Desired Effects and Demonstration Roles 1 Introduction: this project taking the idea of green logistics, through the construction of logistics industry development zone and intelligent logistics cloud platform, gather to have a public, open ecosystem of integrated logistics, achieve information exchanging and resource sharing of the logistics industry, achieve process of logistics services visible, controllable, and measurable, boosting the development of logistics and e-commerce integration, improving the level of development of the logistics industry. 引言:本项目秉承“绿色物流”理念,通过建设物流产业发展区和智慧物 流云平台,集聚成具有公共性、开放性的综合物流生态圈,实现物流行业信 息交换、资源共享以及物流服务过程的可视、可控、可量化,助推物流与电 子商务融合发展,提高物流业发展水平。 2 15 1、项目建设背景 1. Project Survey 项目名称功能平台建设内容及规模 1、重庆团结 村国际 公铁联运物流园 国际公铁联运中心、 物流企业聚集区 建设符合绿色建筑标准的多层仓库 、集装 单元配载区、物流企业聚集区等32.68万平 方米, 购置吊运、装卸、搬运、检测等设 备103台(套)。 2、重庆白市驿公路 货运枢纽 西南货物集疏转运中心、 渝西公路货运枢纽 建设集装单元化配载区、采用LED照明的 绿色仓储中心、转运中心等20.6万平方米 ,购置吊运、自动化输送、分拣设施设备 等51台(套)。 3、重庆南彭城市 物流配送中心 城乡物流配送中心、 电商物流集聚区 建设货物配载区、绿色节能仓储中心、电 商物流集聚区等19.8万平方米,购置吊 运、装卸、分拣、托运等设备96台(套 )。 4、智慧物流云服务平台 物流云数据中心(IDC)及配套系统, 公、铁、仓储、安全监控云服务平 台 物流云数据中心平台用房3000平方米及配 套软硬件,公路物流信息公路物流信息系 统、铁路联运信息系统、仓储配送信息系 统、安全监管系统等。 25 (3)项目投资估算 (3) The project investment estimation 2、项目概况 2. Situations of various sub-projects 项目选址 智慧物流云服务平台项目,简称智慧物流云平台。项目主体设施设备位于重庆团 结村国际公铁联运物流园内,分站的设施设备位于重庆白市驿公路货运枢纽和重庆南彭 城市物流配送中心等物流园区内。 The project site selection Intelligent logistics cloud service platform,is also called Logistics cloud platform. Situations of various sub-projects 主要建设方案 Main construction scheme 以物流基础设施及智慧物流云平台为支撑,构建物流生 态圈,协同相关各方,实现物流行业信息交换、资源共享: u物流企业:货代、仓储、运输、配送等; u行业企业:生产企业、商贸企业、金融企业等; u电子商务:货运信息交易、大宗物品、农副产品等; u政府部门:发改委、工商、税务、金融监管、行业协 会等; Based on the Logistics infrastructure and intelligent logistics cloud platform, the logistics ecosystem has been build, collaborating stakeholders, achieving information exchanging and resource sharing of the logistics industry: u Logistics companies: freight forwarding, warehousing, transportation, distribution, etc.; u Industries and enterprises: production enterprises, commercial enterprises, financial companies, etc.; u E-commerce: cargo information transactions, bulk goods, agricultural products, etc.; u Government: Development and Reform Commission, industry and commerce, taxation, financial regulation, trade associations, etc.; 41 (4)智慧物流云平台 (4) Intelligent logistics cloud platform 3、子项目情况 3. Situations of various sub-projects 主要建设方案 Main construction scheme 智慧物流云服务平台以不同 的方式(IaaS、SaaS、PaaS)实现 云服务,并实现云端(货代、仓 储、运输、配送、货交)的落地。 形成“订单驱动”物流服务、“云”服 务和“智慧”服务的特征。 The cloud services may be realized by using the different methods (IaaS, SaaS and PaaS) for the intelligent logistics cloud service platform; and the cloud terminal functions (freight forwarding, warehousing, transportation, distribution and goods trade) may be performed; and the characteristics of “Order-Driven“ logistics services, “Cloud“ services and “intelligent“services may be formed. 43 (4)智慧物流云平台 (4) Intelligent logistics cloud platform 3、子项目情况 3. Situations of various sub-projects 预期效果和影响 Predicted effects and influences 创新现代物流电子商务运营模式,实现电子商务与现代物流的相互 融合,促进重庆乃至西部地区物流业转型升级,助推信息消费发展。 Boosting the development of the e-commerce operation reform, the integration of e- commerce and modern logistic services and the further growth of the logistic industry in Chongqing and the western China. 44 (4)智慧物流云平台 (4) Intelligent logistics cloud platform 3、子项目情况 3. Situations of various sub-projects 预期效果和影响 Predicted effects and influences 建设集现代物流交易和商品、大宗物品电子商务的智慧物流云平台 ,积极探索和构建我市智慧物流服务体系。 提升我市物流业信息化装备和信息化应用水平,提高我市现代物流基础 设施的运作效率。 Establish the intelligent logistics cloud platform for the modern logistics service、 bulk commodity e-business, and an intelligent logistics service system in Chongqing. Improve logistics facilities and informationization in Chongqing As well as the efficiency of modern logistic services. 