Previo us edit ions DIN 18200: 1980-06, 1986-1 2. 1 Scope This standard specifies a method of certifying the conformity of construction products with technical speci- fications, primarily where statutory regulations so require. It applies only where this is laid down in the relevant technical specifications. 2 Concepts 2.1 Technical specification For the purposes of this standard, a document which contains technical requirements that a construction product must fulfill. NOTE: Technical specifications include product standards, statutory regulations, general certificates of approval (agrments), test certificates or special approvals issued by the responsible building inspec- torate, voluntary technical delivery conditions, company standards and other technical rules. Provided by IHS under license with DIN Not for ResaleNo reproduction or networking permitted without license from IHS -,-,- Page 2 DIN 18200 : 2000-05 2.2 Factory production control The continual control of production excercised by a manufacturer in order to ensure that the product conforms to the requirements of the relevant technical specifications (also referred to as internal control). NOTE: Requirements regarding the type and scope of factory production control and the frequency of testing are laid down in the technical specifications. 2.3 Third-party inspection The regular inspection of a manufacturers factory production control system and of the products themselves by an impartial organization (inspection body) to establish whether those products conform to the requirements of the relevant technical specifications. NOTE: Requirements regarding the type and scope of third-party inspection and the frequency of testing are laid down in the technical specifications. 2.4 Certification For the purposes of this standard, a procedure in which an impartial organization (certification body) assesses the results of the third-party inspection to determine whether a construction product conforms to the require- ments of the relevant technical specifications, and in which that body attests this conformity in the form of a certificate. 2.5 Certificate For the purposes of this standard, a document which attests that a construction product - conforms to the relevant technical specifications, - is subject to factory production control, and - is subject to third-party inspection. 3 Factory production control 3.1 Procedure The manufacturer is responsible for performing factory production control and shall have qualified personnel and the necessary means and equipment. A responsible party shall be named for each production site (works). The manufacturer shall set up the control system on the basis of the type of product manufactured and the manufacturing process used. The system should include one or more of the following activities, depending on the product and manufacturing conditions: a) a description and inspection of raw materials used; b) tests carried out during production at specified intervals; c) tests carried out on the end product at suitable intervals. 3.2 Documentation The results of factory production control shall be documented and evaluated. At least the following information shall be documented: a) object of testing and, where necessary, description of product; b) type of test carried out; c) date of manufacture (where appropriate and where technically possible); d) date and results of testing, and where necessary, comparison of results with requirements; e) signature of person responsible for factory production control. In addition, the manufacturer shall document the entire control procedure, as well as the duties of those responsible, and keep this documentation current. Documentation shall be kept at least five years, and shall be made available to the inspection and certification bodies upon request. 3.3 Corrective action to be taken in the event of nonconformity Where test results do not conform to the requirements, the manufacturer shall immediately take corrective action. Once the nonconformity has been rectified, the relevant test shall be repeated, where technically possible and where necessary to prove the correction successful. Construction products which do not meet the requirements shall be set aside and marked accordingly. All corrective actions taken shall be documented. Copyright Deutsches Institut Fur Normung E.V. Activity a) Initial inspection and assessment of factory and of the factory production control system, having at least the same scope as the routine inspection. b) Type testing of product in accordance with the relevant technical specifica- tions (e.g. product standard). Table 1: Activities to be performed by inspection body Routine inspection a) Routine checking and assessment of factory and of the factory production control system. b) Testing of random samples taken at the factory, on the open market, or - in special cases - at the construction site. Special inspection Objective, type and scope of special inspections are to be specified (cf. subclause 4.3.3.). 4.2 Inspection body The inspection body shall be impartial, and shall be free of commercial, financial and any other pressures which may affect its judgment. Furthermore, it shall have the necessary staff and technical competence, and shall be able to regularly perform inspections using only its own personnel and equipment. The duties of the inspection body may only be subcontracted for specific activities and only to bodies which also meet the requirements of this clause. The inspection body shall have written instructions regarding the type and scope of inspection, and shall have a system of documenting the inspections it carries out. Product testing performed as part of third-party inspection shall be carried out by an impartial testing laboratory which has the necessary expertise and technical competence. 4.3 Procedure 4.3.1 Initial inspection The initial inspection serves to determine whether the manufacturer has the staff and equipment necessary for a proper production and factory production control on a continual basis, and whether the products fulfil the relevant requirements. The initial inspection shall have at least the same scope as the routine inspections. Routine inspections shall only be performed if the initial inspection has been passed. 4.3.2 Routine inspection Routine inspections shall be carried out to determine whether the manufacturer has the staff and equipment necessary for a proper production and factory production control on a continual basis. These inspections shall be performed - without prior notice - at least twice a year and at suitable intervals, unless otherwise specified in the relevant technical specifications. The inspection body shall check the performance of the factory production control, evaluate its results, and carry out product testing. The body can also arrange that test samples be taken by a testing laboratory (cf. subclause 4.2). Furthermore, the body shall check whether product marking has been carried out properly. Nonconformities which have been rectified within the scope of the factory production control shall not be the cause for complaint. If the inspection body finds uncorrected nonconformities, it shall rate them in order of severity and specify the measures to be taken. If a routine inspection is not passed, the inspection body shall require the manufacturerto correct the problem(s) in a manner suitable for the product in question and within a suitably short time. If the specified time is exceeded, a special inspection shall be performed. 