摘要 随着世界经济一体化进程的发展，国际间的贸易往来日益频繁，跨国家跨地 区的经济交流逐步深化。如何创造、维护并逐步改进一个全球共有的良好的经济 环境和生态环境，逐步成为各国，特别是经济发达国家关注的焦点。为了更好地 促进国际问的平等交易，减少对原生环境的无节制的破坏，国际标准化组织在总 结和吸取少数西方发达国家质量管理和环境管理经验的基础上，建立了i s 0 9 0 0 0 族质量管理体系和1 8 0 1 4 1 ) 0 0 族环境管理体系标准，并在全球范围内推广。 我国分别于1 9 8 9 年和1 9 9 7 年引入质量管理体系和环境管理体系，通过翻译 的方式等同采用了对应的国际标准，并按国家相关标准规范进行了相应的转换， 形成了系列国家标准。目前，该国家标准已被广泛应用于各行各业，通过认证注 册，成为消除或减少国际或国内贸易技术壁垒或绿色壁垒的一种常规手段。本文 作者在多年从事标准化事务的实践中，发现不同的人群对标准的理解有所不同， 有时甚至存在很大的分歧，而其根本原因，在很大程度上，缘于标准转化过程的 关键步骤翻译。经过中英文对照分析并与业内专家探讨，发现由翻译原因引 起的主要问题大致如下： 国家标准中有些条款扩大或缩小了原国际标准要求的范围； 国家标准中有些条款加强或削弱了原国际标准的要求的程度； 国家标准中有些条款偏离，歪曲甚至背弃了国际标准原意； 汉语表达上存在一些问题，如表达不准确、不清楚、词语之间不搭配。 以上问题，给国际标准的等同采用带来了一些不确定性，违背了国家标准等 同采用国际标准的最基本的原则内容完全相同。 本文写作的目的在于揭示国际标准转换为国家标准的过程中由于翻译的原 因导致的国家标准不足以反映、偏离甚至歪曲原国际标准要求的现象及其原因， 从而总结出国际标准转化中，在翻译环节应该遵循的原则和可以采取的方法。 内容的传真优于形式的复制； 适当的归化和异化； 灵活的策略和适当的技巧； 翻译时要考虑相关标准的要求。 本文内容共分六章：第一章简单介绍了写作的由来，理论依据和研究方法： 第二章介绍了研究的理论基础以及相关理论在研究中的应用；第三章介绍了本文 涉及的研究方法及其应用；第四章对两个体系标准的历史演化及特征进行了分 析；第五章是本文的中心内容，借助问卷调查和典型个案分析揭示了标准翻译过
