PLTU 1 JAWA BARAT INDRAMAYU 3X330MW COAL FIRED POWER PLANT Chemical Operation Manual Document Number: SCP-OM-041 Revised Edition: 3 Owner: PT PLN Prepared by: EPC Contractor SCP JO September 20, 2010 SINOMACH CNEEC PENTA JOINT OPERATION a 序序 言言 Preface 本化学运行手册是 SINOMACH-CNEEC-PENTA JOINT OPERATION 委托陕西西北 发电运行有限责任公司根据 PLTU 1 JAWA BARAT INDRAMAYU 3X330MW COAL FIRED POWER PLANT PROJECT 电厂化学系统设备制造厂提供的设备使用维护说明书 和相关图纸编制的,仅适用于本项目运行操作。 Under the entrustment of SCP JO (SINOMACH-CNEEC-PENTA JOINT OPERATION), the Chemical Operation Manual is prepared by NWPOWER (Shaanxi Northwest Power Generation Operation Co., Ltd.) based on the O supervision on the coal and oil quality in power plant),electro- chlorination system, electro hydrogen generation system, industrial wastewater treatment system, domestic sewage treatment system. Besides the above- mentioned systems, supervision on the oil and coal quality is also the task of the chemical specialization in this power plant. 4.1.1.2.2 化学系统分述 4.1.1.2.2Detailed description of the chemical system 4.1.1.2.2.1海水淡化系统概述 4.1.1.2.2.1 General introduction of the seawater desalination system 本系统采用带有热蒸汽压缩喷射器的低温多效蒸馏装置(MED-TVC) ,以蒸馏的方法 对海水进行淡化处理。系统拥有两台低温多效蒸馏装置,均以电厂北侧爪哇海的海水 作为原料水,初期采用启动锅炉主蒸汽作为汽源,正常运行时以汽机中压缸抽汽或辅 助蒸汽站抽汽作为热源,日生产淡水9000 m3(单机4500m3) ,造水比可达到10。 This system adopts the low temperature multi-effect distilling device (MED-TVC) which is equipped with the heated stream compressing squirt, and desalinates the seawater by distillation. Using the seawater of Java sea as water source (in the north of power plant), this system has 2 low temperature multi-effect distilling devices. In preliminary period, the main steam in the starting up boiler is adopted as the heat source. In normal operation, the extraction steam in the intermediate pressure casing of turbine or the steam in the auxiliary steam station is used as the heat source. The daily fresh water production is 9000 m3 (4500 m3 for each device) and the water production ratio adds up to 10. SINOMACH CNEEC PENTA JOINT OPERATION 3 4.1.1.2.2.2 锅炉补给水处理系统概述 4.1.1.2.2.2General introduction of the boiler make-up water treatment system 补给水处理系统主要为离子交换除盐系统,包括2套复床设备,2000混床设备,1套 运行,1套备用,及2台1500m3的除盐水箱,系统单套出力200t/h。补给水水源来自 淡水箱,复床采用单元式布置,混床采用并联布置。 The make-up water treatment system mainly includes the ion exchange demineralized system. It has two compound beds and 2 2000 mixed bed equipment, one is in use and the other one stand-by, it also has two 1500m3 demineralized water tanks, with single output of 200t/h. The make-up water is from desalinated water tank, the compound bed is arranged in unit and the mixed bed is in parallel connection. 4.1.1.2.2.3 凝结水精处理系统概述 4.1.1.2.2.3The introduction of the condensate polishing system 凝结水处理采用中压凝结水精处理装置。每台机组设置3 50%的混床,并设置100% 的自动旁路。处理的凝结水量(单机)额定:679.55 m3 / h,最大:834.87 m3 / h。三 台机组公用一套体外再生设备,再生方式采用高塔树脂二次分离方案。高速混床内部 阴阳树脂比例为2:1,树脂采用超凝胶均粒树脂。 The condensate polishing system adopts intermediate pressure condensate polishing devices. Every unit is designed with 3 50% mixed bed, and an automatic 100% by-pass system. The rated flow of treated condensate is 679.55 m3 / h and the maximum is 834.87 m3 / h .Three units share one set of outer regenerating device. The regeneration adopts high-tower resin secondary separating method. Inside the high speed mixed bed the ratio of anion resin to cationic resin is 2:1 and the resin adopt the high-gelatin equal granule resin. 4.1.1.2.2.4 化学加药系统概述 4.1.1.2.2.4 The chemical dosing system 机组给水处理按全挥发性处理AVT(R)设计。 