At first, the author introduces the development of the next generation network and point that the operation of a fourth generation network will depend largely on the close coordination between mobility, resource and quality of service management schemes. Then the author briefly discusses three important techniques: Mobility Management, Resource Management and QoS Management during Handover. The author detailed describes the proposed architecture of network and mobile terminal by two thirds length of the paper.
