In the core business, the Wrth Line, the product range for trades and industry comprises over 100,000 products: from screws, screw accessories and anchors to tools, chemical-technical products and personal protection equipment. 威能(常州)化工科技有限公司一期项目主要从事清洁剂,润滑剂,添加剂,防锈剂,冷却液,上光剂,密封胶等13大类82种产品的研发及生产,旨在为汽车制造与售后,工业机械设备保养提供可靠的产品及解决方案。In phase one AP Winner (Changzhou) is mainly engaged in the R&D and production of 82 products in 13 categories including cleaning product, lubricant, additive, antirust product, cooling liquid, sealant, etc. and aims to provide reliable product and solution to auto manufacturing and after service, industrial mechanical equipment maintenance.1.0 目的Objective本手册是为了员工和相关方在工作时排除或减少对自身的健康安全风险和对环境影响,规范本公司在活动、产品和服务中的EHS管理工作而制定的。This manual drawn up for excluding or reducing the risk of their own health、safety of employees and related parties while working and impact on the environment ,regulate our company works in the activity, product and EHS management .2.0 适用范围Scope本手册适用于本公司的活动、产品和服务。The manual is applicable for the companys activities, products and services.3.0 定义Definition3.1 ISO14001:2004 & OHSAS18001:2007适用术语和定义。ISO14001:2004 & OHSAS18001:2007 applicable terminology and definitions3.2 EHS: 环境和职业健康、安全。EHS: Environment and occupational health and safety.4.0 EHS管理体系EHS Management System4.1 总要求General Requirement4.1.1 本公司按照ISO14001:2004/OHSAS18001:2007要求建立,贯彻,检查,维护,持续改进EHS管理体系(EHS方针,规划,实施,检查,评审,在本手册的第4章中作了具体规定)。According to ISO14001:2004/OHSAS18001:2007, the company establishes, implements, checks, maintains and improves the EHS Management System (Chapter 4 has detailed specifications of EHS Policy, planning, implementation, check and review).4.1.2 本公司的EHS管理体系范围为:Scope of EHS Management System 公司:威能(常州)化工科技有限公司Company:AP Winner (Changzhou) Chemical Technology Co., Ltd 产品范围:Product scope 地理范围:具体位置参见附件平面图:Geographical scope: see detailed position in the appendix.4.1.3 用以下图示表示的公司的EHS管理体系模式EHS Management System shown asbelow4.2EHS方针持续改进4.3策划4.3.1环境因素/危险源识别、评价及决定控制方法4.3.2法规及其它要求4.3.3目标指标和方案45.14.6管理评审4.5检查4.5.1测量和监视4.5.2合规性评价4.5.3事件调查、不符合、纠正和预防措施4.5.4记录控制4.5.5内部审核45.14.4实施与运行4.4.1组织架构与职责4.4.2能力培训与意识4.4.3沟通、协商与参与4.4.4文件4.4.5文件控制4.4.6运行控制4.4.7应急准备与响应45.14.2 EHS方针 EHS Policy为了明确本公司在环安卫方面的宗旨和方向,体现最高管理者对环安卫问题的指导思想和承诺,特制定环安卫方针,为公司的环安卫行为和制定目标、指标提供了总体框架。In order to define the companys EHS purpose and direction, to reflect the top managements guidelines and promise, EHS policy is established to provide an overall framework for the companys ESH activities and objective and target.4.2.1 EHS方针的制定Establishment of EHS policy本公司的EHS方针由最高管理者制定、颁布,更新。方针覆盖了公司所有的活动、产品和服务,包括了对持继改进,污染、伤害与疾病预防的承诺,符合法律法规和其他要求的承诺。方针将每年评审一次,并按照协商与沟通程序要求,与员工和相关方进行沟通交流。The EHS policy was formulated, promulgated and updated by the top management. They policy covers all of the companys activities, products and services, including the promise for continuous improvement, pollution prevention, injury and disease prevention, and the promise for compliance with legal and other requirement. The policy will be reviewed annually, and according to the requirements of consultation and communication procedure, it should be disseminated to the personnel and interested parties.4.2.2 威能(常州)化工科技有限公司EHS方针如下:EHS policy is as follows:立志于建立有效的环境、健康、安全管理体系,节约能源、保护环境,力求保障员工安全,控制职业健康安全风险。Determined to establish an effective environment, health and safety management system, save energy, protect the environment, guarantee the personnel safety and control occupational health and safety risk.为此我们承诺:We promise :1. 