The water treatment of the unit is designed as All Volatilization Treatment AVT(R) 4.1.1.2.2.4.1 给水、凝结水加氨装置 SINOMACH CNEEC PENTA JOINT OPERATION 4 4.1.1.2.2.4.1Ammonia dosing device for feed water, condensate water 3台机组设置1套机、电、控一体化加氨装置,共设2台溶液箱,5台给水加氨泵,设 备为3台运行2台备用;5台凝结水加氨泵,设备为3台运行2台备用。 3 units share one ammonia dosing device with mechanical, electrical and I there are 5 condensate water ammonia dosing pump, 3 in use and 2 are stand-by. 给水加氨点设在除氧水箱下降管上,加入量为自动控制,给水加氨通过给水流量信号 控制加药量。凝结水精处理混床出口母管加氨点的加入量为自动控制,根据凝结水流 量信号控制加药量。 Ammonia dosing point of feed water is set on the down comer of the deoxidized water tank, and the dosing volume is auto-controlled. Feed water ammonia dosing control the dosing volume by through the feed water flow signal. Ammonia dosing volume of the main pipe dosing point in the outlet of the condensate water polishing mixed bed can be auto-controlled and it can control the dosing volume according to the condensate water flow signal. 4.1.1.2.2.4.2 给水、凝结水、闭式冷却水加联氨装置 4.1.1.2.2.4.2 Hydrazine dosing device of the feed water, condensate water and close cooling water 3台机组设置1套机、电、控一体化给水加联氨装置,共设2台溶液箱、5台给水联氨 自动加药泵,加药泵为3用2备;5台凝结水联氨自动加药泵,加药泵为3用2备;2台 闭式冷却水加联氨泵,1台运行1台备用。 3 units share one ammonia dosing device with mechanical, electrical and I as for other 5 water pumps employed for adding hydrazine into condensate for dosing purpose, in which 3 are in use and 2 in spare; besides, there are 2 close- type cooling water hydrazine dosing pumps, one is in use and one spare. 给水加联氨点设在除氧水箱下降管上,加入量为自动控制,给水加联氨通过给水流量 SINOMACH CNEEC PENTA JOINT OPERATION 5 信号控制加药量。凝结水加联氨点设在凝结水精处理出口,加入量为自动控制,根据 凝结水流量信号控制加药量。闭式冷却水系统加联氨采用手动加药泵。 The hydrazine dosing point of the feed water is in the down comer of the deoxidized water tank, the dosing volume is auto-controlled. Dosing volume is controlled according to the feed water flow signal. Hydrazine dosing point of the condensate water is set at the outlet of the condensate polishing and the dosing volume is auto- controlled according to the flow signal of condensate. The close-type cooling water system adopts the manual dosing. 4.1.1.2.2.4.3 炉水加磷酸盐装置 4.1.1.2.2.4.3 Boiler water phosphate dosing device 3台机组设一套机、电、控一体化加药装置,共设2台溶液箱、5台磷酸盐泵, 3用2 备。加入量为手动调节,加药点为汽包。 3 units share one chemical dosing device with mechanical, electrical and I stator core and the windings of the rotator use hydrogen to cool. Hydrogen generation equipment adopts two sets of 5Nm3/h intermediate pressure electrolysis hydrogen producing devices and three 14 Nm3 intermediate pressure hydrogen storage tanks. 4.1.1.2.2.8 废水处理系统 4.1.1.2.2.8Waste water treatment system 4.1.1.2.2.8.1工业废水处理 4.1.1.2.2.8.1Industrial waste water treatment 本期工程设置一套废水处理设备,对经常性废水(水处理除盐设备再生排水、地面冲 SINOMACH CNEEC PENTA JOINT OPERATION 8 洗水)和非经常性废水(凝结水精处理装置再生排水、空气预热器清洗废水、机组启 动排水、锅炉水侧化学清洗废水)进行收集和处理,废水经过澄清、中和、过滤后达 到废水排放标准,进行排放或回收利用。本期工业废水工业集中废水处理系统的出力 按100m3/h设计,工业废水处理系统采用手动运行方式,系统配备1套完整的仪表监 测、微机控制、CRT显示系统。 This project is equipped with a set of waste water treatment equipment to collect and treat regular waste water (Regeneration water drainage produced by demineralizing equipment, and waste water for floor cleaning) and irregular waste water (regeneration drainage of the condensate polishing device, Cleaning waste water of the air pre-heater, drainage water for unit startup, chemical cleaning water at boiler water side). After clarification, neutralization and filtration, waste water should meet the drain standard then can be drained or do the recycling. For industrial waste water and industrial centralized waste water in this project, the output is designed with capacity of 100 m3/h and auto-control mode is adopted. Due to using complete instrumental monitoring system and micro-processor based control system as well as CRT display, it uses manual operation mode. 4.1.1.2.2.8.2 生活污水处理系统概述 4.1.1.2.2.8.2 General description of the domestic sewage treatment system 生活污水的处理量为 25m3/h. 