4.3.3 Special inspection The inspection body shall decide whether a special inspection is necessary; if so, the inspection body shall notify the certification body of its decision. A special inspection shall take place if a) a routine inspection has not been passed, b) there is a break in production for more than six months (in the case of continuous production), c) upon the manufacturers request, or d) upon the request of the competent authority. The certification body can also require a special inspection if it has discovered major deviations from the requirements. If the special inspection is not passed, the inspection body shall discontinue all inspections and inform the manufacturer and certification body of this. 4.3.4 Sampling As a rule, the inspection body shall take samples at the works without prior notice. Sampling shall be performed on the basis of statistical principles and shall be taken from the current production line. Any products declared by the manufacturer as being faulty or not subject to inspection shall be excluded from sampling only if they are set aside and labelled accordingly. Samples shall be clearly marked. The person taking the sample shall prepare and sign a sampling report which shall be countersigned by the manufacturer or a representative. This report shall include at least the following information: a) identification of manufacturer and works; b) the sampling site; c) the size of the stock from which the samples were taken, where applicable; d) the number or quantity of samples; e) designation of the product in accordance with the relevant technical specifications; f) marking of the product by the manufacturer; g) marking of the sample by the person taking the sample; h) the properties to be tested and testing laboratory, where applicable; i) place and date; j) signatures. In special cases, samples may be taken from a suppliers stock or a construction site in the presence of the supplier or site supervisor, or their representatives. It shall be ensured that the samples taken from stock originate from the manufacturer being inspected. The manufacturer shall be given the opportunity to be present or represented at the time of sampling. 4.3.5 Inspection report Inspection results shall be recorded in a report, which shall also include test results, where applicable. The inspection report shall include at least the following information: a) identification of manufacturer and works; b) designation of the product in accordance with the relevant technical specifications; c) an evaluation of the manufacturers staff and equipment, and of the factory production control system; d) sampling details, where applicable; e) results of tests carried out as part of the inspection, and comparison of these results with requirements, including marking; f) place and date; g) signature of leader of the inspection team and inspection bodys stamp. The inspection body shall present the inspection report to the certification body for evaluation, and a copy shall be given to the manufacturer. The inspection body, certification body and manufacturer shall keep the inspec- tion report, including all test reports, for at least five years. 5 Certification 5.1 Certification body The certification body shall be impartial, and shall be free of commercial, financial and any other pressures which may affect its judgment. Furthermore, it shall have the necessary staff and technical competence, and shall be able to regularly perform inspections using only its own personnel and equipment. Subcontracting is not permitted. The certification body shall have written instructions regarding the certification procedure, based on the relevant technical specifications and regulations, as well as a system of documenting the certification procedures it carries out. 5.2 Procedure The certification body shall review the inspection bodys completed inspection report and decide whether a certificate is to be awardedhenewed or not. The results of materials testing which had been carried out upon the request of the inspection body shall be considered in this decision, where applicable. If it becomes clear that - based on the inspection report - there is a nonconformity or a partial non-fulfillment of a requirement, the certification body shall either Copyright Deutsches Institut Fur Normung E.V. In both cases, the manufacturer loses the right to mark hidher products as specified in subclause 5.3.2. Where there is an existing certificate (item b), the manufacturer is to present it to the certification body. 5.3 Certificate and product marking 5.3.1 Certificate The certificate shall include at least the following information: a) name, address and logo of the certification body; b) name and address of manufacturers works; c) description of product(s) based on the relevant technical specifications; d) the technical specifications relevant to the product; e) certificate number; f) date the certificate was issued; g) name and address of the head of the certification body. The certificate is valid as long as the relevant technical specifications are valid, and the production conditions do not change, or until the certification body declares it as being invalid. 5.3.2 Marking On the basis of the certificate, the manufacturer is entitled to mark the product, the packing slip, the packaging, the delivery note or an attachment to the delivery note with a conformity mark required by the authorities (e.g. the German -Zeichen), or mark the above with a reference to the certification, unless otherwise specified in the relevant technical specifications. By awarding a certificate, the certification body entitles the manufacturer to use its logo. The marking shall include at least the following information: a) a product description; b) the name of the manufacturers works; c) reference to the technical specifications upon which the certificate is based; d) a description or logo of the certification body; e) any necessary description of product characteristics. Explanatory notes Re scope In Germany, the conformity assessment of construction products is governed by the building regulations and bereinstimmungszeichenverordnungen (Conformity Marking Regulations) of the German Lander, and in the Bauregeliste A*) Part 1, as well as by the European Councils Construction Products Directive (Directive 89/106/ EEC). Re Factory production control Regularly monitoring the production process from beginning to end ensures that the requirements of the relevant technical specifications are fulfilled at every stage. Introducing a quality management system in accordance with the IS0 9000 series of standards - which take technical specifications into consideration - will fulfil the requirements specified here, either in full or partially. If a technical specification specifies requirements for a self-inspection, this is to be deemed as factory production control. Re Certification and inspection bodies, and testing laboratories The functions of a certification body, inspection body and testing laboratory can be performed by one or several organizations.