提高全员意识:通过持续的宣传和教育培训,提高全员环境、健康和安全意识。To raise the staffs awareness: through continuous promotion and educational training, raise the staffs environment, health and safety awareness.2. 控制环境污染:节约能源、保护环境,从源头防止环境污染;污染治理,保证所有废水、废气及噪音达标排放,固废妥善处理。To control environmental pollution: save energy, protect the environment, prevent environmental pollution from the source; pollution control, assure standard emission of waste water, waste gas and noises, proper treatment of solid waste.3. 预防事故:坚信所有的工业安全事故和职业病都是可以预防的,持续地对各类职业健康安全风险进行识别、跟踪、控制、消除。To prevent accidents: believe that all the industrial safety accidents and occupational diseases can be prevented, and continuously identify, track, control and eliminate occupational health and safety risks.4. 遵纪守法: 严格遵守国家及地方的相关法律法规和其他要求。To abide by the law: strictly abide by the national and local laws and regulations and other requirements.5. 持续改进:通过定期的审核和评审,持续改进环安卫职业安全卫生管理体系。To improve continuously: through regular audit and review, improve the ESH occupational safety and health management system continuously.4.2.3 EHS方针的公开The publicity of EHSpolicy 公司的EHS方针,由人事行政部门以标语、卡片的形式传达到公司每位员工。EHS policy is communicated to every staff through slogans or cards by the Human Resource Dept. 新员工由人事行政部门发放;并通过各部门主管向全体员工传达,并通过张贴、通告、宣传栏、广播、培训等方式宣传方针。The policy is distributed to new staffs by HR Dept., and to all the staff by the leader of each department through posters, notices, billboards, broadcast and training. 方针由管理者代表组织实施,形成文件,并通过邮件、进门登记表、网站、宣传资料或电话等适当的方式传达到代表公司工作及在公司控制下的所有工作人员,确保全体员工及在公司控制下的所有工作人员能够理解和接受,并贯穿在整个工作之中,保证方针各项承诺得到有效实施。The policy is organized and implemented by the top management, made into a document, and distributed to all the staff, who represent the company or work under the companys control, through proper means of mails, registration forms, websites, publicity materials or telephone calls, to ensure that all the staff can understand and accept throughout the process of working, and all the promises of the policy can be implemented effectively. 方针对外公布,任何外部人员经审核批准均可通过电话、传真、电子邮件等方式获知本公司的EHS方针,外部有需要时,由EHS部门负责方针的对外发行。The policy is accessible to the outside. Any outsiders can have access to our EHS policy by call, fax or email after examination and approval. EHS Dept. is responsible for the external distribution of the policy if needed.4.2.4 EHS方针的实施The implementation of EHS policy通过目标指标的判定,环安卫管理方案的实施及运行控制使其得到实施。Through the decision of objective and target, the implementation and operation control of EHS management system made it implemented.4.2.5 EHS方针的修编Revision ofEHS policy最高管理者在管理评审中对方针的持续适用性加以评审。最高管理者根据以下内容进行方针的修订:The top management reviews the continuous applicability of the policy in the management review. The top management revises the policy in accordance with the following items:1) EHS管理评审有关内容及结果Relevant content and result of EHS management review2) 法律、法规,客户及其它要求Laws and regulations, customers and other requirements3) 企业周边环境发生重大变化Significant changes of the companys surroundings4) 生产规模或产品发生变化Changes of production scale and products5) 公司经营策略发生变化Changes of business strategy6) 持续改进的承诺Promise for continuous improvement7) 相关方的意见Views of interested parties4.3策划 Planning4.3.1 环境因素和危险源的识别,风险评估和控制。各部门对本部门的可控制或可望施加影响的环境因素及危险源进行识别,并考虑当前及过去的有关活动、产品和服务、纳入计划的或新开发的项目、新的或修改的活动以及产品和服务的伴随的投入和产出,确定重要环境因素及重要危险源,并由工程部整理评审其重要性。环境因素及危险源每年评审一次,或当有新的因素产生,制程改变,作业改变时,也必须及时评审。由EHS经理负责维护运作。