处理流程: 生活污水收集调节池水泵厌氧池 生物接触氧化池沉淀池消毒池清水池排放. Treatment flow of the domestic sewage is 25m3/h: waste water collecting pool water adjusting pump anaerobe poor biological oxidization poor sediment pool dosing pump clean water poor drainage. 生活污水处理系统进水为电厂厂区在运行过程中产生的生活污水,主要包括来自办公 楼卫生设备的排水、部分车间的杂用水,通过厂区管道收集后,进入生活污水处理设 备处理, The inlet water of the domestic sewage treatment system is the domestic sewage the power plant produced during the operation; it mainly includes the drainage from the sanitation equipment in the working building and the miscellaneous water from SINOMACH CNEEC PENTA JOINT OPERATION 9 some workshop. These waters are gathered in the plant pipe and flows into the domestic sewage treatment equipment. 4.1.1.2.2.9 启动锅炉水处理系统 4.1.1.2.2.9The startup boiler water treatment system 本系统采用超滤+反渗透膜处理技术,系统出力20t/h。系统流程: This system adopts the super filtration plus reverse osmosis membrane treatment, the output of the system is 20t/h. The process is as follows: 淡水箱输送泵 原水箱 原水泵 自清洗过滤器超滤装置UF水箱UF水泵 一级反渗透装置一级RO水箱一级RO水泵 二级反渗透装置二级RO水箱 二级RO水泵启动锅炉给水箱 Fresh water transfer pump raw water tank raw water pump self-cleaning filter super filtering device UF water tank UF water pump primary reverse osmosis device primary RO water tank primary RO water pump secondary reverse osmosis device secondary RO water tank secondary RO water pump startup boiler feed water tank 辅助工艺系统包括清洗装置,加药装置等。 The auxiliary process system includes cleaning device, dosing device, etc. 一级反渗透系统回收率按75设计,二级反渗透系统回收率按90设计,超滤系统 产水率不小于90。 The recycling rate of the primary reverse osmosis system is designed at 75%, and the secondary, 90%, the water producing rate of the super filtrating system is no less than 90% 4.1.2 化学事故处理通则化学事故处理通则 4.1.2General Rules for the Chemical Faults Treatment 4.1.2.1 运行事故处理原则 4.1.2.1 Criteria for resolving operational failures 4.1.2.1.1 化学运行值班人员对管辖的设备系统应该做到心中有数,防患于未然。上班前应有事 故预想,对事故隐患应及时消除。当事故发生时,应迅速采取有效措施,把损失或危 害减到最小。 SINOMACH CNEEC PENTA JOINT OPERATION 10 4.1.2.1.1The operator on duty of chemical staff must be very clear about the equipment and system in his charge and take preventive measures before faults appear. Before work he should predict the faults and remove the potential faults. When accident happens, take effective measures to decrease the damage or harm to minimum degree. 4.1.2.1.1.2 处理事故时,必须依照以下原则,沉着、果断、迅速、正确地进行事故处理: 4.1.2.1.1.2 When treat the faults, comply with the following principle, composedly, determinedly, promptly and correctly treat the faults. 首先解除对人身的伤害,其次防止设备损坏。在保证人身和设备的前提下,应保证正 常生产持续进行。 Firstly, remove the damage to people and secondly prevent the equipment from damage. In the precondition of ensure of the safety of people and equipment, make sure the normal and continuous operation of the system. 保证正常设备的持续运行,防止事故扩大。 Ensure the continuous operation of the equipment that is in good working condition; prevent the fault from going worse. 迅速投入备用设备。 Quickly put the stand-by equipments into service. 值班人员应坚守岗位,服从指挥,迅速正确地按上级指示操作。 The shift operator should be responsible for his position and obey the command, correctly and promptly do the operation according to the command from his superior. 事故处理应在值长和班长的统一指挥下进行。其他人员的指示,应通过上述人员后执 行。 Deal with faults under the direction of shift supervisor and foreman. Any instruction from any other person will be processed through the above mentioned supervisor or foreman. 