、加工、传播过程中发生信息泄密、信息犯罪等问题。information handle information creation, information dissemination, and use correctly the relations between and among; proper use and reasonable development of information technology, is not illegal to absorb the secrets of others, dont manufacture and dissemination of fake information, etc. for librarians to information ethics education, to learn and understand the information society should follow the laws and regulations, and consciously boycott illegal information behavior, the information at any time with code of ethics to regulate their own behavior and actions, and prevention in the process of information collection, processing and transmission information leaks, crime and other problems. 3.信息能力教育3. the information ability education 信息能力是信息素质的重要组成部分。图书馆员要学会对信息进行分析判断、去伪存真,去粗取精;要建立和掌握信息源,掌握信息检索的技术、方法、途径;能指导用户使用各种信息源和信息技术找到必要的信息;了解信息分析研究及成果评价的程序、方法,使之成为具有科学价值的新信息并传递、交流。information ability is an important part of information quality. librarians must learn to analyze the information judgment, the true, the pursuit; to create and to grasp information sources, information retrieval technology, methods, ways; can guide users to use a variety of information sources and information technology to find the necessary information; understand information analysis research program, method and achievement evaluation, make it become the scientific value and pass the information and communication. 四、开展信息素质教育的有效途径four, the effective ways to carry out information literacy education 1.有针对性的进行岗位培训1. the targeted for on-the-job training 对从事技术管理与应用者,开办计算机软、硬件技术应用与网络维护等培训班,使他们真正能肩负起图书馆的技术管理重任;对中级业务骨干,要对他们开展一些启发式培训,为他们创造参加各类学术研讨会的机会,不断优化其知识结构,提高信息利用能力。to engaged in technical management and applicators, open computer hardware and the effective way to book management, improve work ability and level 图书馆员要充分利用每一次信息服务的工作实践,把理论知识运用到其中,提高对信息服务的理解度和操作能力。培养获取信息的敏锐性和洞察力,强化信息收集、加工、传递能力。培养信息意识、改善信息道德、提高信息能力、完善信息素质。librarians should make 一是加快高校图书情报专业教育的改革和创新,转变教育观念,积极培养创新复合型人才,为图书管理人员队伍建设打好基础。二是图书馆要加强与高校的合作,有针对性地培训图书馆工作人员,使之全面系统的掌握现代信息处理技术,提高信息意识和能力。one is to accelerate the library intelligence professional education reform and