Identification of Environmental Aspects/ Hazard, crisis analysis and control.Each department identifies its own controllable environmental aspects and hazard, and consider about the present or past relevant activities, products and services, planned or newly-developed projects, new or revised activities, and the corresponding inputs and outputs of products and services, confirm important environmental aspects and hazard. Engineering Dept. will evaluate its importance. The environmental aspects and hazard will be evaluated annually. Every time when new aspects appears or the process or operation changes, they will be evaluated timely as well. EHS manager is responsible for maintaining operation.识别方式:Means of identification 1)环境因素及危险源的识别在各部门进行。然后对识别结果进行统计,并交EHS部汇总。The identification of environmental aspects and hazard is conducted in each department. Then collect the identified results and submit to EHS Dept.2)EHS部组织全厂对所登记的环境因素及危险源进行评价,识别重要环境因素及危险源。经管理者代表审核,并由最高管理者批准。 EHS Dept. organizes the evaluation of registered environmental aspects and hazard, identify important environmental aspects and hazard. It should be checked by Management Representative and approved by the top management. 3)在新引进制造设备等活动或有其它更新变更时,应重新实施环安卫影响评价。当有重大或较重大的环安卫影响时,应重新审查环境因素及危险源调查表、环安卫法律法规及其它要求登记表和环安卫管理计划。When new production facilities are imported or other changes occur, we should implement EHS influence evaluation again. When significant EHS influences occur, we should check the environmental aspects and hazard list, EHS legal and other requirements registration form and EHS management plan again.适用程序:Applicable procedure环境因素识别和评价程序Environmental aspects identification and evaluation procedure危险源识别和风险评价程序Hazard identification and evaluation procedure4.3.2 法律及其它要求Legal and other requirements为了确定并遵守适用于本公司活动、产品和服务中环境因素及危险源的法律法规及其它要求,达到遵守环安卫方针的承诺,本公司建立能够及时收集和识别最新法律法规及其它要求的渠道。In order to confirm and comply with the legal and other requirements that applicable for the environmental aspects and hazard in our companys activities, products and services, to keep the promise of complying with EHS policy, the company establishes the channel to collect and identify latest legal and other requirements timely.1)法律法规及其它要求的范围、国际公约、国家法律法规、地方性的环安卫法规及其它文件、行业规定等。The scope of legal and other requirements, international conventions, national laws and regulations, local EHS regulation and other documents and industry requirements. 2)法律法规获取的渠道:国家及地方环保局、技术监督局、安监部门、地方政府、新闻媒体、发行机构等。EHS部每半年一次从上述渠道收集和识别法律法规。Channel to obtain laws and regulations: state and local environmental protection bureaus, Technical supervision bureaus, safety supervision bureaus, local departments, news media and the issuers. Engineering Dept. collects and identifies laws and regulations from the above channels every half year. 3)EHS部依据中国已签约的国际公约、国家环安卫法律法规、地方性法律法规及其它文件,把握法律与其它要求的事项,这些事项是直接适用于本公司活动的环安卫问题的。According to the international conventions that China has signed, state EHS laws and regulations, local laws and regulations and other documents, Engineering Dept. grasps laws and other requirements, which are directly applicable for the companys EHS problems. 4)与各部门有关的法律法规文件将由工程部分发到各部门,并传达到相关岗位的员工。Legal documents that are relevant to each department will be distributed to each department by Engineering Dept., and also to relevant staff. 5)当环安卫相关法规和其它要求事项变更或设备变更或工厂内活动变更,则需重新识别环境因素及危险源,获取和识别最新相适用的法律法规及其它要求,视需要及时修订相关程序文件。When changes of EHS laws or other requirements, facilities or companys activities occur, we should identify environmental aspects and hazard again, obtain and identify latest applicable laws and regulations and other requirements, revise relevant documents timely if necessary.