当班人员力量不够时,应立即报告有关领导,组织力量,迅速处理。 When the shift staff is not enough, report to the relevant leader as soon as possible SINOMACH CNEEC PENTA JOINT OPERATION 11 so as to organize personnel to eliminate the faults 事故处理过程中,无关人员不准进入事故现场。 During the treatment, only associated personnel are permitted to access fault spot. 当发生人身伤亡事故时,立即使伤员脱离危险区域,进行急救,并汇报值长。 When there are death or personal injury, take the injured out of the dangerous place and carry out the first aid and report to shift leader. 当发生重大设备损坏时,立即汇报值长,值班人员应保持事故现场原状,不得任意变 动。 When there is serious damage in the equipment, report to the shift leader at once, the shift operator should keep the original state of the fault locale, never do any alteration. 为查明水、汽劣化原因,对每次取样应留样品,并标明留样名称,取样时间和取样人。 In order to clarify the reason of deterioration of water or steam, Keep some samples when tags the name of sample, sampling time and the sampling person. 有关值班人员应结合本岗位实际情况,全面、细致、真实地做好事故处理经过记载。 The related personnel on duty should make a detailed and careful and factual record for the faults elimination according to their true situations. 化学主值应在事故处理后及时组织人员进行分析,查找原因,吸取教训,制定对策, 确保安全。并按公司和发电运行部要求的时间写出事故报告。 The chemical main operator should organize people to analyze after the trouble shooting to find out the causes of trouble and establish relevant strategy to ensure the security. He should also write a report of the trouble according to the requirements of the company and the power operation department. 4.1.2.2 酸碱系统泄漏的处理 4.1.2.2Treatment for the acid or alkali leakage 4.1.2.2.1 迅速查明泄漏部位。酸雾和刺激味太大时应戴好防护面具,橡胶手套,穿好胶鞋和耐 酸工作服,注意将裤脚放在长筒胶鞋外面,用大量水清洗泄漏点后,进入现场进行检 查。 SINOMACH CNEEC PENTA JOINT OPERATION 12 4.1.2.2.1Rapidly ascertain the leakage point, wear the safety musk, rubber glove, rubber shoes and the acid-endurable clothes when the acid mist and the filliping smell are too strong, remember to put the trouser legs out of the long-tube rubber shoes, go to the locale to do the checkup after cleaning the leakage point with abundant water. 4.1.2.2.2 管道系统泄漏应迅速切断酸碱来源,关闭高位酸、碱槽或者酸、碱计量箱出口阀,汇 报发电运行部,联系检修单位迅速处理。 4.1.2.2.2As to the leakage in the pipe system, rapidly cut off the acid or alkali source, close the high-positioned acid or alkali groove, or close the outlet valve of the acid or alkali metering tank, report to the power operation department and contact with the maintenance department to deal with it. 4.1.2.2.3 酸碱槽发生严重泄漏,应启动酸碱泄漏事故预案进行紧急事故处理,轻微泄漏应立即 联系检修班采取临时措施,防止事故扩大。然后迅速报告发电运行部,联系抢修。 4.1.2.2.3When there is serious leakage in the acid or alkali groove, start the pre-program for acid/alkali leakage to do the emergency treatment; when slight leakage happens, inform the maintenance department rapidly to take temporary measures to prevent the fault from enlarging, then report to the power operation department and contact for maintenance. 4.1.2.2.4酸碱计量箱发生泄漏。可将计量箱内酸碱用于再生;若无失效设备,可安排提前再生。 然后汇报发电运行部,联系检修。 4.1.2.2.4The leakage in the acid/alkali metering tank. Make use of the acid/alkali in the metering tank for regeneration; if there is no exhausting equipment, arrange the pre-regeneration, then report to the power operation department and contact for maintenance. 4.1.2.3 厂用电故障处理 4.1.2.3Trouble shooting for the faults in auxiliary power system. 4.1.2.3.1发生厂用电断电故障,应立即进行下列处理: 4.1.2.3.1 When there is faults in auxiliary power, carry out the following treatment. 1) 首先检查系统受影响情况及备用设备受影响情况,稳定系统。 1)Firstly, check the degree the system and stand-by equipment is affected; make SINOMACH CNEEC PENTA JOINT OPERATION 13 sure that the system is stable. 