后期通过供应链金融等现代物流增值服务,促进物流业集约化发 展。 To promote the intensive development of the logistics industry through the modern logistics added value services such as the supply chain finance and so on at the late stage; 支撑我市“6+1”支柱性产业发展,促进重庆市社会经济发展。 To supporting the development of 6+1 pillar industries in Chongqing and promote the social and economic development of Chongqing 49 5、预期效果和示范作用 5. Desired Effects and Demonstration Roles (1)项目预期效果 (1) The project desired effects 缓解交通拥堵和环境压力。引导重庆主城区部分不规范物流节点和货运市场向项目区搬迁, 缓解重庆都市功能核心区交通拥堵、噪声和环境污染等问题。 Relief of traffic jams and environment stresses: Those current nonstandard logistics nodes in the main urban districts of Chongqing will be guided to be moved to the project region for relief of those environmental issues such as traffic jams, noises and dusts of the core area of Chongqing city. 促进和扩大城乡就业。建设期带动就业人数约3200余人;建成后,培养物流专业技术人员3000余 人,带动相关从业人员6000余人,合计近万人,促进城乡就业。 Promotion and expansion of urban and rural employments:The number of employment reaches about 3,200 during the construction period; and with the completion of this project, more than 3,000 professional logistics personnel will be trained and more than 6,000 relevant employment will be generated, accounting to alomost 10,000 job positions, which promotes the urban and rural employment. 5 0 先进技术示范:采用先进物流技术装备,在提升重庆及西部地区物流现代化水平方面发挥带头示 范作用。本项目采用自动化物流系统和集装单元化技术将在较大程度提高物流合理化水平。 (2)项目示范作用 (2) Project Demonstration Roles 5、预期效果和示范作用 5. Desired Effects and Demonstration Roles 多式联运示范:本项目通过在重庆西部现代物流园等主要物流枢纽建设集散平台和物流云平台, 实现公路、铁路运输方式的无缝对接,引领、带动物流枢纽平台多式联运的发展。 Demonstration of advanced technologies: the advanced logistics technologies and equipments will be used for playing the demonstrative roles for promotion of the logistics modernization level for Chongqing and the western region. The automatic logistics system and the consolidation unitization technology will be used in this project to improve the logistics rationalization level in a higher degree. Demonstration of multi-type combined transportation: the distribution platforms and logistics cloud platforms will be built in those main logistics hubs such as Chongqing west modern logistics part for performance of this project; therefore, the seamless joint of the highway and railway transportation modes may be realized to lead the development of the multi-type combined transportation in the logistics central platforms. 51 (2)项目示范作用 (2) Project Demonstration Roles 5、预期效果和示范作用 5. Desired Effects and Demonstration Roles 智慧物流示范:本项目通过将物联网、传感网与现有的互联网整合起来,通过以精细、动态、科 学的管理,实现物流的自动化和可视、可控和可量化,带动重庆物流业向智慧物流方向发展。 就业带动示范:本项目对于现代物流人才需求带动和人才需求结构调整具有积极示范作用,对信息 及物流管理方面高端人才直接需求人数将达3000人左右,运营期直接和间接总带动就业人口规模近万人。 Demonstration of the intelligent logistics: through the integration of Internet of Things, Sensor Networks and the existing Internet networks in this project, as well as the fine, dynamic and scientific management, the automatic, visible, controllable, and measurable logistics services may be realized to drive the development of Chongqing logistics industry towards the intelligent logistics. Demonstration of promoting employment: the project will play the positive demonstrative roles for driving the modern logistics talents need and adjusting the talents need structure; the direct need of high-end talents in the information and logistics management will be up to about 3,000 persons; and the number of direct and indirect employment boost will be up to nearly 10,000 during the operation period. 绿色物流发展示范:通过集约用地、推广建筑节能等,贯彻绿色环保的理念,打造绿色物流园区 ;利用智能化控制系统对物流设施、设备进行监控、管理、降低能耗;在物流经营过程中,整合物流资源 ,积聚物流服务功能,形成规模效应,减少社会资源消耗。 Demonstration of green logistics development: Through intensive land use, such as the promotion of building energy efficiency, implementing the concept of green, build green logistics park; make use of intelligen
