了更新更高、更复杂的要求。因此篮球裁判工作面临着巨大的挑战。裁判员是 篮球运动的重要组成部分，他们通过自身具体的临场能力，既充分再现了赛场 上球员的高超球技和战术组合，又透彻地反映了篮球运动的规则和灵魂。裁判 的观念、尺度和技巧是随着篮球运动的发展和规则的修改而变化着的，裁判员 的临场能力也必须随着这种变化而改变，才能为篮球运动提供更好的服务。为 了更好的研究山东省师范院校体育教育专业学生的篮球裁判能力培养状况， 本 文以山东省高校体育教育专业学生为研究对象，选取了山东师范大学、曲阜师 范大学、德州学院、潍坊学院、临沂师范学院、潍坊学院、滨州学院、枣庄学 院、济宁学院、泰山学院 10 所山东省师范院校的体育专业学生作为研究对象。 客观准确地分析山东省师范院校体育教育专业学生裁判能力培养的状况， 剖析 其中的一些不利因素，分析其中存在的问题，找出影响体育教育专业学生裁判 能力的主要因素，并提出合理的对策建议；为更好的提高体育教育专业学生裁 判能力提供理论基础，从而提高体育教育专业学生的裁判能力的健康、持续发 展，为社会培养出合格的全面的体育人才。利用当前篮球运动在我省蓬勃开展 的大好形势，积极引导高校的体育教育专业学生更好的掌握裁判技能，提高对 比赛的执裁水平。为我省储备高水平的篮球裁判后备人才，更好的为我省乃至 我国顶级篮球赛事提供高水平的裁判员。 通过对山东省师范院校体育教育专业学生的篮球裁判执裁水平状况的调查， 来分析和研究山东省师范院校体育教育专业的篮球裁判员培养的的现状， 希望能 够对山东省的篮球运动水平和篮球裁判水平的改进和提高贡献自己的一份力量。 通过研究影响山东省师范院校体育教育专业的篮球裁判员培养中存在的因素如 下： 1.高校相关部门及领导的重视程度。领导是学校的决策者和领导行为的主要实 施者。 在实现各校裁判工作目标的过程中， 单凭体育部门的一己之力是不够的， 山东师范大学硕士学位论文 ii 还需要学校各个部门大力配合、协同作战，群策群力。因此，裁判员的培养和 学校裁判工作的开展离不开学校领导的重视以及学校相关部门的支持和配合。 2.学生对裁判工作的认知度。学生自身对裁判工作的认知程度深刻会加深对裁 判学习的努力程度。通过学生求知倾向明显转变调查发现，学生对学习内容的 选择正在由技术型向工作所需的能力型转变,求知观念更加接近现实。 3.学生对裁判知识的掌握程度。对裁判知识掌握的范围越广，对裁判规则的应 用越熟练，就能在临场执裁中，得心应手。能够使比赛得到更好的掌控。 4.对学生裁判员队伍的管理。篮球裁判员作为赛场的“执法官” ，必须具备高尚 的职业道德, 严格履行裁判员的职责, 必须做到 “公平、公正、准确”合作风 正派, 不徇私情, 坚持原则。 5.学生裁判员的学习、培训、观摩等信息渠道。篮球竞赛规则每四年修改一次， 而且还会不定期地发出对部分条款的最新解释等， 学生裁判员也需紧跟国际篮 球联合会的步伐，不断学习新规则，培训工作尤其重要。 6.学生裁判员的外语、计算机水平。作为在校学生，对外语和计算机的学习的 机会很多， 各高校中都开设了外语和计算机的课程这就为学生学习外语和计算 机提供了极大的便利。外语和计算机水平的提升，进一步为学生的对篮球裁判 知识的学习提供很好的桥梁作用。近距离的接触国际篮联的最新规则，提升和 补给裁判知识。 7.裁判员临场心理品质因素。良好的心理素质篮球裁判员业务水平提高必须具 备稳定心理素质。篮球裁判员水平提高很大因素是心理素质制约。 8.对山东省师范院校体育教育专业学生篮球裁判员的业务考核评定。目前，我 端，本文提出如下对策： 1. 加强学习兴趣的培养。 兴趣是最好的教师， 对某项活动感兴趣可以促进人们 倾注更多的时间和精力，调动了学生的学习积极性。让学生体会到在篮球执裁 中的乐趣所在，在进行裁判教学时就会取得事半功倍的效果，进一步促进篮球 裁判知识在实践中的应用。 2.提升学生裁判员的职业道德。 要从根本上树立篮球裁判的公正、 公平的教育。 要使学生充分认识裁判员在篮球比赛中的重要性，引导学生热爱篮球运动，热 爱裁判工作，在临场的执法过程中必须保持秉公执法、不偏不倚。 3.提升学生裁判员业务素质。 精通业务是篮球裁判员做好裁判工作的根本保证， 篮球裁判员只有精通篮球竞赛规则，理解规则的精神实质，熟悉篮球裁判法， 才能对比赛过程中出现的所有问题迅速、果断、准确地作出判断和处理。 作为一名体育裁判员必须塑造坚实的理论基础。