2) 按电气部分厂用事故处理执行。 2)Regard the trouble as an electric auxiliary one and carry out the treatment in accordance with relevant rules. 3) 报告值长,问明原因,要求有关人员迅速处理。 3) Report to the shift leader, ascertain the causes and asked related person to deal with it rapidly. 4.1.2.3.2电源恢复后应进行下列工作: 4.1.2.3.2 Do the following work after the restoration of the power supply. 1) 全面检查本岗位所辖设备有无异常。 1) Completely check whether there is anything abnormal in the equipment in the charge of the post. 2) 报告班长或值长,按照班长或值长命令恢复本岗位正常工作秩序。 2) Report to the shift leader or the foreman; follow the direction by supervisor or foreman to resume the normal working conditions. 3) 补给水和凝结水系统如遇再生,按程控操作要求重新进行。 3) If there is regeneration in the make-up water system or in the condensate water system, redo it by referring to the requirements for the program control manner. 4) 做好故障及处理记录。 4) Take a good record of the process of the trouble shooting. 4.1.2.4 树脂泄漏处理 4.1.2.4Treatment for the resin leakage 4.1.2.4.1补给水混床树脂反洗,或精处理树脂体外反洗的时候,若发现跑漏树脂应立即停止反 洗或调小反洗流量 4.1.2.4.1When back-wash the make-up water mixed bed resin or back washes the outer body of the condensate water polishing resin, if there is any resin leakage, stop the back cleaning at once or decrease the back cleaning flow. 4.1.2.4.2 补给水混床放水、树脂冲洗或精处理树脂体外冲洗时发现跑漏树脂,应立即停止放水 SINOMACH CNEEC PENTA JOINT OPERATION 14 或冲洗,联系检修处理补给水混床出水装置或精处理体外再生罐出水装置损坏情况 4.1.2.4.2 If there is resin leakage during the makeup water drainage, the back cleaning of resin or during the back cleaning of the outer body of the polishing resin, stop the drainage or the back cleaning, contact maintenance for the damage in the outlet device of the makeup water mixed bed or in the regeneration pot outlet device outside the body of condensate polishing mixed bed. 4.1.2.4.3 向精处理混床传送树脂,发现排水处跑漏树脂,应立即停止树脂传送,联系检修检查 混床出口树脂捕捉器和混床出水装置是否损坏,查明原因进行处理 4.1.2.4.3If there is resin leakage in the drainage part when conveying resin to the polishing mixed bed, stop the conveying at once and contact for maintenance personnel to check whether there is damage in the mixed bed outlet resin catcher or in the mixed bed water outlet device, ascertain the causes and treat it. 4.1.2.4.4 若在除盐水箱发现树脂,应该立即停止补给水混床运行,联系检修处理混床出水装置 及树脂捕捉器。若在热力系统中发现树脂,应立即将精处理运行方式调整为 100%旁 路运行,并汇报值长。关注给水及炉水质量,调整凝结水及给水加氨量,必要时给炉 水加氢氧化钠,保证给水及炉水 PH 在合格范围。联系检修人员检查精处理混床出水 装置和出口树脂捕捉器是否损坏,并收集跑漏树脂,观察树脂破损情况,对树脂进行 性能鉴定。 4.1.2.4.4If resin is found in the demineralized water tank, stop the operation of the makeup water mixed tank and contact the maintenance for the water letting out device of the mixed bed and the resin catcher. If there is resin in the thermo system, adjust the polishing operation mode into 100% by-pass operation and report to the shift leader. Pay attention to the quality of the feed water and boiler water, regulate the volume of the ammonia dosing into the condensate water and the feed water, dose sodium hydroxide to boiler water when necessary to ensure that the PH value of the feed water and boiler water is within the qualified range. Contact the maintenance personnel to check whether there is damage in the water outlet device of the polishing mixed bed or in the outlet resin catcher, gather the leaked resin, check the damage and judge the performance of resin. SINOMACH CNEEC PENTA JOINT OPERATION 15 4.1.2.4.5 对树脂性能鉴定后,能回收的树脂处理后回收至相应离子交换过滤器。 4.1.2.4.5After judging the performance of the resin, recycle the recyclable resin to their corresponding ion exchanger after treatment. 4.1.2.5 气源消失或压力低故障处理 4.1.2.5 Treatment for the disappearance of the air source and the low pressure. 4.1.2.5.1 检查系统是否有大量