适用程序:Applicable procedure法律法规识别与管理程序Laws and regulations identification and management procedure4.3.3 目标指标管理方案 Objective & Target Management Program为了实现持续改进,污染预防,事故预防目的,应制定EHS目标、指标,对相关重要环境环境因素和重要危险源进行有效的控制,制定并保持相应的EHS管理方案。To realize continuous improvement, pollution prevention and accident prevention, we should formulate EHS objective and target, conduct effective control of important environmental aspects and hazard, establish and maintain corresponding EHS management program. 1)目标与指标管理方案的制定 The establishment of Objective and Target Management Program(1) EHS目标与指标的制定应参考以下几点:The establishment of EHS objective and target should refer to the following points:a. 有关法律法规及其它要求Relevant laws and regulation, and other requirementsb. 本公司已登记的重要环境因素和重要危险源The important environmental aspects and hazard registered by the companyc. 相关方的意见Views of the interested partiesd. 与EHS方针的一致性Conformity with EHS policye. 目标指标尽可能量化Objective and target should be quantized as much as possible f. 技术上的可行性Technical feasibility g. 生产经营上的可行性,财力要求Production and operation feasibility, financial requirementsh. 减少废弃物和降低资源消耗Reduce waste and resource consumption i. 提高员工的环保,职业健康和安全意识Raise the staffs awareness of environmental protection, occupational health and safety(2) EHS管理方案的制定应参考以下几点:The establishment of EHS Management Program should refer to the following points:a 本公司的目标指标The companys objective and targetb 国家及地方法律法规和其它要求The national and local laws and regulations, and other requirementsc 本公司的管理工作现状The companys management status(3) EHS管理方案由以下内容组成:EHS Management Program consists of the following contents:a. 具体的指标情况Detailed targetb. 总的完成时限,并应明确分阶段实施和完成时限The total completion time, define the implementation phases and each completion timec. 所采用的技术和管理详细措施计划,要具有可执行性The techniques applied and detailed plan of management, should be executable.d. 在每一阶段应明确规定责任人、执行人、完成方法、分段实施完成时间Define the manager, executor, completion approach and completion time of each phasee. 资金预算和资源配置的落实情况Financial budget and resource allocation (4) 目标与指标管理方案的制定批准过程The approval process of objective and target management program establishment a. EHS部根据本公司识别确定的重要环境因素和重要危险源并考虑(1)所述及其它要求制定目标和指标,由管理者代表审核,最高管理者批准后,在EHS部存档。目标指标应尽可能量化。According to the important environmental aspects and hazard identified by the company, and the consideration of the requirements, EHS Dept. will formulate objective and target and then record them after Management Representatives check and the top managements approval.b. EHS部把已批准的目标指标下发到各部门,各部门参照公司目标、指标做成本部门的目标指标后,由各部门的EHS负责人批准。批准后的目标指标按DCC要求进行发放和管理。EHS Dept handed the approved objective and target to each department, and each department follows it and makes their own departments objective and target, which will be approved by EHS manager. The approved objective and target will be distributed and managed in compliance with DCC requirementsc. 各部门把批准后的目标、指标提交给EHS部,EHS部将对部门目标指标与公司目标指标的符合性进行确认。确认合格后,在EHS部存档。Each department submits its approved objective and target to EHS Dept. EHS Dept. will confirm its conformity to the companys objective and department. After it has been confirmed qualified, it will be documented in EHS Dept.d. 由各部门参照公司目标指标做成细化的EHS管理方案,由部门责任人批准后提交EHS部。工程部对各部门的EHS管理方案进行汇总、协调、立案,经管理者代表审核,最高管理者批准。批准后的EHS管理方案按文件要求进行发放和管理。Each department should make detailed EHS Management Program according to the companys objective and target. Submit it to EHS Dept after the department managers approval. Engineering Dept. collects, coordinates, and records the EHS management programs of each department, it then will be checked by Management Re
